PROCEDDING AT COUNCIL MEETING
VILLAGE OF NORTH ORLANDO, FLORIDA
SEMINOLE COUNTY, JANUARY 5, 1960 AT 8:00 P.M.
The meeting was called to order by Mayor LIDDICOTT
Roll call was made by the
Village Clerk.
In attendance were Messrs. Liddicott, Jackson, Fasula, Terebo
and webster.
Next in order was the reading of the minutes of the previous
meeting held December 8, 1959 - also the reading of the minutes of the Special
Meeting held December 9, 1959. Mayor Liddicott called for any corrections or
additions to the minutes - hearing none - they were approved as read.
MR. LIDDICOTT: The meeting is now open for any new business?
MR. JACKSON: Mr. Mayor, I have a Resolution to present. This
Resolution is to appoint a Village Attorney to handle all legal affairs per-
taining to the Village of North Orlando. \^T1fERF..AS, The Village of North Orlando
is authorized by its Charter to appoint as Village Attorney, Mr. George A.
Speers, Jr., who has stated he is familiar with the duties and has indicated
his willingness to assume the responsibilities connected therewith.
MR. FASULA: I move that we adopt the Resolution of appointing
Mr. Speers as Village Attorney.
MR. WEBSTER: I second this.
MR. LIDDICOTT: It has been regularly moved and seconded that
we adopt the resolution of appointing Mr. Speers as Village Attorney. All
those in favor signify by the usual si gn of aye. All those opposed? Hearing
none - the ayes have it and it is so ordered.
MR. WEBSTER: Mr. Mayor, I would like to present ORDINANCE #11.
An Ordinance pertaining to the safety and welfare wi thin the Village timi ts
of the Village of North Orlando in reference to the burning of trash, etc. and
the discharging of firearms, fireworks, etc.
MR. LIDICOTT: Gentlemen, you have heard Councilman Webster
read Ordinance #11 in its entirety, what is your pleasure?
Mr TERSBO: I move that we accept Ordinance #11.
Mr. FASULA: I second this.
Mr. LIDDICOTT: It has been regularly moved and seconded that
we accept Ordinance #11. All those in favor signify by the usual sign of aye.
All those opposed? Hearing none - the ayes have it and it is so ordered.
NR. FASULA: Mr. Mayor, I have another Ordinance to present.
This is Ordinance #12 pertaining to the safety and welfare within the Village
Iimits of the Village of North Orlando in reference to the proper usage and
care of streets and roads wi thin the Village timi ts. T~rHEREUPON, Mr. Fasula
read Ordinance #12 verbatim.
MR. UDDICOTT: Gentlemen, you have heard the reading of
Ordinance #12, what is your pleasure?
MR WEBSTER: I move that we adopt Ordinance #12.
MR. JACKSON: I second this.
MR. LIDDICOTT: It has been regularly moved and seconded that
we accept Ordinance #12. All those in favor signify by the usual sign of aye.
All those opposed? Hearing none - the ayes have it and it is so ordered.
J JACKSON: Mr. Mayor, there is one other Ordinance that I
would like to present. This is Ordinance #13. An Ordinance of the Village
of North Orlando, Florida granting an exclusive franchise to the ABC Garbage
Service Company to operate and maintain a garbage and trash collection system
in the Village of North Orlando, Florida, setting forth the conditions ac-
companying the granting of a franchise providing for rates and charges and
for service standards and other purposes.
MR. LIDDICOTT: Gentlemen, you have heard Mr. Jackson read
Ordinance #13 in its entirety, what is your pleasure?
MR WEBSER: I move that we adopt Ordinance #13.
MR. TEREBO: I second this.

MR LIDDICOTT: It has been regularly moved and seconded
that we accept Ordinance #13. All those in favor signify by the usual
sign of aye. All those opposed? Hearing none - the ayes have it and it
is so ordered.
MR LIDDICOTT: Gentlemen, due to the urgency of the above
three Ordinances, namely, 11, 12, and 13 - it is necessary that we dispense
with the regular three readings and vote that they be unanimously passed
on this date. 1-1HEREUPON the Council voted that this be done.
MR. LIDDICOTT: If there is no further business to come
before the Council, the Chair will entertain a motion that we adjourn.
MR WEBSTER: I make a motion that we adjourn.
MR. TEREBO: I second this.
