CALL TO ORDER
The Tuscawilla Lighting and Beautification District Advisory Committee Regular
Meeting of Wednesday, March 19, 2008 was called to Order by Chairman Rande
Thompson at 7:02 p.m. in the East Conference Room of the Municipal Building (City
Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

603. Community Development Department -Urban Beautification Services Division
Update On Progress Of Working Committee.
Chairman Thompson said, "Did anybody and everybody get an opportunity to go around
to your respective zones and make Reports to Mr. Richart [Urban Beautification Services
Division Manager, Community Development Department]?" Discussion.
Commenting that Mr. Richart did a wonderful job on the form which the Committee
Members will be using to complete their comments regarding their respective zones,
Chairman Thompson asked, "If this came in as a `PDF` file, is there any way to get that
as a word document? That way I could email it back to you."
Mr. Steven Richart, Urban Beautification Services Division Manager, Community
Development Department said, "Yes, I will put the email address and the fax on the form.
I will go ahead and send it to each of you as a word document so that you can edit it to
suit what you are doing." Mr. Richart added, "Don't take anything away but add to it."
Discussion.

Chairman Thompson stated, "It is nice to see that on Vistawilla [Drive], the lights are in."
Advisory Committee Member Brenda Hayes Brown said, "I was going to say, that was
the one that I was going to say, they started, I noticed that they were out there working on
Vistawilla [Drive] within the TLBD (Tuscawilla Lighting and Beautification District)
section the other day." Discussion.

Mr. Richart said, "About Vistawilla [Drive] -the Vistawilla median -that is under way,
as you guys know it looks great. One of the dilemmas that has happened now is that it
has enhanced the street lighting that we would like to keep. It looks really good. So, I
did want to bring that to your attention. It should be done Friday, the sod will be in. And
again, Tom Corkery, his group, has donated half the cost of that; almost seven thousand
dollars ($7,000.00). Brenda [Advisory Committee Member Brown] has worked hard to
pull this together. I just wanted to thank her for being the driving force to bring all this
forward."
Discussion.
Advisory Committee Member Brown asked, "There is no decision yet on whether or not
we are keeping the lighting or not?" Mr. Richart stated, "There is no decision." Mr.
Richart further stated that the Mayor as requested by the Commission is looking in to that
with Progress Energy Florida Inc.
Discussion.

Review Of Budget.
Mr. Richart presented this Agenda Item.
Advisory Committee Member Denise Ritchey asked, "Is there a chance that we could use
any funds somewhere - on the corner of Tuscora [Drive] and [State Road] 434 in those
planters?" Discussion. Mr. Richart said, "Well, this would be TLBD (Tuscawilla
Lighting and Beautification District Advisory Committee) money that could do that. We
are actually looking at upgrading those; it is scheduled to be done with some of the other
annuals."

Committee Member Ritchey said, "But up on top, I am talking about, not below; where
there is just the Tuscawilla sign and then there is that space; it just looks like it would
look good to have some vertical evergreen."
Further discussion.
It was determined that Mr. Richart and Committee Member Ritchey will meet at Tuscora
Drive and State Road 434 so that Committee Member Ritchey can show Mr. Richart the
area and they can discuss what type of plantings may be done. This information will be
brought back to the next meeting and possibly Mr. Richart may be able to do a drawing
of the concept for what needs to be done.
Discussion continued on the Budget.

Maintenance Items And Progress Report.
Mr. Richart introduced this Agenda Item.

602. Community Development Department -Urban Beautification Services Division
Update On Street Lighting And Decorative Sign Project.
Mr. Richart presented this Agenda Items and stated that Vistawilla [Drive] is about 99%
complete and with our part it should be done.
Next, Mr. Richart said, "The sign portion is on order." Mr. Richart added, "Now we are
looking at April." Discussion continued regarding the order of the streets where the signs
will be installed. Mr. Richart stated that the company will be sending out fifty (50) signs
to get the sign installation project started and the rest of the sign shipment will follow.
In other City business, discussion ensued regarding the location of where the Meeting for
Tuscawilla Lighting and Beautification District Advisory Committee could be held.
Some of the Committee Members stated that they like meeting in the East Conference
Room. Further discussion resulted in having Carol Lallathin check to see when the
Meetings are held in the Commission Chambers, if the table in the Chambers can be used
for the Meeting utilizing the table microphones. Carol Lallathin will find out about this
and bring it back to the next Meeting.
