SPECIAL MEETING
VILLAGE OOUNCIL
VILLAGE OF NORTH ORLANDO
OCTOBER 13, 1969

The continued Special Meeting of the Village Council was called
to order at 8:00 P.M. by Mayor Jordan.
A pledge of Allegiance to the Flag was led by Mr. Thomas Freeman.
Roll Call:
Mayor, Clifford Jordan
Vice-Mayor, David Tilson
Attorney, Tom Freeman
Councilman:
Charles Rowell
Julian Keller
Granville Brown'
Councilman Albert Marshall was absent.

Members of the Zoning and Planning Board present at the meeting
were: Mr. Kelley, Mr. De1vi11aggio and Mr. Green.
The object of the meeting was to appoint a temporary clerk
for the Village Hall Office and to discuss the proposed changes in
the Village Sub-Division Q>dhumce as suggested in a letter from
the Planning and Zoning Board. (Letter enclosed with minutes.)
Mayor Jordan introduced t'he guests:
Mr. Dan Cooper, Project Director for North Orlando with
Gulf American.
Mr. Bob Young, Vice President in charge of production for Gulf
American.
Mr. Thomas Eberly, Project Coordinator with Gu1t American.
Mr. Charles Moehle, Brevard Engineering.
Mayor Jordan recommended the appointment of Mrs. Frances Watson
on a 90 day temporary basis, to tbe Oounci1, to fill the position as
Village Clerk.
A motion was made by Mr. Keller to accept Mrs. Frances Watson
on a 90. da1 temporary basis as Village Clerk at a salary of $5.00 per
day and ~5.00 per meeting attended. Seconded by Mr. Tilson.
Majority carried.
A motion was made by Mr. Brown to appoint Mr. Ti1son,a conmlittee
of one, to handle negotations with the City of Longwood for the use
of their jail. Seconded by Mr. Rowell. Majority carried.
Open discussion was held with Bob Young, Gulf American Represen-
tative, and members of the Council regarding open ditch draining,
amount of money Gulf American has invested, who will do the actual
bul1ding of the homes on the proposed sites and the value of the houses
to be built.
Mr. Charles Kelley, Chairman of the Zoning and Planning Board,
submitted the proposed recommendations in the drainage and zoning
~ ordinance. Open discussion followed.

Mr. Conklin discussed at 1enght four types of drainage systems.
Open discussion followed. (A copy of the above mentioned systems
is enclosed with the minutes.)
A motion was made by Mr. Tilson that the letter from the Zoning
and Planning Board be tabled for further study. Seconded by Mr.
Brown. Majority carried.
A motion was made by Mr. Tilson and seconded by Mr. Keller to
adjourn, subject to call, at 9:40 P.M. Majority carried.
