The ~egu1ar Session of the Village Council, was called to
orCier at 7:35 P.M. by Mayor Joraan. The meeting was he1e on
September 8th instead of September 1st due to Labor Day.
A Pledge of Allegiance to the Flag was led by Mr. Marshall.

Finance 1\eport, Mr. Brown:
The Treasurer's 1\eport took care of the Finance Report.
Income for August was tar below expectations.
ltecreation ani Zoning, Mr. Rowell:
Recreation Park is in bai shape.
Zoning Board met last week. Charles Kelley and Pat De1Vi11agg~0
are representing the Zoning Boar<< tonight. Zoning Board will have
a report later in the evening.
Police and Fire, Mr. Tilson:
Fire: 1 Drill, 6 man hours; 1 business meeting, 8 man hours;
2 maintenance, 4 man hours; Total man 'hours, 18; 16 members.
Police: Complaints, 14; Dog Com~laints 10; B&E 4; Summons,
Traffic 5; Warning, Traffic 2; Warnings Dogs,10; houses checked 9.

~ A letter of Resignation was read, b~ Mr. Tilson, from Lewis
Coller, Police Chief. Mr.Ti1son thankei Mr. Ooller for his work
as Police Chief and recommended that a letter of recommendation
be sent "TO WHOM IT MAY CONCERN."
Motion was made b1 Mr. Tilson ani seconceei b,. Mr. Brown to
accept Mr. Coller's resignation. Unanimously approve<< b,. Council.

The Police Car is bai1y in neei of tires. Instead ot the

Cords are $18.68 each ani the Poly Glass tires are 21.45 each.

reservations for the Convention, October 26,27,28.

Notices of a Public Hearing will have to be p1aceei in 3
places in the Village (name1~, North Or1anio Water & Sewer Office,
North. Or1anio General Store, ani the Bulletin Board in froJ1;t:of
the Village office. Also, published in the Sanford Herald 1 time,
15 cia,.s prior to the hearing.
Motion was made b~ Mr. Brown to have the Public Hearing
Thursday, October 2, 7:30 P.M. Motion diei for lack of a second.
Motion was made by Mr. Tilson an. seconded b~ Mr. Marshall
to nave the Public Hearing, 7:30 P.M., Octo.lr 6th. Mr. Brown
vote. "No", majorit,. carried.
Mr. Dan Cooper ani Mr. Charles Penn attenied the meeting
from Gulf American, Mr. Charles Moehle ani Mr. John Yolk from
Brevard Engineers, Mr. Maciiis was with Mmr. Ca1 Conklin, Engineer
for North Or1anio an. is, also, connected with Clark-Dietz Engineers.
Discussion was he1e on the 1\oaei Program. Moss 1\oai will be
paved to the Seminole 1\aceway ani South Eigemon will be paveei to
Seminole B1vi.

Mrs. VanEepoe1 and Mrs.Wil1iamson ani Mr. Lamkin were present
to sa,. how bad the roads were in the ~anch Area.
Drainage: Open drainage ditches were shown covering the
proposed new areas of the Master Plan presenteei by Gulf American.
Mr. Freeman, Mr. 00nk1in ani Ma,.or Jordan were very much opposeei
to open ditches ani advised against them.
Mr. Moehle saii there wouli have to be some open ditches,
but a lot of the ditches wou1i be grass,. swails, 2! feet deep,
4! feet along the roads. It was pointei out that a 15 foot
easement right of wa,. would be needei to clean the ditches.
NDrth Or1aneio has an Ordinance (#35), passei Januar,. 1,1964,
making open Iiitches illegal in the Village, because of a Health
Hazar.. 1\ats, Snakes ani other varmins would be a continuous fight.
Motion was made b,. Mr. Tilson that we grant an exception of
Ordinance #35, allowing Gulf American to have open iitches, only
where open <<itches are absolutely necessary, ani swails when it
is possible, instead of siie lot ditches. Ditches are to be
fenced in. Secon.ed by Mr. Marshall for discussion on1,.. Motion
ani second witheirawn.
Motion was made by Mr. Tilson that we grant an exception of
Ortlinance #35, granting Gulf American to have open <<itches.

Ordinance #35, granting Gulf American the right to have open
drainage ditches.
WRE1\EAS: The Village of North Orlan6to tloes not ap19rove of
the idea of open ditches.
BE IT THEftEF01\E ~ESOLVED: that the Village of North Or1an_o
specitica11,. solicit the co-operation of Gulf American Corporation
in eliminating open ditches, where possible, ani in instances
where this is not feasible to so construct them soas.to provide
for eaay access and maintenance of same ani to facilitate
cleaning and mowing, an. wherever possible to consider fencing
easements to the ditches holding water.

Motion was made b,. Mr. Tilson to have 15 foot easements on

Motion was made by Mr. Brown to accept the Parks as Gulf
American presented them. Seconded by Mr. Marshall. Unanimously
approved by Council.
