AUGUST 9, 1971
The Workshop Session of August 9, 1971 of the Village Council of
the Village of North Orlando, Florida was called to order by Mayor
Brown at 7:32 p.l. A pledge of allegiance to the flag was led by
Mayor Brown.
Roll Call: councilmen:
Mayor Granville Brown, present Troy Piland, present
Vice -Mayor, Charles Rowell, present Winton Hart, present
Attorney, Thomas Freeman, present Charles Kelley, present
Herbert Fox, present
Revised Land Use Plan of P.U.D.:
A few complaints have been received about the increased traffic
on Third Street.due to this revised plan. If another opening
could be cut through across the golf course, from the arterial road
on the west side across the golf course to tie with the arterial
road on the east side, this would alleviate the traffic somewhat.
The Public Hearing will be neat Monday, August lbth.
Mr. Hague, North Orlando General Store:
Mr. Hague said a ceiling should be put on the utility tax. His
light bill runs between $200 and $300 per month, which would be
about $24.00 per month utility tax which he claimed was quIte high.
"^ Mr. Hague was told to compare the taxes other merchants mast pay
in other locations, and he would see that North Orlando taxes are
not too high. The taxes are going to improve police and fire
protection. Mr. Hague was reminded of the protection he is getting
and he then agreed that this tax was well worth it. He then said
his questions had been answered and he was satisfied.
Truck for the Village:
The councilmen had checked various trucks and, different pric_s. This
is to be discussed at our next meeting.
Annual Florida League Convention:
This year the Convention will be at St. Petersburg Octo 2t_, 2� and. 26th.
Mayor Brown will attend the entire convention and Attorney Thomas
Freeman will attend Sundayts meetings. -•
North Orlando Terraces - Section 1 and. 2:
Cal Conklin, engineer for the Village and engineers for Florida Land
Company met with the Zoning Board last Thursday evening to discuss the
North Orlando Terrace. The Zoning Board will forward their recommenda-
tions to the Council at the next meeting.

DrainageDitch on North Third Street:
Ten building permits were issued to Calbert Construction but they
are unable to build on the lase two lots, du.e to the drainage problem.
As Mr. Jordan owns part of the property that is in back of Calbertts,
he bas agreed to pay half the bill and the Village pay the other half.
Mr. Brown has a man from Oviedo that will open the ditch 400 feet with
a drag line to open that end; then where Third Street ends start a
ditch on the left hand side and ran it down. This will be a small
ditch to take up the overflow. For this work Mr. Jordan will pay
$300 and the Village will pay $250. This will be taken up at the
neat regular meeting.
Humane Officer for the Village:
Mr. Bruce Dean was recommended to be the Humane Officer for the Village.
He will charge $1.50 for each dog he picks up unless it is a rabied
dog then he will charge $5.00. Traveling expenses will be $.10 ner mile
which should rut approximately 100 miles per week. He will, answer dog
complaints and pick up dogs and take them to the County Pound. The
Council showed their approval of having Mr. Bruce Dean as Humane. Officer,
and this will be brought up and action taken at our neat regular meeting.
The question was raised again of the status of th mutual Aid Agreement.
An allowance is to be set up to allow the Fire Commissioner to spend
up to $100.00 as he sees fit, at the neat regular Council meeting.
Hacienda Village:
The council discussed the plans for Hacienda Village. There is to
be a Zoning Board meeting Thursday night and Al Land, engineer for
the proposed mobile park, will be there.'
A motion was made to adjourn the meeting at 9:59•
