MAY 19 1972
The Regular Session of the Village Council of the Village of
North Orlando was called to order by Vice Mayor Charles Rowell
at 700 p.m. A pledge of allegiance to the flag was led by
Councilman Piland.
Roll Call; Councilmen;
Mayor Granville Brown, not present Herbert Fox, present
Attorney Thomas Freeman, present dames Sasser, present
Vice -Mayor Charles Rowell, present Victor Miller, present
Troy Piland, present
The Regular Session was adjourned and the Public Hearing was
called to order, The Public Hearing was for a change of zoning
on 30 acres of land from R-lA to R-3 and R-1A to 0-1.
A notion was made by Councilman Miller to omit the legal descrip-
tion. Seconded by Councilman Fox. Discussion. Motion carried.
Mr. Freeman read the Notice of Public Hearing,
Mr. Clifford Jordan spoke for the zoning change. 10 one spoke
against the rezoning.
The second Public Hearing was an application for a Special Permit
by Mrs. James Cotton d.lowing her to have three dogs. Mr. do Mrs.
Cotton were present for the hearing. NO one spoke against the
application.
The Public Hearings were closed and the Regular Session was
called back to order.
A motion was made by Councilman Pox that we accept the recomaenda-
tion of the Planning and Zoning Board to rezone the 30 acres from
R-lA to R-3 and 0-1. Motion died for lack of a second.
A motion was made by Councilman Miller that we accept the re -zoning
from R-lA to R-3 and 0-1 as stated in the legal description.
Seconded by Councilman Piland. Discussion. Motion carried.
A motion was made by Councilman Miller that we allow Mrs. Cotton
a special permit for a third dog. Seconded by Councilman Sasser,
Discussion. Motion carried.
A motion was made by Councilman Fox that we accept the minutes of
April 3rd. Seconded by Councilman Sasserg Discussion. Motion
carried.

A motion was made by Councilman Piland that we accept the
minutes of April 10th as amended, April 17th and April Xth.
Seconded by Councilman Fox. Discussion. Motion carried.
Finance and Election Report,Mrs Miller _reporting:

. A motion was made by Councilman Miller that we hold a speoial
referendum election on June 13th on the issue of the new Charter.
Seconded by Councilman Piland. Discussion. Motion carried.
A motion was made by Councilman Fox to pay the bills. Seconded
by Councilman Sasser. Discussion. Motion carried.
Councilman Miller asked the Councilman to have a pre -budget
breakdown of nor, -specific requirements for the May 22nd Workshop
Session.
Health & Recreation Re ort Mr. Sasser r ortin :
sser has een trying to get prices ror nsecticide to
start the fogging operation.
Nothing to report on industrial. Zoning -to a taken up later
on the agenda.
No Road and Bridge Report.
Police &Fire r ort Mr. Piland reporting:
Councilman Filand read the momthiy police report. Approximately
$730 was needed to get our new police car in operation.
A motion was made by Councilman Piland that we authorize the
expenditure not to exceed $750.00 on the purchase of these items.
Seconded by Councilman Fox.. Discussion. Motion carried.
Mr. David Steele of North Orlando, and Mr. Gil Berg were recommended
by Police Chief Bachelor as auxiliary policemen.

A motion was made by Councilman Piland that weapprove these men
as auxiliary police. Seconded by Councilman Fox. Discussion.
Motion carried.
A letter of appreciation from Mrs. Wade was read by Mr. Piland.

Councilman Piland read the monthly Fire Department Report.
A motion was made by Councilman Fox that we accept the changes
as per our Workshop Meeting of last week on the site plan of
the apartments on the Sheoah plat. Seconded by Councilman
Miller, Discussion. Motion carried.
A motion was made by Councilman Fox that we table Florida Land
Company's request for approval of plats of Sections 3, 4, 5 and
6 of the Terraces until we get a letter of approval from our
engineer. Seconded by Councilman Sasser. Discussion. Motion
carried.
Mr. Freeman read the second reading of Ordinance No. 71 by title
only.
A motion was made by Councilman Fox that we approve Ordinance No.
71 on the second reading by title only. Seconded by Councilman
Piland. Discussion. Motion carried.
Mr. Freeman read the third reading of Ordinance No. 71 by title
only.
A motion was made by Councilman Piland that we accept Ordinance
No. 71 on the third and final reading by title only. Seconded
by Councilman Miller. Discussion. Motion carried.
A motion was made by Councilman Piland that we allow Mr. Borderick
permission to have a construction trailer. Seconded by Councilman
Sasser. Discussion. Motion carried.
Councilman Fox read the Zoning Board recommendations, copy of which
are attached to the minutes.
Item 2:
A motion was made by Councilman Fox that we accept the annexation
and rezoning to R-3 classification and instruct the attorney to
draw up the necessary papers. Seconded by Councilman Piland.
Discussion. Motion carried.
Item 3:
.A motion was made by Councilman Piland that we accept the
recommendation of the Planning and Zoning Board to deny the
request for rezoning by Mr. Roy D. Liddicott. Seconded by

Winter Springs, Unit 3 and Unit 4 was tabled until we get infor-
mation from our Engineer.
A motion was made by Councilman Miller that we table the Winter
Springs Unit 3 and Unit 4 until we get a letter from the engineer.
Seconded by .Councilman Piland. Discussion. Motion carried.
A motion was made by Councilman Miller that the Village Council
instruct the Village Attorney to remove from the Zoning Ordinance
where the Village Council allows builders a variance on open
drainage ditches. Seconded by Councilman Piland. Discussion.
Motion carried.
A motion was made by Councilman Miller to adjourn the meeting.
Seconded by Councilman Sasser. Motion carried.
