APRIL 27, 1970
The Special Meeting of the Village Council of the Village
of North Orlando was called to order at 7:45 p.m. by Mayor Jordan.
A Pledge of Allegiance to the Flag was led by Mr. Allen.
Roll Call: Councilmen:
Mayor, Clifford Jordan Charles Rowell
Vice Mayor Pasquale DelVillaggio Richard Allen
Attorney, Thomas Freeman Wayne Miller
A motion was made by Mr. DelVillaggio to approve the
Proclamation of Paint Up, Clean -Up, Fix -Up. Seconded by
Mr. Rowell. Discussion. Motion carried.
A motion was made by Mr. Rowell to adopt Resolution #82.
Seconded by Mr. Allen. No Discussion. Motion carried.
A motion was made by Mr. Rowell to adopt Resolution #83,
with regrets. Seconded by Mr. Allen. No Discussion. Motion
carried.
A motion was made by Mr. Rowell to adopt Resolution #84,
with regrets. Seconded by Mr. Allen. No Discussion. Motion
carried.
A motion was made by Pasquale DelVillaggio to adopt
Resolution #85. Seconded by Mr. Rowell for discussion only.
Discussion of the Motion. Mr. Freeman made a search of our Charter
and there is nothing in it which requires the Village of North
Orlando to receive bids prior to the purchase of equipment. There
is na state law which requires the Village of North Orlando to give
public notice prior to receiving bids prior to the purchase of any
equipment by the Village. There is a state law which pertains to the
State purchasing Comnission.which has a two thousand dollar require-
ment which requires publication for accepting bids but this does
not apply to municipalities. If we want to adopt such an ordinance,
we should ask the Legislature to amend our Charter but at present,
there are no such requirements.
Mayor Jordan called for a roll call vote. Charles Rowell
voted aye. Pasquale DelVillaggio voted aye. Richard Allen voted no.
Wayne Miller voted no. Mayor Jordan voted aye. Motion carries.

Mr. Bob Dausch of Florida Land Company spoke and Mr. Haley
of Schweitzer Associates spoke regarding PUD, Planned Unit Develop-
ment. The basic concept is a residential community planned as one
unit. Houses range in price from $15,500 to $18,000 or $19,000.
Mr. Stanley Hoffman of Florida Gas spoke of Contemporary
Building Systems. There was much discussion on whether or not these
houses would pass building inspection. Pictures were passed around
displaying the type of houses, inside and out.
The Mayor asked the opinion of the Council and all were
impressed with the display.
The meeting was adjourned at 9:50 p.m.
