The Group joinea in a Pledge of Allegi.nce to the Flag. On Roll C.ll: Mayor Fuller, Absent Vice-Hayor Lloya Brown, present City Attorney, Freeman, present Councilmen: Jay Wetz Charles Rowell Granville Brown, all present Charles McIntosh, absent ~resigned) Copies of the minutes are given to members of the Council before the Council meetings. If there are corrections they may be given at the meetings, but the minutes will not be read. Motion was made by }~. Wetz to accept this method of handling the minutes. Seconded by :rv~.. Gerry Brown and. majority carried. Motion was made by y~. G. Brown to place on the Agenda for first reading, Ordinance #44" the Zoning Code. Seconded by l1r. T..vetz and majority carrieci. ~~. Freeman, the City Attorney, read Ordinance #44, the Zoning Code, in its entirety. Motion was made by Mr. Wetz to accept for first reading, in its entirety, Ordinance #44,. the Zoning Code. Seconeled by Mr. G. Brown. A discussion WaS held. Majority carried. Health, Welfare and Recreation, Mr. Rowell reporting. The North Orlando Fire Department cleaned and hosed the Bus stops. Dirt has been put around the bus stops. The sides of the bus stops were torn <<own. FAGE 2 DECEl'mER 4, 15'67 A sign was missing from the Recreation Area and it was founQ in the lake. Two trash cans are missing from the recreation area. Finance, }~. McIntosh: No report at this time. Po~ce Department, }ir. Wetz reporting the statement sent in by Chief DeVoe. Complaints answered, 57; Warnings, traffic, 8 oral and 3 written; Dogs, oral,. Arrest, None. Officer LaFollette accompaniea me on patrol, 29 hours Officer Lyon accompanied me on patrol, 10 3/4 hours Auxiliary Officer Jenkins accompanied me on patrol, ll~ hours. Approximate hours on school bus traffic, 66t hours. My hours in actual service, 307 hours, Milis traveled with Police Cruiser 1",7 miles. Fire Department, }1r.Wetz reporting: Fire Drills, 0; Association Meeting, 1, 2 man hours; Fires, 0; Meetings, 1, 22 man hours; Community projects, 1, 12 man hours; Maintenance for Equipment, 2, 20 man hours; Maintenance on Truck, 6 for 4 man hours; Training School, 2, 15 man hours; Turkey Shoot, 4, 51 n~ hours; Total 126 man hours. 17 active members. The Fire Department requests permission to have a parade through the Village on December 17th, for the annual Christmas Party. Zoning Board, ~1r. G. Brown reporting: Members are needed for both the Planning and Zoning Board and the Board of Adjustment. The suggested name of Sid Vihlen, Jr. was given for Building Inspector. Mr. Brown has had an intgrview with }1r. Vihlen. Motion was made by J.1r. G. Brown to place on the Agenda, for first reading, in its entirety, Ordinance #45, which is an amendment to Ordiaance #31. tmtled "Inspector and Permit Feesfl. Seconded by ~/Tr. Rowell. A discussion was held. Majority carried. Mr. Freeman read Ordinance #4" in its entirety, with 100.00 being the amount allowed for a person to do their own work without a permit. $5.00 will be the cost of the permit up to $1,000.00 and the rest of the fees will be raised according. Motion was made by Y~. G. Brown and seconded by Yrr. Wetz to accept for first reading, in its entirety, Ordinance #45. Majority carried. !-1r. Freeman discussed the road out by Plante Rendering Co. First, it could not be vacted, but would have to be de-annexed. There would have to be Public Hearings and complications would develop so he thought it best to drop the matter for the time being. Motion was made by}1r. G. Brown and seconded by 11r. Wetz that }1r. Sid Vihlen,Jr. be appointed Building Inspector for the Village of North Orlando. Majority carried. A letter is to be sent to Mr. Vihlen informing him of his appointment. Motion was made by !vIr. G. Brown and seconded by !.~. Wetz that a letter of thanks be sent to }ir. Floyd Green for helping out while the Village was without a Building Inspector. l1ajority Carried. PAGE 3 DECEHBEH 4, 1967 Correspondence:: Letter from the Jederal Housing Administration requesting copies of two Zoning Ordinances and two Zoning Maps. Letter from the Town of Be lIe air Shore thanking the Village for sending letters to the Legislature concerning a referendum in favor of keeping the Town of Belleair Shores. Letter from the North Orlando Garden Club asking for a Qonation to help with the Christmas Tree Lighting Contest. Letter from the Urban Research Center telling of the Municipal Bond Bill that has been passed. Letter from the North Orlando Garden, with an OrdinGlnce to be passed making the Village of North Orlando a Bird Sanctuary. }10tion was made by r<f.r. G. Brmm .and seconded by Hr. Rowell that the letter concerning the Bird Sanctuary, a.long with the Ordinance be tabled. until a later date. The hiring of a maintenance man for the Village was brought up, but this, too, WaS tabled until a later clay. A letter of Resignation Was read from ~~. Charles McIntosh. Mr. McINtosh is taking a position with the State and would be unable to fulfill his post of Councilman for the Village. }lotion Was maae by Mr. G. Brown anQ seconded by Mr. Wetz that Mr. McIntosh's resignation be accepted, effective immediately. Majority carr.e~. Mr. Lloyd Brown's letter of resignation had been tabled from the last Regular meeting, Nov. 6th. Notion was rna.cie by Iv""lI'. G. Brown and seconded by I1r. Wetz ;0 accept Hr. Brown's resignation effective January 1, 1968. Majority carried. Motion was made by Mr. G. Brown ami seconded by }1r. L. Brown that l1r. Jay Wetz be appointed Vice-l1ayor, effective January 1st. Majority carried. Innouncement was made that the Registration Book is now officially open for the Village Election, to be held on March 19th. I1otion was mafia by r.fr. Wetz, who moved. to approve the appointment of Allen Cronk, as Councilman, to fill the unexpired term of Mr. Charles McIntosh, in Group 4. SecomleEl. bv }~. Rowell and Hajority carried.. Mr. Allen Cronk was sworn in as Councilman of Group 4 by Attorney, Tom Freeman. Due to the first Momiay falling on New Year's Day, the Regular meeting of January, will be held on the second Monday, January 8th. Motion WaS made by l-1r. Wetz and second.eti by Mr. G.
