Roll Call: Chairman Rande Thompson, present Vice Chairperson Mary Brook, present Committee Member Brenda Hayes Brown, arrived at 7:09 p.m. Committee Member Luci Coker, present Committee Member Denise Ritchey, present A moment of silence was followed by the Pledge of Allegiance. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The January 16, 2008 Regular Meeting Minutes. "I MAKE A MOTION TO APPROVE." MOTION BY ADVISORY COMMITTEE MEMBER COKER. SECONDED BY CHAIRMAN THOMPSON. DISCUSSION. REPORTS No Reports were given at this time. PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 50(1_ Not Used REGULAR AGENDA REGULAR 600. Community Development Department -Urban Beautification Services Division Review Of Budget. Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department presented this Agenda Item. Discussion. Committee Member Brenda Hayes Brown arrived at 7: 09 p. m. REGULAR 601. Community Development Department -Urban Beautification Services Division Maintenance Items And Progress Report. Mr. Richart introduced this Agenda Item. Discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING -FEBRUARY 2Q 2008 PAGE 3 OF 5 REGULAR 602. Community Development Department -Urban Beautification Services Division Update On Street Lighting And Decorative Sign Project. Mr. Richart presented this Agenda Item and stated, "[I] Met with Progress Energy on the 18~' [February]; we did a walk through; we finalized the whole project. They are essentially done. The only thing they have to finish is Vistawilla [Drive] where there is a couple of lights they did not do because of the Median thing that we are still working with, but essentially they are done." Mr. Richart added, "Billing on that should start pretty immediately. So we are going to have four (4) Streets hit at once on our Billing and they are going to hit early." Advisory Committee Member Brenda Hayes Brown asked, "Where are we with the status of Vistawilla [Drive]? I know it went before Commission and the other question would be, where are we with this Homeowner in Chelsea Woods; what did we ultimately end up with?" Mr. Richart stated that regarding the Homeowner who wanted the street lighting on his own will not happen. The City will not be able to accommodate doing that. The City requires that the Homeowners Association approach the program; it could not be just a street or a single person due to the fact that a group of people on a street or a single person could not commit to the financial requirement to have the street light bill be paid." Further discussion. Discussion ensued about communicating more information out to the homeowners regarding the installation of Street Lights on their streets and the requirements that the City has regarding this issue. Mr. Richart stated that the street sign portion of the project has been pushed back until March because of the ordering of the signs. Mr. Richart stated that the signs installation will hopefully be completed by June 2008. Discussion. REGULAR 603. Community Development Department -Urban Beautification Services Division Update On Progress Of Working Committee. Chairman Thompson presented this Agenda Item and stated that he would like to reassign the numbers to each Committee Member and stated, "If you look at number one (1) which is the Yellow, Brenda [Brown] that would be your area; of course, the Blue, number two (2) is Mary [Brook]; three (3) is myself; four (4), the Purple is Ms. Coker; and five (5), the Red area is Ms. Ritchey." Tape 1 Side B Mr. Richart is going to put together a check list for each of the Committee Members to use when monitoring their areas and he will email this form to them. Discussion. 604. Community Development Department -Urban Beautification Services Division Update On Vistawilla Median Issue. Mr. Richart introduced this Agenda Item and said, "The Commission decided last Commission Meeting that the Mayor would contact one of the Vice President's of Progress Energy [Florida, Inc] to see if they will allow us to keep the Street Lights at the same cost as we were paying for the poles that were there before; and the Mayor agreed to do that. The Commission asked that we bring the item back once we have an answer and they will decide what they are going to do from there." •• AGENDA NOTE: THE FOLLOWING REPORTS WERE DISCUSSED NEXT. • • 400. REPORTS Advisory Committee Member Brown said, "I am glad that I get to stay. For those of you that aren't aware, there was a question as to my feasibility of staying since my husband is a Commissioner; the City Attorney has made a decision that it is not in violation; it is not in conflict because I was placed here prior to my husband's Election and I will be allowed to sit out my Term. My husband's Term overlaps mine and once my Term is over, I will not be able to be Appointed as long as he is still an Elected Official." Chairman Thompson commented on a recent Newspaper article and spoke for the Record on the work this Committee has done. Chairman Thompson said that he will be stepping down from his position, however after discussion from the Committee Members, Chairman Thompson stated that he will reconsider his decision to resign from this Committee. Discussion.
