Roll Call: Chairman Rande Thompson, present Vice Chairperson Mary Brook, present Committee Member Brenda Hayes Brown, arrived at 7:09 p.m. Committee Member Luci Coker, present Committee Member Denise Ritchey, absent A moment of silence was followed by the Pledge of Allegiance. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The June 18, 2008 Regular Meeting Minutes. "I MAKE A MOTION THAT WE APPROVE THEM." MOTION BY VICE CHAIRPERSON BROOK. SECONDED BY ADVISORY COMMITTEE MEMBER COKER. DISCUSSION. VOTE: VICE CHAIRPERSON BROOK: AYE COMMITTEE MEMBER COKER: AYE CHAIRMAN THOMPSON: AYE MOTION CARRIED. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - AUGUST 20, 2008 PAGE 2 OF 6 AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used. 400. REPORTS Assistant to the City Clerk Carol Lallathin distributed copies of two (2) letters to each Committee Member (Introduction and Sunshine Law) and (Sunshine Law and Public Records) pertaining to the Sunshine Law. It was noted for the Record, that Steven Richart, Urban Beautification Services Division Manager, Community Development Department and Carol Lallathin are always available to assist with any inquiries from the Committee Members. Assistant to the City Clerk Lallathin reminded the Committee Members of the Board and Committee Appreciation Brunch scheduled for September 6, 2008. Advisory Committee Member Brenda Hayes Brown arrived at 7:09 p.m. Chairman Thompson requested that Inspection Reports be included on the Agenda as a topic of discussion. Chairman Thompson stated, "One of things that I sent to Steven [Richart] regarding my reports was with all the paving that has gone on, the Pavers have tar on them and Steven [Richart] is probably going to address that a little later on; we are looking at getting the company that did the paving; cleaning that." PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - AUGUST 20, 2008 PAGE 3 OF 6 REGULAR AGENDA REGULAR 600. Community Development Department - Urban Beautification Services Division Review Of Budget. Mr. Richart presented this Agenda Item and discussion proceeded regarding the Budget and the monies available. •3 ? AGENDA NOTE: THE FOLLOWING REGULAR AGENDA ITEM "603" WAS DISCUSSED NEXT, AND WAS ALSO DISCUSSED AGAIN, AS NOTED ON PAGE 5. ? ? REGULAR AGENDA REGULAR 603. Community Development Department - Urban Beautification Services Division Update On The Renovations Of Entrance Signage. Mr. Richart commented, "We have a little more available in Landscaping. We are going to take Landscape, Ponds, Signs, Walls; we are going to take all the money that we have available; we are going to take a small amount and keep that aside but we are going to try to knock out more Sign refurbishments now; this year." Mr. Richart added, "So, we have a decent deal that we are working with to get these redone and we are trying to push them and get them done quickly on the front end. We are doing a little more than I thought we would. And then next year, I am going to try my hardest to just finish them all. We had thought maybe three (3) or four (4) years to do them all. I am going to try to push to get all of them done." Further discussion. REGULAR 601. Community Development Department - Urban Beautification Services Division Maintenance Items And Progress Report. Mr. Richart introduced this Agenda Item and acknowledged, "As Rande [Chairman Thompson] mentioned, the Asphalt Paving company spilled some of their tar onto our Pavers. We have ask them to clean that prior to finishing the Contract with the City for that work." With further discussion Mr. Richart stated, "The Flagpole survey is completed by the THOA (Tuscawilla Home Owners Association) and I have the results. So, it seems as though that the single Flagpole in the median has been the choice of the people." CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - AUGUST 20, 2008 PAGE 4 OF 6 Chairman Thompson remarked, "And as a Board, because of the Vote, as we will support what the community has wanted. I know that this is going to come before the Commission, but the Maintenance and Lighting of it should be bore by the THOA (Tuscawilla Home Owners Association)." Discussion. Mr. Richart added, "I want to also mention that the City Commission has unanimously Voted to allow the Flagpole to be put in the center median. This was prior to the Ballot going out; based upon if it was favorable to the residents." REGULAR 602. Community Development Department - Urban Beautification Services Division Update On Street Lighting And Decorative Sign Project. Mr. Richart presented this Agenda Item and commented that a request by the Police Department has been made for additional signs and accommodations have been made for the additional signs. Further discussion. Advisory Committee Member Brown asked, "There are some signs along Northern Way that say `Do Not Park Along the Road'; why were those not included in as another attachment so we could eliminate those extra...?" Mr. Richart said, "...Because specifically where they are at, we would have to put a twelve hundred dollar ($1,200.00) pole and skirt and finials there just for that little sign." Chairman Thompson said, "They are assigned to a specific area." Discussion. Mr. Richart remarked, "Our thoughts were, why don't we at least paint the poles they are on, `Black'." Advisory Committee Member Brown suggested, "A less expensive alternative of nothing more than a regular metal pole with a cap like you use on a fence post - with strapping on the back that has been painted black as a cheaper alternative to it so at least it fits in with the guidelines." Mr. Richart stated, "If you guys want to do that; that is a great idea. We could go and get the fence posts and paint them black. That is an awesome idea. And it would probably reduce our price to twenty or thirty dollars ($20.00 or $30.00) a pole." "I WILL MAKE A MOTION THAT WE ALLOT STEVEN [MR. RICHART] FIFTEEN HUNDRED DOLLARS ($1,500.00) TO REPLACE THOSE PARKING SIGN POLES WITH THE FENCE POST STYLE POLE, CAPPED, PAINTED, CONCRETE FOR I AM NOT SURE HOW MANY BUT GIVE HIM FIFTEEN HUNDRED DOLLARS ($1,500.00) TO REPLACE THOSE SIGNS." MOTION BY CHAIRMAN THOMPSON. SECONDED BY VICE CHAIRPERSON BROOK. DISCUSSION. Community Development Department - Urban Beautification Services Division Update On The Renovations Of Entrance Signage. Mr. Richart introduced this Agenda Item and commented how the refurbishing of the Signs will be done; and the Bids received for doing the refurbishing. Tape I Side B Discussion proceeded regarding the Signs, the sizes of the Signs, the lettering of the Signs and what the potential cost of the Signs will entail. Mr. Richart affirmed that he would suggest doing all the small Signs with Mark Cockerill, Property Maintenance and Management Services and then go to Bid later for the larger Signs. REGULAR 604. Community Development Department - Urban Beautification Services Division Discussion On Landscaping Upgrades At Minor Entrances. Mr. Richart presented this Agenda Item and commented that Winter Springs Boulevard was paved and then because of extensive water issues the plant material needs to be replaced. Discussion.
