VILLAGE OF NORTH ORLANDO
APRIL 26,.1971
ibe Workshop Session of the Village Council of the Village of North
Orlando, Florida was called to order by Mayor Brown at 7:35 P.m.
A pledge of allegiance to the flag was led by Councilman Herbert Fox.
Roll Call: Councilmen:

Planned Unit Development:
-r. Mike Madaus or Claric, Dietz & Associates representing Mr. Cal
Conklin, City Engineer, spoke of their findings of the preliminary
engineering plans presented to them from Florida Land Company for
the development of the Planned Unit Development. -From Florida Land
Companyt s table showing the acreage for each category of land use
and maximum densities for residential land uses, they. show .a maximum
of five houses per acre, 107 acres with 709 detached units. Mr.
Madaus would like more clarification on just what that means. The
table shows 18% for open ace which does not include the golf course.
The ordinance requires 20 Counting the golf course they would
actually have about 40%.
On road -construction, Mr. Madaus said he needed clarification where
they plan to build the various roads, local streets and collector and
arterial streets. They show type. 1 asphalt on arterial streets and
type 2 on collector and local streets. This is acceptable by the sub-
division ordinance; however, Mr. Madaus feels type 1 asphalt throughout
would make a better job.
Mr. Madaus said more clarification was needed for the over all plans
of the street widths, street construction and location of arterial,
local, and collector streets.
No co�merAial is to be erected on this site.
That was the end of the discussion of the Planned Unit Development.
Mayor Brown thanked Mr. Madaus for coming to our meeting.
Mr. Rowell read the request for oxygen resuscitator and other
equipment for the Police Department. It was suggested that a budget
be made up for the Police -Department and studies made of future income
before any further expenditures are made.
Mayor Brown appointed a comaaittee of Mr. Rowell, Mr. Fox and Mr. Hurt
to investigate the Fire Department, as to their income, debts, etc. and
to report back to the Council of their findings.

Zoning Appointments:
,�,,,,Of the names submitted at the last Council Meeting, Mr. Irwin Hunt
Mated he may possibly have to decline at this time as he was about
co have overtime. If at all possible, he will try to become a
member of the Planning & Zoning Board. Mr. George Beck is still
interested; other names suggested were Etta Harville & Scott Schaffer.
As of this meeting no letter of resignation has been received from
Melvin Campbell. Further action will be taken at the next regular
meeting of May 3, 1971.
Occupational Licenses:
Mayor Brown appointed a committee of Mr. Kelley and Mr. Piland to
study this subject and report back to the Council.
Mayor Brown recessed the Workshop Meeting.
Herbert Fox, acting Chairman of the Planning & Zoning Board called
the meeting to order.
A motion was made by Charles Kelley that we change North Orlando
Fifth Addition, Blocks 2 and 3, recorded in Plat Book 13, page 78
of the Official Record of Seminole County, from R-lA, to R-1.
North Orlando Eighth Addition, lot 5, block 29, recorded in Plat
Book 14, page 9 of the Official Record of Seminole County, to be
changed from R-U to R-1.
North Orlando Eighth Addition, lots 4 through 8, block 27; lots 1
through 6, block 28; and lots 1 and 2, block 29, recorded in plat
book 14, page 9 of the Official Record of Seminole County, to be
changed from R-lA to R-1.
No homes less than 900 square feet shall be constructed on these lots
or any lots adjacent to these properties. Seconded by W. R. Hurt.
Discussion. Motion carries."
The Planning & Zoning Board meeting was then adjourned and the Workshop
Session was called back to order by Mayor Brown.
The discussion of Ad Valorem Taxes was tabled for sixty days.
Ordinance 50:
Mayor Brown appointed a committee of Mr. Kelley and Mr. Fox to under-
take a study of this ordinance regarding Performance and .Maintenance
Bonds; no provision about street lights; no provision of who pays for
fire hydrants or traffic signs.
Mayor Brown said some action should be taken on the following bills:
HB-314
SB- 71 - we should vote yes.
HB-415 - we should vote yes.
HB-653
SB-818 - we should vote yes.
