Roll Call: Chairman Rande Thompson, present Committee Member Mary Brook, present Committee Member Brenda Hayes Brown, present Committee Member Luci Coker, present A moment of silence was followed by the Pledge of Allegiance. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The June 20, 2007 Regular Meeting Minutes. "I MAKE A MOTION TO APPROVE [MINUTES JUNE 20, 2007]." MOTION BY ADVISORY COMMITTEE MEMBER BROWN. SECONDED BY ADVISORY COMMITTEE MEMBER BROOK. DISCUSSION. VOTE: COMMITTEE MEMBER BROWN: AYE COMMITTEE MEMBER BROOK: AYE CHAIRMAN THOMPSON: AYE COMMITTEE MEMBER COKER: AYE MOTION CARRIED. CITY OF WINTER SPRINGS, FLORIDA AGENDA TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING -AUGUST I5, 2007 PAGE 2 OF 7 Chairman Thompson discussed for the Record how much Mr. Brantley Tillis has done for this Committee. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used. 400. REPORTS None were given. PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. REGULAR AGENDA REGULAR 600. Office Of The City Clerk Election Of Officers. Regarding this Agenda Item, Chairman Thompson noted, "Let's wait one (1) more month." "I MAKE A MOTION TO WAIT ONE (1) MORE MONTH BEFORE THE ELECTION OF OFFICERS." MOTION BY CHAIRMAN THOMPSON. SECONDED BY ADVISORY COMMITTEE MEMBER BROWN. DISCUSSION. CITY OF WINTER SPRINGS, FLORIDA AGENDA TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING -AUGUST 15, 2007 PAGE 3 OF 7 VOTE: CHAIRMAN THOMPSON: AYE COMMITTEE MEMBER BROOK: AYE COMMITTEE MEMBER BROWN: AYE COMMITTEE MEMBER COKER: AYE MOTION CARRIED. REGULAR 601. Community Development Department -Urban Beautification Services Division Review Of Budget. Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department presented this Agenda Item and explained the Budget for those who are new to the Committee and stated, "There are three (3) Budgets in this. The [line item] ` 184' is our Primary Maintenance Fund; we have after that [line item] ` 185' and then we have our Capital Fund. But before we go to or [line item] `185' Fund, which is `Street Lighting Phase II'; if you start turning after page 2 -you will see a detailed print out of all of our transactions; from each Line Code there will be an entry for each transaction and it shows you what monies were spent; what revenues were taken in; in this [line item] `184' Fund." Continuing the discussion of the Budget regarding `Street Lighting Phase II', Mr. Richart said, "This is going to go away actually as of October 1St, [2007]; it is going to merge with our [line item] `184' and we are just going to have one Maintenance Budget for Street Lighting and everything else. Now we have two (2); we don't need two (2). We need them all together. So, that is something that will happen October 1St, [2007]." Mr. Richart continued, "Because Progress Energy has been so far behind with the Street Lighting, we have been building up that revenue, which is good. And that will roll over into the [line item] `184' Fund, so it will build that Fund Balance by whatever is left at the end of September." With further discussion on Phase II Capital Fund Mr. Richart noted, "That is where we are paying for all the Capital portions to install the street lighting and the signage." Mr. Richart then said, "That will go away once we finish the project. If there is any extra left over, any money there that we haven't spent at the end of this street lighting project, it will go toward the debt." CITY OF WINTER SPRINGS, FLORIDA AGENDA TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING -AUGUST 15, 2007 PAGE 4 OF 7 REGULAR 602. Community Development Department -Urban Beautification Services Division Maintenance Items And Progress Report. Mr. Richart introduced this Agenda Item. Discussion. Advisory Committee Member Luci Coker stated, "There is graffiti on the Stop sign at the entrance of Citrus [Road] and Shetland [Avenue] - it is kind of on the border." Mr. Richart said, "It's not now, but it will be. It's kind of an interesting thing; we're going to upgrade those signs, so it will be something we monitor. Right now it isn't done. I will report it to the Public Works people though." Chairman Thompson stated, "One thing I have noticed and it is not in relation to the re- paving - of Winter Springs Boulevard, but at Winter Springs [Boulevard] and Tuskawilla [Road], the main entrance by the fountains, the big circle in the middle of the intersection; if you are making a left turn coming -heading West; make a left turn onto Tuskawilla [Road]; Steven (Richart), it almost looks like that is worn down. I thought that those pavers were not supposed to wear." Mr. Richart stated, "It is not pavers. It is painted asphalt; it's stained asphalt. And we've got that on the schedule - it is not something we handle; it's the Public Works Department; it's on the schedule down the road within a year, I am guessing. I just talked to them about that the other day." Mr. Richart continued, "This is something, I would love to see done; and it will be at some point. I have no control." Chairman Thompson said, "Can we bring it up again?" Advisory Committee Member Mary Brook said, "Could you say the Board brought it to the...?" Mr. Richart said, "...I will bring it up again. You can say it a little more strongly, if you Vote to make it an issue." Chairman Thompson asked, "Do I maybe need to write a letter on behalf of the Board?" Mr. Richart said, "I think that would be great if the Board appointed you to write that letter to the Public Works Director -voicing your concern; whatever you want to say." Discussion. "I AM MAKING A MOTION THAT OUR CHAIRMAN WRITE A LETTER REGARDING THE ENTRYWAY AT TUSKAWILLA ROAD AND WINTER SPRINGS BOULEVARD." MOTION BY ADVISORY COMMITTEE MEMBER BROOK. SECONDED BY ADVISORY COMMITTEE MEMBER COKER. DISCUSSION. CITY OF WINTER SPRINGS, FLORIDA AGENDA TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING -AUGUST I5, 2007 PAGE 5 OF 7 VOTE: COMMITTEE MEMBER BROOK: AYE CHAIRMAN THOMPSON: AYE COMMITTEE MEMBER COKER: AYE COMMITTEE MEMBER BROWN: AYE MOTION CARRIED. REGULAR 603. Community Development Department -Urban Beautification Services Division Update On Street Lighting And Decorative Sign Project. This Agenda Item was presented by Mr. Richart. Regarding this project, Chairman Thompson said, "When we get the full Board, it might not be bad to re-email. Do I need to give a Direction on that?" Mr. Richart said, "Let's bring it up next Meeting. Maybe I can just bring it." Chairman Thompson said, "On Tuscora [Drive], Steven (Richart), if you are coming in off of [State Road] 434 and you turn right into there; there is a series of lights, has that been turned over to us or is it still waiting for the final inspection from us, because I noticed on the right hand side next to the Reserve there is about three (3) lights in a row that are not on; is that by design because of homes that were waiting for shields or..." Mr. Richart said, "...It really hasn't been inspected by us, although I have got to deal with them Friday because the billing has started. The process is that when they're ready to start billing and turn it over, we do a walk through and we accept the job or we tell them that this has to be done and then we re-inspect it. That has not been done for that particular area, I don't believe." Mr. Richart added, "Even though - we have got to work out why, but they're trying to bill us for that section. We haven't physically accepted that one. So, I will check that out." Discussion. Chairman Thompson said to new Committee Member Coker, "When people find out you are sitting, they may ask you about fixing lights; it is faster for them call directly to - Progress Energy and on the bottom base of every light there is a number; get that number and report it." Mr. Richart said, "It can come to me -you can call me - what I normally do; we have on our Website, if you go to the Urban Beautification page, within our City's Website - it will say `Report a street light outage...'; you click on it; it will throw you right into the system where you report the light." CITY OF WINTER SPRINGS, FLORIDA AGENDA TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING -AUGUST 15, 2007 PAGE 6 OF 7 Discussion. Advisory Committee Member Brenda Hayes Brown asked, "Where did we end up with communicating to; in that one communication about communicating out what street lights were going to be put in and what ones weren't?" Chairman Thompson noted, "The upcoming projects." Discussion. Mr. Richart said, "Basically, we have not had time to get the Seneca [Meadows Road, Boulevard] job out which is our next job; we haven't had time to get it to anybody. It is on our Website. We are going to do `door hangars' which is something that we need to do soon. But, I need to get it to somebody. I'm just not sure that `Tuscawilla Today' can be ready with that information as quick as we are going to put it out." Advisory Committee Member Brook said, "Well, their Newsletter goes out the first; today's the deadline for getting things in." Advisory Committee Member Brown said, "I would think that they would be able to." Committee Member Brown added, "I was just thinking about reducing the cost." Mr. Richart said, "I don't see me being able to handle it; to be able to handle any extra work. Would one of you be willing to contact Tuscawilla [Today] and give them this information?" Committee Member Brown said, "I don't have a problem doing it -send me the information as you would like it to appear and I will be more than happy to make sure that it gets into their hands; and I will contact them first thing in the morning." Discussion. Next, discussion ensued regarding the City Commission's discussion on the street parking issue. Advisory Committee Member Brook said, "I had a question on the email that you had sent us a month or so ago regarding the area on Tuskawilla Road and the homeowners on..." Mr. Richart said, "...Leopard [Trail]?" Committee Member Brook said, "Yes." Mr. Richart continued, "It is in here, I think I saw it. We ended up having Victor [Rodriguez Maintenance Worker I] clean that area up on City time." Tape 1/Side B Discussion. The flag pole issue was discussed next. Further discussion. Chairman Thompson mentioned the Committee's opinion which has been previously noted for the Record. ITY OF WINTER SPRINGS, FLORIDA AGENDA TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING -AUGUST 15, 2007 PAGE 7 OF 7 "I MAKE A MOTION THAT BRENDA [HAYES BROWN] AT THE NEXT THOA [TUSCAWILLA HOMEOWNERS ASSOCIATION] MEETING, MAKE THE RECOMMENDATION THAT THE THOA [TUSCAWILLA HOMEOWNERS ASSOCIATION] APPROACH THE CITY ABOUT OBTAINING A LIST OF ALL MEMBERS OF THE TLBD [TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT] FOR AN OPINION POLL (VOTE) ON WHETHER THEY WOULD PREFER NO FLAG POLE; A SINGLE FLAG POLE IN THE CENTER MEDIAN; OR TWO (2) FLAG POLES ON EITHER WATER FOUNTAIN FEATURE." MOTION BY CHAIRMAN THOMPSON. SECONDED BY ADVISORY COMMITTEE MEMBER BROOK. DISCUSSION. VOTE: CHAIRMAN THOMPSON: AYE COMMITTEE MEMBER BROOK: AYE COMMITTEE MEMBER BROWN: AYE COMMITTEE MEMBER COKER: AYE MOTION CARRIED.
