Roll Call: Chairman Rande Thompson, present Vice Chairperson Mary Brook, present Committee Member Brenda Hayes Brown, via telephone at 7:10 p.m. Committee Member Luci Coker, present A moment of silence was followed by the Pledge of Allegiance. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The October 15, 2008 Regular Meeting Minutes. "I MAKE A MOTION TO APPROVE ADVISORY COMMITTEE MEMBER CHAIRPERSON BROOK. DISCUSSION. THE MINUTES." MOTION BY COKER. SECONDED BY VICE VOTE: COMMITTEE MEMBER COKER: AYE CHAIRMAN THOMPSON: AYE VICE CHAIRPERSON BROOK: AYE MOTION CARRIED. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - NOVEMBER 19, 2008 PAGE 2 OF 6 AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used. 400. REPORTS Chairman Thompson said to Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department, "I turned in my Report to you." Mr Richart replied, "I am going to try to process them on Monday [November 24, 2008]; I have several in." Advisory Committee Member Luci Coker explained, "I have not but everything has looked okay so I did not have anything to report." Mr. Richart noted, "I think Denise [Ritchey] sent one a little early before she resigned." Vice Chairperson Mary Brook commented that, "If you have those other two (2) areas like I told you before that have not been being checked; Gary [Brook] volunteered to check those." Chairman Thompson asked, "Do we still have a copy of what those areas are?" Mr. Richart remarked, "Yes, I will pull it and look it up but I sent you an email back, I am great with it. Any help we can get." Advisory Committee Member Brenda Hayes Brown joined the Meeting via telephone at 7 10 pm. Chairman Thompson informed the Advisory Committee, "The bell around the base of some of the Stop signs and Street signs, what is the second street coming in Seneca [Boulevard]; down Seneca [Boulevard] from Winter Springs Boulevard from Oviedo." Advisory Committee Member Coker and Vice Chairperson Brook said "You mean `Little Sparrow [Court]'." Chairman Thompson remarked, "I noticed the other day that it was almost tilted all the way..." Mr. Richart asked, "...Is this on Winter Springs Boulevard?" Chairman Thompson responded, "No, it is on Seneca [Boulevard], if you are coming from Oviedo down Seneca [Boulevard] it is the second..." Vice Chairperson Brook said, "...You mean if you are on Seneca [Boulevard] coming towards Winter Springs Boulevard?" Chairman Thompson noted, "Coming from Winter Springs Boulevard and Oviedo towards Vistawilla [Drive]. Mr. Richart said, "So, the street sign base is crooked and needs to be adjusted?" Chairman Thompson said, "Correct". Mr. Richart agreed, "No problem, we will take care of it." Vice Chairman Brook asked, "And the orange tape is if they are missing a..." Mr. Richart replied, "...What I can do is bring some to provide to each of you and what we are doing for Progress Energy [Florida, Inc.] any street lights that are missing the numbers or they are in an area where they are not near a house or a marker, then we can put the orange tape on them and then that will help them identify `That is the light'." Mr. Richart commented, "I have to buy it." Mr. Richart added, "If you want to get it sooner than January then I can run it by your houses." Advisory Committee Member Brenda Hayes Brown asked, "What is the status on the second sign in the median; the no parking signs; you have up the black pole but we have pole by pole; are those coming down?" Mr. Richart answered, "Those are coming down I have to make some repairs to the - apparently I have been told that the `No parking signs' are too short. They need to be seven feet (7); so we are going to have the Contractor come back and fix that." PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. REGULAR AGENDA REGULAR 600. Community Development Department - Urban Beautification Services Division Evaluation Of The Sign Refurbishment Project. Mr. Richart introduced this Agenda Item and mentioned, "As you know, the Sign Refurbishment Project was Bid. The Bid was opened on November 13, 2008 at 3 p.m.; we had one (1) Bid from Mark Cockerill Property Maintenance and Management Services come in." With further discussion with the Advisory Committee, Mr. Richart reviewed how the Bid Package process is handled. Discussion ensued on doing a Bid analysis for the one (1) Bid that was received and the ranking of the Bid which is to be done together with each Committee Member. During the Bid ranking process, discussion resulted in remarks being made about the Insurance Certificate of Liability and Advisory Committee Member Brown noted that the City should be named as "Additional Insured". After further discussion, Mr. Richart stated, "What we can do is, we can get clarification on this tomorrow. I will actually call Central State Insurance and find out what this means. I see your point now; I missed that." CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - NOVEMBER 19, 2008 PAGE 4 OF 6 Discussion continued. Tape 1/Side B Furthermore, Mr. Richart noted that the Liability Insurance and the Workers' Compensation will need to be validated. Further discussion. Mr. Richart responded to a request from Advisory Committee Member Brown regarding the Budget for the Signs and stated, "What we did - back in 2007, I came to you and we did a five (5) year Budget and the Assessments did go up; and within that five (5) year Budget we had Signs and Walls - actually at the time we were going to replace these Signs; we said `We have to buy new Signs' and that is what I came to you with and that Budget was seventy five thousand dollars ($75,000.00). So, we put that in the five (5) year Budget and we took that to City Commission as part of the entire package for TLBD (Tuscawilla Lighting And Beautification District Advisory Committee) with the increased Assessments and it passed; It passed on May 29, 2007." Discussion continued. Tape 2/Side A Further discussion ensued on Sign Maintenance Funding. "I MAKE A MOTION THAT WE ASK THAT THE REFERENCES BE CHECKED; THE INSURANCE POLICIES BE VERIFIED; THE NAME OF THE BUSINESS AND THE WORKERS' COMPENSATION INSURANCE AND IF ALL OF THOSE MEET EXPECTATIONS, THEN WE PROCEED FORWARD." MOTION BY VICE CHAIRPERSON BROOK. SECONDED BY ADVISORY COMMITTEE MEMBER COKER. DISCUSSION. MR. RICHART COMMENTED, "IF FOR SOME REASON, I DO NOT KNOW THAT THIS COULD HAPPEN BUT WE HAVE TO EXPLORE ALL POSSIBILITIES, IF FOR SOME REASON I CANNOT VERIFY ALL THESE THINGS WILL YOU AUTHORIZE ME TO GO BID IT AGAIN OR WHAT WOULD BE OUR NEXT COURSE OF ACTION?" CHAIRMAN THOMPSON ANSWERED, "I THINK THAT WOULD BE THE NEXT LOGICAL STEP IS TO PUT IT BACK OUT TO BID AND HOPEFULLY WE WOULD GET MORE THAN ONE." MR. RICHART ADDED, "WOULD WE WANT TO REDUCE ANY OF THE QUALIFIERS TO HOPEFULLY GET MORE PEOPLE INTERESTED OR WOULD WE BID IT THE WAY IT IS?" RICHART NOTED, "JUST KEEP IN MIND, IF I CANNOT VALIDATE HIM, OUR NEXT MEETING IS IN JANUARY SO WOULD WE WANT TO CALL AN EMERGENCY MEETING IN DECEMBER? OR WOULD WE WANT TO JUST MOVE FORWARD?" ADVISORY COMMITTEE MEMBER BROWN STATED, "I WOULD BE INCLINED TO DO IT AT THE MEETING IN JANUARY." VOTE: VICE CHAIRPERSON BROOK: AYE COMMITTEE MEMBER BROWN: AYE COMMITTEE MEMBER COKER: AYE CHAIRMAN THOMPSON: AYE MOTION CARRIED. REGULAR 601. Community Development Department - Urban Beautification Services Division Discussion To Cancel The Regular Scheduled Meeting For December. "I MAKE A MOTION TO CANCEL OUR DECEMBER MEETING AND WE RESUME MEETINGS ON A QUARTERLY BASIS BEGINNING IN JANUARY." MOTION BY COMMITTEE MEMBER BROWN. SECONDED BY COMMITTEE MEMBER COKER. DISCUSSION. VOTE: COMMITTEE MEMBER BROWN: AYE VICE CHAIRPERSON BROOK: AYE COMMITTEE MEMBER COKER: AYE CHAIRMAN THOMPSON: AYE MOTION CARRIED. In other City business, Mr. Richart commented on the flag pole going in the center median in the Tuscawilla Community. Discussion.
