JULY 3, 1967 The regular meeting of the Village Council of the Village of North Orlando, Florida was called to order at 7:30 P.M., by Vice-Mayor Lloyd Brown. A Pledge of Allegiance to the Flag was led by Jay \vetz. Roll Call: Mayor George Fuller, absent. Vice-Mayor, IJ.oyd Brown Attorney Tom Freeman. Were all present. Councilmen: Jay Wetz Charles Rowell Granville Brown Charles McIntosh The minutes of the Regular meeting of June 5th were read and approved as read. The minutes of the Special meeting of June 26th were read and approved as read. Treasurer's Report: ,,-.. Unanimously approveā‚¬! by Council. Road and Bridge, IJ.oyd Brown reporting: 1. On the 11th, I finished lettering the street signs on the North side of Hiway 434, for six man hours. ~ 2. On the 12th, ]tIre Duane DeVoe graded bad spots on Tradewinds, Hayes and Bahama Roads with the Village Tractor for four man hours at a cost of 4.00. 3. On the 13th, Mr. Duane DeVoe graded bad spots on Tradewimls and South Edgemon with the Village tractor for 2 man hours at a cost of 2.00. _. -, PAGE 2 ,ruty 3, 1967 ,-, 4. On the 14th, Mr. Duane DeVoe graded bad spots on South Edgemon, with the Village Tractor, for two man hours, at a cost of 2.00. 5. On the 17th and 21st, Mr. Deuane DeVoe mowed the parkways on the paved streets with the Village tractor for seven and one half hours for a. cost of 7.50. 6. On the 18th, I graded South Edgeman with the Village grader for five man hours. I had trouble with a broken gas line to the carburator, but with the help of Chief DeVoe we repaired it at no cost. Heilih, Welfare, and Recreation, Nr. Rowell reporting: The bus stop on North Devon has been cleaned and hosed out by the Fire Department. All of the bus stops will have to be repaired and painted before school starts the end of August. The recreation area has been mowed twice by Duane DeVoe. Finance Report, Mr. McIntosh reporting: The end of the fiscal year for the Village is June 30th. Mr. McIntosh will give a report at the next Council meeting, after the books are back from the Auditor. - , " Fire and Police Report, }w. Wetz reporting: Fire: 1 Fire for 1 man hour; 1 meeting for 1, man hours; 1 Association Meeting for 7! man hours; and 3 for Truck Maintenance for I! man hours. Total of 5o-~ Hours. Police: }'Ir. Officer LaFollette accompanied on patrol, 30f hours; Auxiliary Lynn Llfons, ,4 3/4 hours, Chief DeVoe's hours in actual service,26l2 hours. The Fire Truck, from the forestry service is looking sort of sway back and should be looked into and fixed up. Zoning Board, }w. Gerry Brown reporting: ~ The terms of all of the members of the Zoning Board expire in July. Mr. Jordon, Mr. Green, will be glad to stay on the board, Mrs. Brandeburg, will stay until they leave in December. Mr. Glynn has not expressed his wishes, as yet, but Mr. Ferguson has said that he does not wish to continue. At least one new member will have to be appointed, so the board is in the process of reorganizing. Mr. Gerry Brown asked the approval of the Council to appoint a Boarci of Adjustment, even though it is hard to even get members for the Zoning Board. Mr. Flreeman suggested that the , members of the Council sit on the Board of adjustr~nt, if a regular board cannot be made up. The Zoning Code hall to be published in the paper, if one is published locally, but the Village of North Orlando does not have its own paper. It Each section was screened and discussed by the Council, with advice from JJ"..r. Freeman. Amendments were made as the Code was read. }!otion was made by Mr. Gerry Brown that Ordinance #42, The Criminal Code, with the amendments made, be accepted for first reading, and posted in three promL~ent places, the Village Hall, the North Orlando Company office and the North Orlando General Store, for at least 15 days prior to the second reading. Seconded by ~x. Wetz and unanimously approved by Council. Ordinance #42, The Criminal Code, waS accepted for First Reading, July 3, 1967. The Village has an agreement with Dr. J. Brannon Murphy, the Veterinarian of Altamonte Springs, to take care of dogs picked up in the Village. Dr. Murphy will take care of the dogs for three days at a cost of Lj..50. The Dog Ordinance for the Village states that the dogs are to be held 10 days, but the Village cannot afford to pay for that length of time. Mr. Freeman is to draft an amendment to Ordinance 16, Sections 15 and 16, to read 3 days instead of 10 days. A letter was read from Yrr. Jack Betz, Mayor of Sarasota, and Florida Chairman for "Parade America" Fourth of July, 1967. ~le were to call Chuck Connors, .~ the National Chairman, in Hollywood, CalVornia, to report our plans for the 4th. The letter came too late and the Village had no plans for the 4th. A letter from Mr. Macek, of C and M Refuse, listing people in the Village, who are in arrears on their garbage bill. He will be forced to discontinue service if they do not pay. The Dump is in worse shape than it has ever been, and should be closed off. Four roads will have to be closed permanently. Post and signs will be ordered. Grass is growing up on all the vacant lots in the Village. Owners are to be notified and if the lots are not taken care of vnthin the next 15 days, the Village will mow them and bill the owners for the mowing. The Boy Scouts would like to have a place for a Camp' in the Village, in the vicinity of Tuskawilla Road. The Village does not own any of that property, and the owners will have to be contacted. The Scouts would like to use the Recreation Area for a cook out on July 15th. Hotion was made by Mr. McIntosh that the Scouts be allowed to use the Camp; providing a letter is sent to the Village Council absolving the Village of any liability. Seconded by Hr. Rowell and unanimously approved by Council. A letter is to be drafted by Mr. Rowell, and approved by the rest of the Council; this letter will pertain to garbage pick-up, and will be sent to all residents.
