VILLAGE COUNCIL
VILLAGE OF NORTH ORLANDO
NOVFMBER 1, 1971
The Regular Session of the Village Council of the Village of North
Orlando, Florida was called to order by Mayor Brown at 7:30 p.m. A
pledge of allegiance to the flag was led by Councilman Piland,
Roll Call: Councilmen*

Vice -Mayor Charles Rowell, present W. R. Hurt, present
Attorney Thomas Freeman, present Herbert Fox, present
Charles Kelley, present
A letter was received from Engineer Cal Conklin regarding engineering
plans on Minter Springs, Unit II.
A motion was made to put the above item on the agenda by Councilman
Piland, Seconded by Councilman Hurt. Discussion. Motion carries.
A motion was made by Councilman Piland to approve the engineering
plans of minter Springs Unit II with the exceptLons referred to in
the attached letter of Cal Conklin. Seconded by Councilman Hurt,
Discussion. Motion carries.
A motion was made by Councilman Fox to accept the minutes of October 18,
1971. Seconded by Councilman Kelley. Discussion, Motion carries.
A motion was made by Councilman Hurt to pay the bills, Seconded by
Councilman Rowell, Discussion. Motion carries.
Finance & Election Report, Mr. Fox reporting*
Councilman Fox read the monthly finance report as follows;-

A motion was made by Councilman Piland that it shall be the policy of
the Village with regard to the collection of the recreational monies
that the monies be due and payable: if the land shall be donated, the
deed shall be tendered at the time of approval of the final plans. If
the money is donated, one-half is due at the approval of the final plans,

Health h Recreation Report, Mr. Piland reporting:
Councilman Piland gave thanks to the Community Association for a fine
Job cleaning up the reareation area, and for the extremely well»planned
Halloween party. Mayor Brown and Mr, Piland met with Mr, Reed last
week to discuss plans for the recreation area,
Road & Bridge Report, Mr. Hurt reporting:
Mr. Hurt has received an offer of $100 for the camper top. It was
suggested t At he take the $100 offer rather than have the top just
get ruined from the weather, subject to vandalism.
A motion was made by Councilman Fox that we accept Mr. Sasserts bid
to overhaul our road grader for a maximum sum of $350 on a guaranteed
basis that everything will be in good working order, Payments will be
subject to Mr. Hurtts approval, Seconded by Councilman Hurt,
Discussion. Motion was denied.
Zoning & Planning Report, Mr, Kelley reporting:
The following recommendations were received fromm the Zoning and Planning
Board:
1, The Board recommended by unanimous vote, the Council adopt
the Water and Swwer Tariff as submitted by Fla. Land Co.
2, The Board recommended by unanimous vote, the Council adopt
�� a P«1 Professional Zoning classification as requested by Mr, Clifford
d ordan
3. The Board recommended that Al Schachter's request for a
zoning classification from R-1 to P.U.D, be approved.
Mr. Kelley submitted an ordinance on septic tanks,
A motion was made by Councilman Kelley to put Ordinance 66 on the agenda,
for the first reading. Seconded by Councilman Piland, Discussion.
Motion carries,
Mr. Freeman read Ordinance 66 for the first reading.
A motion was made by Councilman Piland to accept the first reading of
Ordinance 66, Seconded by Councilman Kelley, Discussion,
A motion was made by Councilman Kelley to table Ordinance 66, Seconded
by Councilman Hurt. Discussion. Notion carries,
Police & Fire Report, Mr. Rowell reporting:
Councilman Rowell read the monthly police report, A letter was received
from Police Chief Bachelor appointing Timm McEvers as Aux, Investigator due
to the resignation of Investigator Ray.Hendricks.
Councilman Rowell read the monthly fire department report,

A motion was made by Councilman Rowell to pat the insurance for the
•volunteer firemen on the agenda. Seconded by Councilman Fox.
Discussion. Motion carries.
A motion was made by Councilman Rowell that we renew this policy of
$268.75 for the Volunteer Fire Department. Seconded by Councilman
Hart. Discussion. Motion carries.
Mayor Brown said he will get the information to see if this is a
legal policy and have an answer Monday, November 8, 1971,
There was a discussion of the problems at bus stops, and Councilman
Piland volunteered to contact the County School Board about this.
Mayorts Report, Mayor Brown reporting:
Mayor -Brown attended the Convention at St. Petersburg. It was very
Interesting. Mayor Brown net with Mr. Browning of the Pierce, WUlbern,
Murphey Corporation who would like to work for the Village with regard
to financial matters.
Mr. Salter made a complaint of three houses on North Devon concerning
Junk cars and trash in the yards. Mayor Brown said this would be
checked out.
2 r. Freeman read Ordinance 65, Cable Television, for the second reading,
by title only.
A motion was made by Councilman Hurt to accept Ordinance 65 for the
second reading by title only. Seconded by Councilman Piland,
Discussion. Motion carries.
Mr. Freeman read Ordinance 65 for the third and final reading by
title only,
A motion was made by Councilman Kelley to accept Ordinance 65 for
the third and final reading by title only, Seconded by Councilman
Rowell. Discussion. Motion carries.
Mayor Brown read Resolution #90 which regards the abandoning of Clark
Road.
A motion was made by Councilman Rowell that we adopt Resolution #90,
Seconded by Councilman Hurt, Discussion, Motion carries,
Mayor Brown read Resolution #91 regarding Municipal Courts.
A notion was made by Councilman Kelley to adopt Resolution #91.
Seconded by Councilman Piland. Discussion. Motion carries.
Mayor Brows read Resolution #92 regarding unfair distribution of
the increase In cigarette taxes.

A motion was made by Councilman Piland to authorise the Mayer
to make arrangements to get a legal description of the Village
and a boundary map. Seconded by Councilman Kelley, Discussion,
Motion carries,
A motion was made by Councilman Fox to adjourn the meeting,
Seconded by Councilman Kelley. Motion carries.
