PROCEEDINGS AT COUNCIL MEETING
VILLAGE OF NORTH ORLANDO, FLORIDA
MAY 8, 1962, at 8:00 P.M.
Mayor Fasula called the meeting to order. In attendance
were: Mayor Fasula, Councilmen Anderson and Stephenson.
The Village Clerk read the minutes of the Special Meeting
held April 2, 1962. The Mayor called for any corrections or
additions to the minutes. Hearing none, the minutes were
approved as read.
The Village Clerk then read the minutes of the meeting
held April 3, 1962. The Mayor called for any corrections or
additions to the minutes. Hearing none, the minutes were ap-
proved as read.
Under old business the Mayor stated that a Village Engineer
had not yet been appointed, and that he would like to recommend
Mr. James Simmerson of Orlando. On motion of Councilman
Stephenson, seconded by Councilman Anderson, and unanimously
adopted, Mr. Simmerson was appointed Village Engineer.
Mr. Anderson reported that in connection with his appoint-
ment as a committee of one to find ways and means of financing
the Police Department, that the result of a poll of the residents
regarding a utility tax had been so poor, that he felt this plan
was not worth pursuing. His recommendation was that a number
of responsible men in the community who could be bonded, could
organize as a volunteer department. The Mayor requested that
Mr. Anderson, Mr. Stephenson and Mr. Jack Sutton have a meeting
and see if they could perhaps enlist some of the volunteer fire
department members for police duty.
The Mayor stated that a number of complaints had been
made about the roads in the ranch area, and that he planned
an informal meeting with those residents to see what could
be done.
Councilman Stephenson made a recommendation that the
Civic Association assume responsibility of the recreation area.
Mayor Fasula asked the President of the Civic Association, Mr.
Helmly, if the Association would assume this responsibility.
Mr. Helmly replied that the Civic Association would assume
the supervision of the community building and of the recre-
ation area, but that it would not assume any responsibility
for policing the area.
Under new business Councilman Anderson stated that he
had a resolution to present. Whereupon, he read the follow-
ing resolution:

On motion regularly moved and seconded, the resolution
was unanimously adopted.
Councilman Anderson stated that, inasmuch as there are
a number of service personnel resident in the Village, that
in appreciation of their residence, he would like a procla-
mation issued designating the week of May 13, 1962, as
"'Military Appreciation Week".
There being no further business to come before the
meeting, on motion of Councilman Stephenson the meeting
was adjourned.
