VILLAGE_ OF NORTH ORLANDO
__NOVEMBER 220 1971
The Regular Session of the Village Council of the Village of
North Orlando was called to order by Mayor Brown at 7:30 p.m.
A pledge of allegiance to the flag was led by Councilman Fox.
Roll Call: Councilmen:

A motion was made by Councilman Foy, to accept the minutes of
November 1, 1971. Seconded by Councilman Hurt. Discussion.
Motion carries.
A motion was made by Councilman Piland to accept the minutes of
November -` 8, 1971. Seconded by Councilman Hurt. Discussion.
Motion carries.
. A motion was made by Councilman Fox to accept the minutes of
November 15, 1971. Seconded by Councilman Hurt. Discussion.
Motion carries.
Mayor Brown talked about the fire truck that has been donkted
to the Village by Martin Marietta Corporation. Many thanks to
Martin Marietta Corporation.
Mayor Brown recessed the Council Meeting and opened the public
hearing.
The request for a special permit was from Mrs. George Beek, 180
Lombardy Road, to allow her to have three dogs. No one came to
speak against the request.
The public hearing was recessed and the Council Meeting was called
back to order.
A motion was made by Councilman Piland that we grant Mrs. Beck a
special permit. Seconded by Councilman Fox. Discussion. Motion
carries.
A motion was made by Councilman Kelley to pay the bills. Seconded
by Councilman Piland. Discussion. Motion carries.

Nov. 22�1971:
Mr. Freeman read the second reading of Ordinance No. 67 by title
only.
A motion was made by Councilman Hurt to accept Ordinance No. 67
by title only on the second reading. Seconded by Councilman
Piland. Discussion. Motion carries.
Mr. Freeman read Ordinance No. 67 for the third and final reading
by title only.
A motion was made by Councilman Fox to accept Ordinance No. 67 for
the third and final reading by title only. Seconded by Councilman
Kelley. Discussion. Motion carries.
Mr. Logan Browning was interviewed as to the possibilities of
being hired as financial advisor and fiscal agent for the Village.
A motion was made by Councilman Piland to obtain Mr. Browning as
financial advisor for the Village. Seconded by Councilman Hurt.
Discussion. Motion carries.
Mayor Brown announced that he would run for Mayor in the next
election.
Due to Commissioner Rowell's absence, Assistant Police
• Comissioner Troy Piland read the letter of resignation from
F. Scott Kenneth.
A motion was made by Councilman Piland to accept F. Scott
Kenneth's resignation, as patrolman to become effective November
123 1971. Seconded by Councilman Hurt. Discussion. Motion
carries.
A motion was made by Councilman Piland to retain F. Scott Kenneth
on a part-time as needed basis. Seconded by Councilman Hurt.
Discussion. Motion carries.
Another letter was received from Mr. Bachelor as to the hiring of
Reserve Patrolman William Morris as patrolman to fill the vacancy
of F. Scott Kenneth.
A motion was made by Councilman Piland to table the application
of Bill Morris. Seconded by Councilman Fox. Discussion. Motion
carries.
Mr. Freeman read Resolution No. 93 pertaining to the Council
requesting the Board of County Commissioners of Seminole County,
Florida for the periodic advice and counsel of David Farr, County
Planner.

A motion was made by Councilman Piland to adopt Resolution No. 93•
• Seconded by Councilman Fox. Discussion. Motion carries.
Mr. Freeman read Resolution No. 9k relating to the opinion of the
Village Council of go-go dancers within Seminole Countys Florida.
A motion was made by Councilman Fox to adopt Resolution No. 9k.
Seconded by Councilman Kelley. Discussion. Notion carries.
A motion was made by Councilman Fox to refuse the request for a
P-1 classification. Seconded by Councilman Kelley. Discussion.
Motion carries.
A motion was made by Councilman Kelley that we accept the Planning
and Zoning Boardta recasmendation to accept the plans for the power
distribution systems master TV antenna system, and entrance plans,
for Hacienda Tillage as presented, upon approval of Pity Engineer,
Cal Conklin. Seconded by Councilman Hurt, Discussion. Motion
carries.
A motion was made by Councilman Kelley to table the Planning &
Zoning Board's recomendations concerning the plans for the basic
pavemett, water and sanitation for Meadowlark, Unit I. Seconded
by Councilman Hart, Discussion. Motion carries.
A motion was made by Councilman Hurt to authorise the Mayor to
• sign the plat for minter Springs, Unit II, subject to approval of
City Engineer, Cal Conklin. Seconded by Councilman Fox. Discussion.
Motion carries.
A motion was made by Councilman Fox to buy kOO feet of l e hose
and 200ifeet of W hose for $650.00. Seconded by Councilman
Kelley. Discussion. Motion carries.
A motion was made by Councilman Fox to authorise the Chief to work
outside the Village limits. Motion died for lack of a seed.
A motion was made by Councilman Hurt to oonfine the Chief of Police
to the municipality and turn felony cases over to the Sheriffts
Department for investigation. Seconded by Councilman Piland. -
Discussion. Motion carries.
Police Chief Bachelor verbally submitted his resignation to the
Village of Worth Orlando effective as soon as possible.
A motion was made by Councilman Hart to accept the resignation of
Police Chief Bachelor. Seconded by Councilman Piland. Discussion.
Three ayes, one no; majority carries.

A notion was made by Councilman Hart that we authorize the mayor
to interview applicants for the position of police chief and report
back to the Council. Seceded by Councilman Kelley. Discussion.
Notion carries.
A notion was made by Councilman Hart to buy five loads of dirt for
$110.00. Seconded by Councilman Fox. Discussion. Notion carries.
A motion was made by Councilman Hart to donate $25.00 to the Fire
Department for publicity. Seconded by Councilman Fax. Discussion.
Notion carries.
A nation was made by Councilman Fox to adjourn the meeting. Seconded
by Councilman Piiand. Discussion. Motion carries.
