SPECIAL SESSION
VILLAGE COUNCIL
VILLAGE OF NORTH ORLANDO, FIA.
JANUJu1.Y 27, 1969
The Special session of the Village Council was called to order at
8:10 P.H. by Mayor, .Clifford Jordan.
A Pledge of Allegiance to the Flag was led by Charles Rowell.
Roll Call:
Mayor Clifford Jordan and Councilmen Rowell, Brown Cro!L~ and Keller were
all present. Attorney Freeman and Councilman Tilson were absent.
The City Hall complex WaS the business at hand, Mr. Harris, the architect,
WaS unable to attend the meeting, but he sent word that he has better plans for
the building and some financial ideas. Discussion was held both pro and con.
Needed changes:

Expansion to the Council Chamber
At least two fire doors.
Move the work bench
2 holding cells
Remove planters at entrance to Bay Area
Change the files in the Police Department so there would be more
room
Necessary to have Kitchen Facilities for benefit of community affairs.
Even if an extra bay isn't added now allow for the expansion with
a :J.4X16 roof.
Suggestions for the Building.
Move hose racks to back of Bay Building instead of the middle of
the area and move the drain to the back
Double Doors in the back of bays
Movable counter for the council.
Either terrazo, tile or carpeting will have to be decided upon.
Chairs, desks and other furnishings will be needed.

Mayor Jordan is not in favor of a raise in utility tax, but is in favor of
an ad-va.lorem tax so that everyone owning property in the Village will be taxed
instead of just the residents.

The Village will either have to put on an ad-valorem tax or consolidate
with either Casselberry or Longwood. ,ITwo councilmen in Casselberry are in
agreement to consolidate with North Orlando.

Mr. Brown read Article V, Section 3, Paragraphs 3,4,5 and Article V, Section
3, Paragraph 37 of the Village Charter. No bonds or real estate taxes may be
added without a full member elected council.
If consolidation is made we will have a 10% Utility tax that WaS just
voted down.
Mr. Harris can draw up the plans with the changes made. If the building
does not materialize Mr. Harris can be paid and we will have the plans when
needed. It is not known what Mr.. Harris would ch~ for this service.
Motion was made by Mr. Brown, to submit plans to }f.r. Harris to have changes
made as specified on first spec. Draft a new set of specs. Seconded by Mr.
Keller and majority carried.
Motion waS made by Mr. Brown and seconded by l1r. Keller to adjourn at
10:40 P.M.
