REQUEST: The Parks and Recreation Department wishes to inform the City Commission
regarding the July 4 Celebration of Freedom/50`h Anniversary.
PURPOSE: The purpose of this item is to inform the City Commission regarding current
planning discussions for July 4.
CONSIDERATIONS:
• Staff again discussed the cooler/backpack policy. Small coolers and backpacks will be
allowed but will be checked by the police department. The public will be notified
through the newsletter, website, news media and also signs on site.
• Public Works reduced event costs by using stakes and ribbon instead of cones and also no
staffing on July 4 after 10 am.
• The stage entertainment was recommend in the following order and will be thoroughly
refined:
o Star Spangled Showcase
o Band 17-70
o Final Act/Roadblock Blues?
o Honor Guard and Presentation of Colors
0 25 Minute Firework display
o Post Event Music/Community Exits Park
• Staff is working with Full Sail to provide a stage camera and a roaming reporter with a
camera to put aspects of the event and crowd on the Palm Tree computer video screen.
Also, sponsors/vendors who do not plan to be at the event can pay to have their
logo/message on the screen. In addition, a professional MC Betty Martinez Lowery has
agreed to MC the event.
• A staff and vendor mandatory on site meeting was set for Wednesday, July 1 at 9:00 am
at Central Winds Park grass amphitheatre.

• Staff again discussed charging the public options including:
o Gate/Admission fee
o Parking fee
o Signage and requesting donations
• The Gate/Admission fee could be done for $2 per adult and $1 per child. However, staff
felt it would not be received well by the public due to the economy. Also, information
which was sent out in early April prior to fee discussions indicated the event was free.
• A parking fee could be charged but would create many backups for the Police Department
directing vehicles and also those who do not want to pay and elect to leave. Winter
Springs High School is reluctant to give written approval for charging at their parking lots
(1,000 cars).
• Staff is further researching the option to put up Signage just inside each gate and
requesting a donation of $1 or $2 per person and provide some type of very inexpensive
commemorative item in return for the donation to help keep the July 4 Celebration going.
FUNDING:
City funding up to $51,000 to be reduced by sponsors, vendors, and staff cost reductions, etc. to
attempt to cover all costs.
RECOMMENDATIONS:
Parks and Recreation recommends that the City Commission review the information presented
and provide further direction as needed.

Betty Martinez Lowery's Summary
Betty proactively provides leadership in establishing key partnerships with minority organizations and
develops meaningful, long- lasting and key partnerships within the Hispanic /Latino, Native American and
Women markets.
Betty was the host for two seasons of Family Works, a magazine show focusing on all issues related to
the family that aired locally on PBS, and for six seasons as host and executive producer of Vision, a
community- affairs show that aired on WRDQ Action 27 (the local ABC affiliate's sister station), focused on
issues of community concern in order to find solutions.
Betty is the published author (Gessler Publishing) of a Spanish language textbook El Arco Iris de la
Amistad, and is currently working on her first novel, a semi - biographical story of her experience as a
survivor of the Cuban communist revolution and her family's immigration to the United States as refugees
in the early 1960s. In 1998, Betty was recognized by Orlando Magazine as "Mother of the Year." In 2002,
Betty was recognized by Out and Equal Workplace Advocates, one of the nations leading LGBT
organizations, for her role as the first "straight" ally to co -chair the Out and Equal Conference. In 2003,
Betty was awarded the Outstanding Service award by the Jewish Federation of Central Florida for her
advocacy and inclusion work in the aftermath of the 9/11 attacks. In August of 2005, Betty was appointed
by Governor Jeb Bush to serve on the advisory board for the state of Florida's Early Learning Coalition. In
2007, she was reappointed to a four -year term by Governor Charlie Crist. She also serves on the boards
of the Hispanic Chamber of Commerce, the Native American Chamber of Commerce, the National
Association of Women Business Owners, the Association of Latino Professionals in Finance and
Accounting, the WMFE Board of Directors, and is the chair of the Hispanic Heritage Scholarship Fund.
