CALL TO ORDER
The Tuscawilla Lighting and Beautification District Advisory Committee Regular
Meeting of Wednesday, January 21, 2009 was called to Order by Chairman Rande
Thompson at 7:01 p.m. in the East Conference Room of the Municipal Building (City
Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

601. Community Development Department - Urban Beautification Services Division
Review Of Budget.
Mr. Steven Richart, Urban Beautification Services Division Manager, Community
Development Department presented this Agenda Item.
Advisory Committee Member Donald Gilmore asked, "Is that Fund Balance for expense
or does that include Capital with it?" Mr. Richart replied, "No Capital. This is our
Operating Account and [Line Code] 184 is for Maintenance, Operations; the Capital is
[Line Code] 313; that is actually going to be closing out." Mr. Richart continued, "I do
not remember if we voted on that issue to authorize us to go ahead and do the transfer to
Debt Service."
Chairman Thompson commented, "We did discuss it. We ask some questions about it
and I cannot remember now."
With further discussion, Mr. Richart conveyed, "The [Line Code] 313 is Capital - and
that is what is left over from the Capital portion to construct our Sign and Light Project
and that one can only be really applied to the Debt Service."
Mr. Richart added, "We came in under Budget. We do not have another Project for it and
we do not want to spend it on anything; we told the people that we would build the
Project. We have done that; we came in under Budget."
Furthermore, Mr. Richart continued, "So, this money really needs to go back towards the
Debt (what we borrowed from the Bank). I do not remember if we ever Voted to do that
but tonight what I would ask..." Advisory Committee Member Brenda Hayes Brown
explained, "...We did not."
Continuing, Mr. Richart discussed the Maintenance money, "That thirty thousand
[dollars] ($30,000.00) is Maintenance money; it is the proceeds that are going to be
leftover after we refinish the Signs. That we are going to put every year into a Line Code
- thirty thousand [dollars] ($30,000.00) and it is going to be in the Signs and Wall area of
our Budget so that we can keep an eye on it. And if there is a catastrophe then it is there
for us to use."

Discussion.
Advisory Committee Member Brown mentioned that she has had several residents
inquire about the difference in the cost of the Signs between Winding Hollow
Subdivision and Tuscawilla Assessment District and she stated, "I do know that our signs
cost more than what Winding Hollow came up with when they researched it." Mr.
Richart responded, "Well, that is a misconception; I have sat down with Winding Hollow
about that and actually I am working on their proposals now."
Mr. Richart suggested to Committee Member Brown that he can give her the actual
invoices and quotations from the Vendors to show her the products that we are using and
the products that they want to use. Mr. Richart added, "The City is not objectionable to
using a different product than what we are using; the problem is keeping track. Right
now we have three (3) or four (4) different kinds of signs; and each Manufacturer has a
different product; it may look similar but when you go out into the field to fix it, you
have to have those parts."
Mr. Richart mentioned that he would like to sit down with Committee Member Brown
and review the pricing of the Signs.
Discussion continued regarding the Line Code 313, Capital money and Mr. Richart
remarked, "This is Capital Funding, the [Line Code] 313 money - cannot be used for
Maintenance and again the only right thing to do is to put it towards the Debt Service.
"I WOULD LIKE TO MAKE A MOTION THAT WE TAKE THE THIRTY
SEVEN [THOUSAND] SEVEN HUNDRED TWENTY-THREE DOLLARS
($37,723.00) THAT IS IN THE FUND BALANCE FOR CAPITAL
IMPROVEMENT AND HAVE THAT PUT TOWARD THE DEBT SERVICE OF
PHASE II PROJECT." MOTION BY CHAIRMAN THOMPSON. SECONDED
BY COMMITTEE MEMBER GILMORE. DISCUSSION.

Committee Member Gilmore addressed the `Over Weight [Limit] Restriction Sign' on
Northern Way east of the bridge, "That sign to me is awful close to the ground; it is
almost head high and awfully close to the road. I have just looked at it and I have had
concerns that some truck or something is going to be hitting that thing."

Committee Member Gilmore added, "I do not know if any of you have noticed, but
several of these signs are that way."
Mr. Richart explained, "Every sign has different requirements for height. But DOT
[Department of Transportation] makes these requirements. But I do know that I will go
and make sure that it is the way it should be." Discussion.
Vice Chairperson Mary Brook inquired, "What about the lighting strike on the fountains?
You were saying that Insurance might pay part of it?" Mr. Richart stated, "We did get a
claim from our Insurance Company." Committee Member Luci Coker pointed out to
Mr. Richart that there was an entry on the Budget and Mr. Richart commented, "Yes,
seventeen fifty five [dollars] ($1,755.00); it did hit." Vice Chairperson Brook asked,
"And then it was like twenty five hundred [dollars] ($2,500.00) to repair it. Is that what it
cost to repair it?" Mr. Richart stated, "Let me find where it is."
Vice Chairperson Brook continued, "If something happened, like we have had signs
stolen in the past; are they covered by Insurance at all?" Mr. Richart answered, "Yes, I
would imagine they are under our Policy; I will have to check to see if they cover theft. I
think that we have a thousand dollar ($1,000.00) deductible. I know our Wall is Insured;
I will check with Kevin [Smith, Interim City Manager] on that."
Regarding the question about the lighting strike, Mr. Richart recapped the expense, and
added, "Oh, we had a Fountain Doctor's; fourteen [hundred] ninety four [dollars]
($1,494.00) for a new Pump."
Discussion.
Conversation ensued regarding the Progress Energy Florida Inc Power rate increase and
the cost increase for the billing of the Street Lights.

602. Community Development Department - Urban Beautification Services Division
Update On The Sign Refurbishment Project.
Mr. Richart introduced this Agenda Item and noted that the Commission awarded Mark
Cockerill, Property Maintenance and Management Services the Project. Discussion.
Mr. Richart asked the Committee, "One of the Signs he did is a spare for Shetland
[Avenue]; do you want me to bring that in so that you can put your hands on a finished
product type thing? I can get that."

603. Community Development Department - Urban Beautification Services Division
Review Of Maintenance Items And Progress Report.
Mr. Richart presented this Agenda Item.

Discussion followed on the Bidding process and on the plantings that are done in the
Tuscawilla Area.
Further discussion developed regarding the lighting in the Eagle Watch and Howell
Creek Reserve Subdivision areas.
Mr. Richart noted, "As you know, we have a flagpole installed at the entrance of
Tuscawilla. It has beautiful lights and pavers around it and it is finished."
Vice Chairperson Brook commented on the wreaths, "Several years ago, the Garden Club
was approached to make two (2) very large wreaths to place over the fountains; so we did
and we took care of the wreaths and they were put up yearly. And then you were going
to get someone that was going to provide a service, is that correct?"
Mr. Richart stated, "We had somebody up until this year to install the wreaths and store
them every year." Vice Chairperson Brook commented, "Our big wreaths were not there
this year. The ones that were there are too small. Also, I had several calls on `Would
you refresh the wreaths; the bows are bad; they are faded'."
Mr. Richart asked, "Is that something that we want to pay for out of the TLBD
[Tuscawilla Lighting and Beautification District Advisory Committee]?" Discussion.
Mr. Richart inquired, "Would you consider doing this? Could we get some help with
that? With the wreaths? Building, decorating, etc."
Advisory Committee Member Brown asked Vice Chairperson Brook, "If I work with
you, will you work with me on making sure that this next year, we have wreaths up
there?" Vice Chairperson Brook answered, "Yes."
