PROCEEDINGS AT COUNCIL MEETING
VILLAGE OF NORTH ORLANDO, FLORIDA
SEMINOLE COUNTY, JUNE 7, 1960, at 8:00 P.M.
Mayor Liddicott called the meeting to order. In attendance were
Messrs. Jackson, Fasula, Terebo and Webster.
Mayor Liddicott: In order to have the record clear we will have a
re solution before we start the meeting.
Mr. Jackson then read the following resolution:
WHEREAS the Village of North Orlando, Florida, Council
is required under its Corporate Charter as authorized by the
Florida State Legislature of the State of Florida to appoint a
Village Clerk of said Municipality,
WHEREAS this appointment shall be by Resolution of the
Village Council, and
WHEREAS Elizabeth S. Helmly is familiar with the many
responsibilities of this office, and
WHEREAS Elizabeth S. Helmly is eligible and able to accept
these responsibilities, and
WHEREAS Elizabeth S. Helmly has expressed her willingness
to faithfully perform and enter upon all the duties of said office,
NOW, THEREFORE, Be It Resolved by the Village Council of
the Village of North Orlando, Florida, that the said Elizabeth S.
Helmly shall be and is hereby appointed Village Clerk of said Village,
and
BE IT FURTHER RESOLVED that the said Elizabeth S. Helmly
shall hold this office until removed by a majority vote of the Village
Council.
Mr. Webster then moved that the resolution be accepted. The motion
was seconded by Mr. Terebo.
Mayor Liddicott: It has been regularly moved and seconded that we
accept this resolution. All those in favor signify by the usual sign of aye.
All those opposed. Hearing none, the ayes have it and it is so ordered.
Mayor Liddicott then administered the oath of office to Elizabeth
S. Helmly as Village Clerk to replace Mrs. Lois C. Strickland, who had
resigned.
The Clerk then read the minutes of the previous meeting held May 3,
1960. Mayor Liddicott called for any corrections or additions. Hearing none,
they were approved as read.
Mayor Liddicott: Is there any old business?
Mr. Jackson: That Ordinance on annexation has to be read.
Mayor Liddicott: Mr. Vice-Mayor, will you take the chair.
Mr. Fasulq then read Ordinance #17, which had been read at the
previous meeting, May 3, 1960. It was moved by Mr. Jackson, seconded by
Mr. Webster, that the Ordinance be adopted.
Mr. FasulQ: All those in favor signify by the usual sign of aye. All
those opposed. Hearing none, the ayes have it. Mayor Liddicott abstained
from voting.
Mayor Liddicott: I have a letter I would like to read relative to
Mr. Williams' resignation. We asked him to reconsider, and in a letter of
May 6, 1960, he says:
"Dear Mayor Liddicott:
I would be happy to reconsider my offer to resign as Engineer for the Village
of North Orlando which was submitted as a courtesy. I would consider it an
honor to remain as your permanent Village Engineer for as long as you desire
to retain my services. I feel that we could very ably serve the Village through
Mr. Driver, our Orlando Office Manager and Chief Sanitary Engineer. I
have had considerable experience in the municipal field as Consulting City
Engineer to the cities of Wilton Manors and Plantation, Florida, two young
and rapidly growing communities in Broward County.
The confidence in me that you and the Council have exhibited is very
greatly appreciated.

And so, the Village has an engineer.
Mayor Liddicott: Any other old business?
Mr. Bigelow: I have a letter supplied by Southern Bell Telephone giving
rates for Winter Park and Southern Bell broken down into business phones and
residence phones - one party, two party and four party. I understand these to
be the rates without the 10% sales tax. Most people are more interested in a
four party than two party line. Winter Park phone, four party would be $7.05
a month plus 70 cents for sales tax. The rate is established by one-quarter
miles from the base office, which is Winter Park. South of Longwood-Oviedo
Road lines would be $7.05 and north of that would be another quarter mile, so
theywould pay $7.20. From Sanford you would pay south of Longwood-Oviedo
Road $4. 62.
Mr. Webster: How much for a single phone from Winter Park.
Mr. Bigelow: $15.05. From Sanford it would be $10.99.
Mayor Liddicott: How are you making out on the survey, Mr. Bigelow!?
Mr. Bigelow: I have contacted 91 families up to date and 82 are for
Winter Park and 9 for Southern Bell. I would like to say that although we all

want free toll service, we would be foolish to jump at Winter Park.

Mayor Liddicott: Some day we will be in a metropolitan area.
Many groups are working on this thing.
Mayor Liddicott: Is there any other new business?
Several newcomers at this point introduced themselves and inquired
about police and fire protection.
Mr. Fasulo: I would like to make a motion that you write a letter
to the former Clerk thanking her for all the fine work.
Mayor Liddicott: I have already done that. If there is no further
business to come before the meeting, the Chair will entertain a motion that
we adjourn, but before we adjourn I would like to say that the Mayor is leaving

for a vacation and doubts he will be here for the next meeting, but Mr. Fasulo,
our Vice- Mayor, will preside. Upon motion duly made and seconded, the
meeting was adjourned.
