PROCEEDINGS AT COUNCIL MEETING
VILLAGE OF NORTH ORLANDO, FLORIDA
MARCH 8, 1961, at 8:00 P.M.
Mayor Fasula called the meeting to order. In attendance
were: Mayor Fasula, Councilmen Jackson, Memory, Terebo and Webster.
The Village Clerk read the minutes of the previous meeting
held February 7, 1961. Mayor Fasula called for any corrections
or additions. Hearing none, the minutes were approved as read.
The Mayor stated that the Resolution and Ordinance No. 18
annexed into the territorial limits of the Village, Block 21 and
that the residents of that Block are now in the Village of North
Orlando.

The Mayor called for any unfinished business. Mr. Jackson

reported on the matter of ~ insurance. He stated that a survey
of the Village needs had been made by the American Fire & Casualty
Company, but that company had not submitted a bid. However, bids
had been submitted by other companies, the lowest one being by
Employers Mutuals of Wausau for $926.36. Mr. Jackson made a
motion that this bid be accepted. The motion was seconded by Mr.
Terebo and unanimously adopted. It was stated that there would
be a yearly dividend of approximately $100.00 which would be
credited to the Village.
Mayor Fasula reported on the status of the recently orga-
nized police department, known as the Security Patrol. He ex-
plained the set-up of the department and how it was an independ-
~ ent organization, being maintained by voluntary contributions of
the residents of the Village. However, a problem had arisen in

that, while a number of residents had indicated a desire to have
police protection and their willingness to pay a monthly sum for
this, that to date there had been very few contributions, and
without cooperation from the residents the department could not
continue to operate. That the minimum requirement of operational
cost would be $400 a month, and while Master Builders had con-
tributed $40 and the builder of Coronado Homes $30 a month, there
still was a large deficiency. The majority of the residents at
the meeting felt that they would like to have the continued police
protection, so in order to facilitate the monthly collections from
residents so desiring, the Mayor appointed Mona Grinsted for the
north side of the Village and Woody Anderson for the south side,

to get one volunteer in each block to make the monthly collections.
The Mayor stated that he felt the Village should also contribute
something towards the expenses of the Security Patrol. A motion
was made by Mr. Terebo, seconded by Mr. Memory, that the Village
make a monthly contribution of $50 towards the expenses of the
Security Patrol. The motion was unanimously adopted.
In connection with the widening of the Longwood-Oviedo
\Yo.Orl."do Co ~
Road, the Mayor stated that the Villago had given rights-of-way
deeds for the improvement of the highway, and that very shortly
the highway department would be ready to let bids.
Mayor Fasula also reported that the lease on the 7-Eleven
Store had been signed.

There have been complaints from the residents about the
high cost of gas which is being furnished to the homes. The

Mayor stated that he had talked with the Sanford Gas Company
about their rates and he had a letter from them setting forth
their rates, which were somewhat cheaper than the present sup-
plier, Suburban Propane Metergas Company. The Mayor again ex-
plained that there is no franchise with the present gas company,
and that the residents were free to make any desired change. Some
of those attending the meeting indicated that they would try the
Sanford Gas Company.
The Mayor called for a report from the Fire Department.
Chief Stevenson said that he had had contracts drawn up for fire
protection for residents outside the corporate limits of the
Village, and that the minimum rate would be $6.00 a year, that

is, without a fire during the year, and $25.00 for each fire.
The Mayor requested that he be given the proposed form of contract
in order to have it checked by the attorney before any contracts
were signed. Mr. Stevenson also reported that he now had 12
volunteers for the department.
The Mayor reported on the recent hearing in connection with
a permit for the establishment of an asphalt plant near the Village.
He stated that if this permit was granted that this would be an
undesirable situation and condition for the Village; that there had
been enough opposition to delay the granting of the permit for 30
days, but that a further hearing might be held and he would request
the support of the residents in opposing the establishment of this
r- asphalt plant.
Mr. Woody Anderson announced that the Baptist Church of

~ Orlando had established a mission in North Orlando, and that the
Village Hall was to be used for the Sunday church services at
eleven o'clock, and the builder's office across the road for
a temporary Sunday School. He invited the residents to attend
the church and to assist in any way possible to establish the
church which would be for the community.
A request was made by one of the residents for an outside
bulletin board. The Mayor stated that he would see that one was
put up in a suitable location.
The Mayor inquired if there was any further business to
come before the meeting. Hearing none, on motion of Mr. Terebo
the meeting was adjourned.
