VILLAGE OF NORTH ORLANDO
MARCH 25, 1970
The Special Workshop Meeting of the Village Council and
newly elected councilmen was called to order at 7:55 P.M. by
Mayor Jordan.
Roll Call:
Mayor, Clifford Jordan
Vice -Mayor, David Tilson
was absent.
Attorney, Thomas Freeman
was absent.
Councilmen:
Granville Brown

Albert Marshall

Richard Allen
Wayne Miller
Mr. Brown spoke on finances. He suggested that the new
commissioner of finance should go through the books and ask
questions. He should visit with the accountant, Mr. Kramer.
The money comes in from utility taxes, occupational licenses,
and also franchises. Average yearly income for the village is
approximately $15,000.
The Road & Bridge Fund gets a certain millage of county
taxes which is allotted by the county. Six years ago the millage
was set at 2.17. Last year the figure was .77 which brought a
revenue of $1,400. The millage has been decreased this year to .08
which means the anticipated revenue will be but one—tenth of last
yearts
Mayor Jordan suggested four ways of raising revenue. To
remove the ceiling from the utility taxes, consolidation of the
adjacent cities currently under consideration, construction and
development and imposition of ad valorem taxes.
The mayor further stated there are three areas of develop-
ment in the village which could produce revenue. One is development
of Coronado Homes, another is a proposal for a trailer park which
will be presented to the Planning and Zoning Board Thursday night.
A request has been made for a change in zoning on property between
Moss Road and Hayes Road. There is also a possibility of sale of the
Gulf American Corp. holdings in the village.
Mayor Jordan spoke of annexation and stated that Chuck Kelley
would give recommendations to the council regarding this. It was
also suggested by the Mayor that the council send spokesmen to
Casselberry meetings on annexation to express the views of the village.
We also have a board of Adjustment. Mayor Jordan hopes to
appoint five Gaon -council members that will serve on this board.

All appointments are made by the mayor and have to be
confirmed by the council. Mayor Jordan stated that he is pleased
r^ with the support he has received from the pollee officers, and
the various people serving the village now.
Police: In the past it has been the prerogative of the
council and the mayor to delegate councilmen to be in charge of
direct overseeing of the police department. This man is basically
ago between the policemen and the councilmen. He makes the
monthly report to the council. The fire department is generally
in with the police department. They also give a monthly report
to the council.
Recreation and Zoning: There are many possibilities the
councilmen can find in this area for improvements.
Roads and Bridges: We have the mowing machines, tractor,
dump truck and grading machine. It is the councilmants job to
wise that they are in running order. Also the councilmants
responsibility are -road si-ghs, maintenance of roads and setting
up barricades.
Health, Beautification & Election: Mayor Jordan suggested
that we need a new election ordinance as the present one is out-
dated and that with the county -wide registration being initiated
next year, the village would have to make many changes to coincide
with that of the coup ty.
The council also has some decision to make on cable TV.
Mayor Jordan presented the name of a new veterinarian, Dr.
Russell Devore, which may be a possible solution to our animal
problems. His fee is $2 per night and $5 for disposition.
The councilmen will take a tour of the village on April 5
to acquaint themselves with existing conditions.
A finance workshop will be held sometime next month to work
on the financial problems of the village.
Mr. Pasquale DelVillaggio suggested taking out the partition
between the two rooms for more room at the council meetings. Mayor
Jordan said he had already contacted GAC in this regard, but that
due to the possible sale of GAC holdings, nothing could be done at
the present.
Mr. Richard Allen suggested toll free telephone service to
Orlando from the village. He also asked why we hadntt tried to
lure manufacturers into the village. Mr. Brown remarked that we
hid nothing to offer in this respect, and further stated that we
should concentrate on development as a residential section.
The meeting was adjourned at 9:45 P.M.
