Mr. Reed said the procedure for most municipalities is to have
subdivision regulations which are confined to roads, drainage,
spacing of hydrants; water and sewer regulations regarding procedures,

either exclusive or non-exclusive which gives the right to serve
an area for a given period of time.

for the way the utility company carries it.
