The Regular Session of the Village Council of the Village of North
Orlando was called to order at 7:33 p.m, by Mayor Brown. A pledge
of allegiance to the flag was led by Mayor Brown,
Roll Call: Councilmen:
Mayor Granville Brown, present Charles Kelley, present
Attorney Thomas Freeman, present Herbert Fox, present
Vice -Mayor Charles Rowell, present W. R. Hurt, absent
Troy P iland, present
Mayor Broad asked the Council if anyone wishes to participate in
annual.J ayeee Christmas Parade, 7:30 Pm. Thursday, Des, 2, 1971,
Councilman Rowell and Councilman Fox said they would participate

Ordinance 67.
Mr. Freeman read the first reading of Ordinance 67, Ordinance to
annex road -right-of-ways.
A motion was made by Councilman Rowell to accept Ordinance 67 on
the first reading. Seconded by Councilman Fox. Discussion.
Motion carries,
Mr. Freeman distributed copies of Ordinances 66 and 68 to the
Councilmen which will be discussed on November 15, 1971.
Action on Zoning Board Recommendations:
Councilman Kelley read the recommendations which are attached,
dated October 11, 1971,
Item #1 was tabled so that the Councilmen would have some time to
study the tariffs.
Item #2 was discussed, and Mayor Brown read Cliff J ordants letter
requesting this P•1 Zoning classification.
Item #3:
A motion was made by Councilman Kelley to set up a public hearing
on December 69 1971 to change the zoning classification from R-1
to P.U.D. on Al Schachterts 100 acre tract of land, which is east
of Hwy, 17-92 and south of Shepherd Road. Seconded by Councilman
Piland, Discussion. Motion carries.
Mr. Kelley read the recommendations from the Board of November 8,
1971 which are attached.

A motion was made by Councilman Piland to accept the Zoning Boardts
recommendations pertaining to the Clayton property and to so.notify
him of such. Seceded by Councilman Fox. Discussion. Motion
carries.

Mr. Browning brought in agreements from the firm of Pierce, Wulbern,
Murphey, Ina, Copies were given to all Councilmen for their study.

the purpose of establishing a joint zoning commission, This will
be discussed at our neat meeting,
A motion was made by Councilman Fox to direct the attorney to
draw up a resolution askingihe Board of County Commissioners to
borrow the services of David Farr with regard to prospective zoning
changes, Seconded by Councilman Piland. Discussion. Motion carries.
Insurance for Firemen:
The present premium is based on fire apparatus that is being operated
and there is no increase in premium for our additional truck.
The premium of $268.75 included $5:000 accidental death and dis.
memberment, $50.00 per week disability income for 104 weeks and
12,000 accident medical expense. It is not mandatory to have
20,,000 coverage for volunteer firemen. Based on the motion made
at the meeting of November 1, 1971 this premium of $268,75 will
be paid.
Police Department:
There is a possibility of Casselberry Police Department going to
UHF. It is likely that we will receive a letter shortly that they
will no longer be able to dispatch for us,
Councilman Piland spoke with the Sheriffts Department and they
told him that if we get volunteers, our Chief of Police could swear
them in as Special Police to work at the bus stops.
There was a complaint from Mr. Dennie Brown and Mr. Rowell and
Mr, Piland are to check on this matter.
A, motion was made by Councilman Fox to adjourn the meeting. Seconded
by Councilman Piland, Motion carried.

Gentlemen.
The Village Zoning and Planning Board held a special called
meeting October 7, 1971, with four members present.
The following reoommendations are presented:
1, The Board recommended by unanimous vote, the Co*noil
adopt the hater and Sever Tariff as submitted by
Florida Land Water and Sever Company, /
A2. The Beard recommended by unanimous vote, the Council
adopt a P-1 Professional Zoning classification as.
requested by Mr. Clifford Jordan,
3, The Board recommended that Al Schachter's request for
1117l a zoning classification from R-1 to P,U.D, be approved.

Gentlemen:
The Village Planning and Zoning Board met in a Special 'feeting
on November 4,1971 with a I I members present.
The following recommendations are presented to Council:
1. Mr. Alien Schachter, Land Engineering Company,property
100 Acre Tract of land lying East of hwv. . 17-92 and
South of Shepard Road.
The Hoard recommends that the Council accept the above property
with RUD zoning including the two (2) deviations as stated in
attached letter from "Ir.Allen Schachter dated October 21,1971.
2. Clayton Realty Propertyt 75 acres, of which 40 Acres lies East
of Tuskawilla Road and 35 Acres situated Vilest of Tuskawilla Road.
The Board recommends that Council reject the annexation of the
Clayton property as described above as presented in attached
letter of October, ,1971.

planned unit development zoning on reference tract of land.
1. Five copies of the proposed layout with information as requested in Ordin-
ance No. 56, Section 4, Article 2 "Zonial Approval".
2. A U.S.G.S. topographic map outlining the area involved.
3. Five copies of the legal description.

We respectfully request approval of two ueviatiOns from the requirement of the
P.U.D. Ordinance No. 56, Section 5. Arti,les ar;d 4. The detached two family and
single family attached dwelling structures are mixed .:)gether in our layout. We would
like to be permitted to develope 12 units per acre on both. The other deviation is to
increase the number of acres allowed for the multifamily dwelling structures from 10%
of the land area to 12.3% and to increase the number of acres allowed for the detached
two family and single family attached dwelling structures from 10% of the land area to
13%. The reason for this request is the excessive acreage which is located to the
West of the Florida Power Easement. This e:3sement is a natural buffer between the
