Dear Mayor Brown:
I have reviewed'the engineering plans for Winter Springs, Unit
II, as submitted by F.A.M. Associates, Orlando, Florida, and
bereby approve these plans for engineering content subject to
the following conditions:
.
1. A 20-foot wide drainage easement for a pipe between lots
84 and 85 on the south side of Howell Creek Drive be
provided on the plat.
2. All bituminous coated, corrugated steel drainage pipe
utilized in the project is to be furnished in gauges meeting
the Department of Transportation standards for H20S16-44
loading. The metal pipe joints shall either be. Armco Twin
Seal (or equivalent), or neoprene rubber gaskets shall be
utilized under standard bands in the joints of other pipe
manufacturers.
3. Drainage inlet details shall be modified to provide as-inch
or 6-inch deep side throat opening all around the inlets for
unobstructed, direct entrance of water from the swales into
the inlet. Three-inch thick concrete ditch paving shall be
provided locally around the drainage structures, as determined
in the field as advisable by the City for erosion protection
and other purposes.

4. The fire hydrant arrangement on the water system is to be
modified to move the hydrants from the positions shown on
the plans to positions as specified by the North Orlando
Fire Department, and at spacings no greater than 1,000 feet
measured along the street (all houses within 500 feet of a
hydrant measured along the street). This may require slightly
more hydrants than shown on the plans, depending on the fire
hydrant positions selected by the Fire Department.

5. Grassing work is to be maintained until a stand of grass
acceptable to the City has been obtained in drainage swales
and street rights of way. Any washouts, regrading, reseeding
and grassing work, and other erosion correction work required,
will be performed by the developer until the system is
acc~pted for maintenance by the City.
This review is intended only to cover engineering matters. Planning
and zoning, administrative, legal, and otrnr such matters are not
included.
