DECFMBER 13, 1971
The Workshop Session of the Village of North Orlando, Florida was
called to order by Mayor Brown at 7:50 p.m. A pledge of allegiance
to the flag was led by Mayor Brown.
Roll Call: Councilmen:

Vice -Mayor, Charles Rowell, present W. R. Hurt, present

Councilman Charles Kelley discussed a proposed ordinance, which
if Council agrees, he will research and draw up. This ordinance
would extend the inspection ordinance we now have to include the
quality of materials used.
Mr. Kelley asked Mr. Reed if trees could be given to the Community
.Association for beautifying the Village and Mr. Reed said he would
cooperate as there are many trees that could be replanted.
Councilmen are to look over the insurance specifications and this
will be discussed at the meeting of January 10, 1972.
Mr. Clark of Calbert Construction Company was present with his
lawyer, Mr. Felder. Mr. Clark stated all he wanted was four
finals on his houses on North Third Street. There was a long
discussion of the drainage ditch in back of these house. It is
very dangerous because of the amount of muck at the bottom of the
ditch. Mr. Clark does not feel responsible for putting in the
fence as he is not the developer; he is the builder.
In cases such as these where final approval is turned down by the
building inspector, this calls for an appeal to the Board of
Adjustment and this should be handled through proper channels.
But Mr. Freeman said he would proceed with the instructions from
the Council of last weekts meeting to meet with Mr. Clark or his
attorney to try to resolve this problem. Mr. Clark and his
attorney declined the Meeting, and said they would appeal to the
Board of Adjustment.

Mr. Reed of Florida Land Company discussed the section of the
Ordinance where it provides for the issuance of permits for
septic tanks and wells when central water and sewer facilities
cannot be utilized to serve a subdivision. A developer will
be required toil' make application to the utility company that
holds the franchise to serve that area. If the utility company
carrot serve that subdivision the developer may ask the Council
for permission to install septic tanks and wells.
If the developer has been granted permission to put it septit,
tanks and wells, he will still be required to construct a water
and sewer system. This system will then be operated and mair-
tair.ed by the franchised utility. If at a later date the Village
acquires the systems that have beer serviced under this arrange-
ment of tzmporary septic tanks and wells, it shall be conveyed
by the utility to the Village free of charge.
Mr. Freeman said he would have the ordinance worked out for the
next meeting if all were it agreement. Also to be included in
this ordinance is the sub#ect of fences.
A motion was made by Councilman Fox to adjourn the meeting.
Seconded by Councilman_ Rowell. Motion carries.
