The Village Council of the Village of Werth Orlando, Florida, met in regular session on Hovember 10, 1964, at 7:30 p.x. Tlle meeting vas called to order by Hayor VanEepoe1. On roll call the follow1Dg council -.bers were present: VanEepoel.; Rhodes, Brow, Tilson. The IliDutes of the regular council meeting on October 6th were read. On motion of Hr. Tilson, seconded by Hr. Rhodes and ImJ'llnimouslT approved byCouncU, minutes were accepted as read. On Road and Bridge Department business, Hr. Rhodes reported that an"angements had. been made to have the county drA.€;' i ne equipnent cc:ae in on Saturdays to clean up ditches and open sluices where necessary with the village o~ being charge4 for the labor of the two men operating the equipnent. He stated that the men had alreaq worked two dqs and. would come for two more. Hr. Rhodes stated that the men were doing an excellent job and he suggested that they be commended to their superiors atter the work is finished. Hr. Rhodes further reported that the roads are gradual.:q being put into good condition and that o~ one rea1J.y bad spot remains on South Edgemon where the county' has work to do. He has been in touch with Hr. Lavendar of the County' Road Department -- and has been assured that this will be done very shortq. Hr. Rhodes read a letter from Hrs. Burkhard, a resident on Lombarq Road, veicing their appreciation of work done there in connection with the Village clean-up projeot. .&.rrange.Bts have been made to hire two men with a pickup truck to cleo up the J'i1lage dumping area and other areas where rubbish has been dumped illegally. Hr. Rhodes contacted the County Sanitarian and they w:I.11 furnish Rno dumpingtt! signs to be used temporari~ until the Village I s permanent signs are purchased. .. Council agreed to ask Attorney Johnson to draw up an ordinance setting up a 20 H P H speed zone on villa.ge streets, .and designating Edgemon Avenue as a through street. "Yield- s igns will be posted at all streets entering Edgemon Avenue as soon as the ordinance becomes effecti va. Mr. Rhodes read a letter which will be sent to all residents asking their cooperation in the Clean-Up Campaign. Hrs. V8lJEepoel advised that a mimeographed form will also go out to every- tam1J.y in the Village, requesting certain census information which will be of value to various village departments. Hr. Rhodes made a motion that Mr. Brown be appointed as Road & Bridge Commissioner and take over the duties of this office. Motion was seconded by Hr. Tilson aDi mWtlimousl1" approved by Council. ~..............."" ,""-~ Mr. Brown suggested that bids be obtained on mowing of grass on VU1age right-of-wqs, so that these will be maintained in a satisfactory condition at all times. Council approved obtaining of such bids. Mr. Rhodes advised that the prices on which the 1215.00 tigare was set, were fl'Oll an old catalog and all prices had been raised in a new catalog subsequen~ received. It was agreed that }hoe Brown, Mr. Rhodes and Hr. Stephenson would meet and compile a new list at needed signs, with c CDparative prices, and cOURcil would then Tote on adjusting the amount at money to be expended for such signs. Hr. TUson reported that the new~ fOrmeQ seminole County Hp-"'~ Society is headed by a Hr. R. T. Johnson ot Park Avenue,San:f'ord, who has no telephone. Hr. Tilson tried to reach Mr. Johnson by several visits to his home but has not been able to do so. Since the new organization meets on 'fhursday nights, and Hr. TUson is unable to attend such meetings because of business cammi ttments, he requested that someone who is available on Thursdays attend the meetings - possibly one of tae policemen. Mr. Tilson .turtller reported that he had been in touch with State Highway Department relative to having State Road 434 zoned for 15 miles per hour tbrough the Village during certain hours of the day when the school buses are loaeling and unloading. He was advised that a request for such action must originate with the County School superintendent. Since this is a lengthy procedure, he talked with Mr. Koskie, Principal. of the Longwood School, and Hr. Koskie agreed that pelldiDg definite action on such zoning, he would instruct all sebeo1 bus drivers to load and unload awq fram the highwq. It tAS suggested that principals ot other schools be contacted to 40 likewise. Mr. Rhodes advised that subsequent to talldTlg with lIr. Tilson on this, he calJed Mr. Kilwee, who agreed to come to the Village at 8:30 A.H. on Wovember 11 to check out _ _the situation. lIr. Brown, in reporting for the Fire Departaent, advised that the fire truck needs a new battery and asked whether the CouncU would approve such purchase. M'ayor Vadepoe1 pointed out that there is still a $44.46 balance troll the $100.00 turned over to the fire department, tor lI1hich an accounting must be made. Mr. Brown then made a motion that the $50.00 ~t received from the sale of the Old LaFrance Fire truck by the Village be turned over to the new Volunteer Fire Department. Hation 'AS seconded by Hr. Tilson. In discussion on this motion, Hr. Rhodes stated that he would be in favor of this if a Treasurer has been appointed by the Fire Department and a prop'r Fire Department Bank account set up. When advised that a Fire Depa.rtment_Bank Account has been set up, a check for the $50.00 -e:.a be forwarded. Tan1l:epoe1 read a letter of resignation received from Counc~ Grinstead dated October 23, 1964. York ot Suburban Gas and he advised that he visited people in the Village who had registered complaints ..-........ ~ on high bills and that he believed all but a tew were satisfied. He turther stated that were there 'AS a possibility that faulty equipment was causing high b1lls, the c~ was inst,,1Hng 118W equipllent. Brs. VanEepoel requested that the Village oftice or Surburban be notified of any :turther complaints. ll/lO/64 Page 3. Mrs. VanEepoel requested that tlJo Hmt1nglt signs be posted in the ranol,]ands. Hr. Rhodes made a motion that tbeVillage purehase .50 Jagal size, printed NO BUNTING signs and two cans ot plastic sprq with which to protect them, and that the police department post same. Hotion was seconded by' Mr. Tilson and 'UJ)Afti mously approved by'Council. Hr. Henry Ward reported that it had been necessary tor the tire department to use his personal C02 extinguisher in putting out a tire, and he requested that same be retilled. Mr. Brown will take care of this. Hr. Ward also requested the removal ot the police radio and antenna from his home. Mrs. VanEepoel then read resolution 143, which had been approved and signed by' tun council, appointing Mr. Ward as North Orlando Civil Defense Director. Ht-. Ward. stated that before accepting this appointment he wished to determine the duties of said position and the amount of'time that would be involved. He will talk to Mr. Peterson and advise Council of this decision. Hrs. VanEepoel announced that Hr. Rhodes has agreed to accept the duties of Finance Officer for the Village. ,-".,- Hr. Rhodes reported that the books of the Village have been carr;ying asset items of $92.5.00 for street lights, 169.78 for Town Hall sign and $700.00 for the old fire truck - all carried over from 1959. He stated that he had met with Hr. Bramer, the accountant, regarding this, and the next time the books are taken in for accounting, Hr. ICt-amer will depreciate these i tams, and they will no longer s how as assets. Mr. Rhodes suggested that the Village books be audited every three months, and Hr. Tilson turther suggested that each council member be given a copy of' the accountant's qurterq statements so that they may all be fniiiliir with the Village'S financial condition. Motion was made by Mr. Rhodes to have the books audited every three months with copies of quarterly financial statements going to aU members of Council. Motion was seconded by Mr. Brown and unanimously approved by Council. There was a discusa1.on relative to the dumping of trash in the Village dump by' non-residents. Hr. Stephenson was advised that Village ordinances prohibit ~ dumping in the village - but that the Harth Orlando Company, which owns the property on which the dump is situated - has given residents permiSSion to use same - but that .-, .- ll/lo/64 page 4 nOll-residents JIlq be prosecuted. Mr. Tilson reported that the tables and some chairs in the Civic Assecia:tioD building belong to . the Oi vil Air Patrol, and inasmuch as theY' no long meet here, this equipnent will be removed. Mrs. Green suggested that, inasmuch as the Council paY's tor the use ot the Civic Association building for meetings, 'that association should be repsonsible for unlocking the door and turning on the lights prior to cOUDciluetings. This will be checked. ",-..'- Hr. Rhodes mported that Hr. Edgar Smart has been doing an excellent job as volunteer policeman in the mornings. Kr. Rhodes then gave the police activity report for the JIlODths of &Jptember and October - showing I olfun hours covered in September and ;Z?[{ in October. It was suggested by Mr. Rhodes that the CouncU start to draw up the propQsed changes in the Charter that are to be submitted. to the next session of the Legislature and turn over their suggestions to .lttorney Johnson that he may put them in proper form for presentation.
