Gentlemen:
Because of my continuing interest and concern in the progress of the Village
of North Orlando, I wish to have my opinions expressed at the public hearings
on March 29, 1971. I dearly regret that I am unable to attend these public
hearings due to prior commitments and am therefore submitting my opinions
in this letter.
1. Public hearing on zoning change from R-U to R-T on lands near Tuskawilla
Road and Highway 419, owned by Florida Land Company, of approximately
196 acres: I would be in favor of this change,although this zoning is
definitely premature for the area, if buffers and proper surrounding land uses
can be established. I favor this if it is high-class development because it
will bring a sewer and water system into this primarily undevelope(karea of
our village, and would create more activity within this poorer geographic
locale. However, I repeat, this zoning is premature for the area unless
Florida Land will establish a definite use and plan including zoning of the
surrounding properties. Thank you for this privilege to express my opinions.
12. Public Hearing requesting R-U to R-l on 356+ acres, west of Edgemon in the
southwest corner of the village: I favor this change on unplatted acreage,
providing no R-l zoning borders upon existing R-l-M zoning. This land appears
to fit in well for residential use but should be graduated to R-l-A in areas
bordering R-l-M zoning. I am opposed to chang:1irBJith.s eXf:Stlng R-l-M which
is platted to R-l, but I would approve of the platted area being changed to
R-l-A, unless any property owners within that subdivision object. The~e
opinions are ,based on existing land uses and improvements and the need for
paved roads south to Seminole Soulevard, and desire to see continued attractive
growth in the village. Thank you for this privilege of expressing my opinions.

3. Public hearing on rezoning R-T 1;0 C-~ on 90+ acres between Moss and Hayes
Roads owned by Western Land Planning Company: I wish to speak out in
opposition to this change for the following reasons: Zoning should be based
on good land use and not just for one particular developer. If this was considered
good land use six months ago, I fail to see any change in surrounding properties
that would warrant a reversal of thinking. Since there is an attractive multi-
million dollar development planned for this property under the existing zoning,

which would spur the activity needed to build this village, this rezoning could
set back many proposed developHlEBilts. If developers feel that zoning and
pIa'! approvals within the Village of North Orlando are that changeable, they will
hesitate to invest with this community. Therefore I this precedent of changing
zoning without approval of the land owners must definitely never be set. I also
feel that C-2 light industrial zoning is more objectionable and detrimental to the
surrounding residential communities, including Meadowlark Homes I than is
R-T, Residential Trailer zoning. Also, as a matter of courtesy I feel the village
should have notified the owners of this property by letter on this proposed change
in zoning. I also recommend the zoning ordinance by changed so that adj oining
property owners within 500 feet be notified in writing at their last known address
on zoning changes I as I feel that in this case there are many home owners that
would object to this proposed light .:tndustrial zoning if they were aware of this
proposed change. I sincerely hope the Village Council will deny or postpone
this change. Once again, thank you for allowing me to express my inions.
