VILLAGE OF NORTH ORLANDO
JUNE 21, 1971
The Regular Session of the Village Council of the Village of North
Orlando, Florida was called to order by Mayor Brown at 7:35 p.m.
A pledge of allegiance to the flag was led by Councilman Hurt.
Roll Call: Councilmen:
Mayor Brown, present W. R. Hurt, present
Vice -Mayor, Charles Rowell, present Troy Piland, present
Attorney, Thomas Freeman, present Herbert Fox, present
Mayor Brown recessed the Council Meeting and opened the Public Hearing.
The public hearing was request by Florida Land Company to change the
zoning from R1A to R-1 on the 1st, 5th & 8th Additions. Covenant
and deed restrictions call for square footage of 900 square feet.
Six house plans have been submitted and the minimum living area is
960 square feet, which excludes carport and garage. Mr. Brown read
the notice of public hearing that was published in the Sanford Herald.
The hearing was recessed and the regular session called back to order.
Approval of minutes of June 7, 1971:
A motion was made by Councilman Rowell to strike out the words
"Florida Land Company was given permission to do this", under the
first paragraph of the Mayorts report. Seconded by Councilman
Fox. Discussion. Motion carries.
A motion was made by Councilman Rowell to approve the minutes of
June 7, 1971 as corrected. Seconded by Councilman Hurt. Discussion.
Motion carries.
A motion was made by Councilman Rowell to pay the bills. Seconded
by Councilman Hurt. Discussion. Motion carries.

Health ecrea on Report, Mr. Piland reporting:
The pick-up on June 6 was a success. Mr. Piland said he would like
to extend public thanks to Mr. Ralph Johnson for providing the truck
and his services for the day. Also, thank the paid helper for a lot
of hard work.
No Road and Bridge Report.
Zoning & Industrial Report, Mr. Fox reporting:
There will be a Zoning & Planning Board meeting Thursday, June 24
at 8 p.m.
Police & Fire Report, Mr. Rowell reporting:
A letter was received from Police Chief Bachelor appointing Eunice
quackenbush and Nancy Zaidinski as auxiliary policewomen.
Mayor's Report, Mayor Brown reporting:
Mayor Brown made a tour of the factory where sectional homes are
built for Florida Land Co.
The Mayor recessed the Council Meeting and reopened the Public Hearing.
No one was here to speak against the zoning change.
The Public Hearing was closed and the Regular Session reconvened.
Fire Department Committee Report:
A motion was made by Councilman Rowell to take over the two fire
trucks and equipment, effective July 1, 1971• Seconded by Councilman
Fox. Mr. Rowell, Mr. Piland and Mr. Fox voted yes; Mr. Hurt voted no.
Motion carries by majority.
A motion was madeby Councilman Hurt to authorize Mayor Brown to get
insurance for the two fire trucks. Seconded by Councilman Rowell.
Discussion. Motion carries.
A motion was made by Councilman Fox that the Village shall pay the
Compensation insurance for the Fire Department. Seconded by
Councilman Rowell. Discussion. Motion carries.
A motion was made by Councilman Rowell to table this until further
notice. Seconded by Councilman Fox. Discussion. Motion carries.
A motion was made by Councilman Fox to accept the rezoning
recommendation of the Planning and Zoning Board for the change of
zoning from R1A to R-1 subject to approval of the non -petitioned
land owners. Seconded by Councilman Rowell. Discussion. Motion
carries.
Mr. Murphy of Florida Land Company introduced. Mr. Herb Ross, President
of the Home Builders Association, who will be building homes in North
Orlando.

A motion was made by Councilman Rowell that the Mayor correspond with
Mr. Brown and obtain further information to inform the Council.
Seconded by Councilman Fox. Discussion. Motion carries.
A motion was made by Councilman Piland that we give this format to
the Village Attorney and have him draw up an ordinance pertaining
to licensing tax to up -date our present Ordinance #40A. Seconded
by Councilman Hurt. Discussion. Motion carries.
A motion was made by Councilman Rowell to bring Petty Cash up to
$25.00. Seconded by Councilman Fox. Discussion. Motion carries.
Chief Bachelor made the presentation of a radar device of Kustom
Signal Company which would be a very good method of clocking speeders
in the Village.
A motion was made by Councilman Hurt to authorize the Mayor and
the Police Chief to contact the Police Departments of Casselberry,
Longwood and Altamonte Springs about buying them in units. Seconded
by Councilman Fox. Discussion. Motion carries.
A motion was made by Councilman Rowell that we publish the notice
for a public hearing granting a variance for Mr. Rossman. Seconded
by Councilman Fox. Discussion. Motion carries.
W. R. Norris, General Contractor, wanted an opinion of the Council,
if it would. meet their approval to have certain commercial lots
along highway 434 rezoned to residential. After much discussion,
the Council was not in favor of rezoning the commercial property
along Highway 434•
Mr. Casselberry, prospective buyer of certain property from Florida
Land Company presented photos, and a geological survey and discussed
at some length his future plans of this certain parcel of land. No
action could be taken until we get a legal opinion from our Attorney.
A motion was made by Councilman Hurt to adjourn the meeting. Seconded
by Councilman Piland. Motion carries.
