Roll Call: Chairman Rande Thompson, present Vice Chairman Brantley Tillis, present Committee Member Mary Brook, present Committee Member Brenda Hayes Brown, arrived at 7:11 p.m. A moment of silence was followed by the Pledge of Allegiance. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The March 21, 2007 Regular Meeting Minutes. "I MAKE A MOTION THAT WE APPROVE THE MINUTES [MARCH 21, 2007]." MOTION MADE BY VICE CHAIRMAN TILLIS. SECONDED BY ADVISORY COMMITTEE MEMBER BROOK. DISCUSSION. VOTE: COMMITTEE MEMBER BROOK: AYE VICE CHAIRMAN TILLIS: AYE CHAIRMAN THOMPSON: AYE MOTION CARRIED. Not Used. 400. REPORTS None were noted. PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. REGULAR AGENDA REGULAR 600. Community Development Department -Urban Beautification Services Division Discuss The Tuscawilla Lighting And Beautification District Assessment Rates. Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department presented this Agenda Item and stated, "As you know, we have been talking about the Assessment increases that need to happen to continue to allow us to do business at the current level of service. The numbers that we have been operating on were 1999 numbers, so we have not updated the concept until now. In your package you will find; after the regular budgets, you will find starting where we had Commission Item `601' on Apri123, 2007 which set the date to have the Public Hearings and to allow for our mailings to go and everything so we can set the new Assessment Rates." Mr. Richart added, "So, our maintenance was -approximately two (2) years out before we started paying to maintain once this project was constructed and everything. So, we had over a half million [dollars] ($500,000.00) Fund Balance, when we came on line. So, we were able to operate on that until today. And we still have a Fund Balance - a decent one." CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTINGAND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING -MAY 3, 2007 (RESCHEDULED FROM WEDNESDAY, MAY 16, 2007) PAGE 3 OF 6 Mr. Richart continued, "But to continue to provide the level of service that we need to, that we are doing now, we need to raise the Assessments. So, what it comes down to; if you look at page that says Item `601', behind it you will see a page that says Attachment ~2, „ Continuing Mr. Richart explained, "Currently Phase I Maintenance is fifty three dollars and fourteen cents ($53.14), per E.R.U. (Equivalent Resident Unit) Phase II - is forty eight dollars ($48.00). One zero one [dollars] fourteen [cents] ($101.14). Phase II is fine. Phase I is the one that we are addressing here for the increase. The combined new rate -what we are doing is we are combining Phase I and II into one (1) maintenance budget to make it easier. Because Phase I is ground maintenance and the Phase I Street Lighting on Winter Springs Boulevard. Phase II is just Street Lighting." Mr. Richart noted, "So why not have one fund combining the Street Lighting and the Maintenance and it is easier to manage. Part of what we are doing is we are combining the funds. Combined they are one zero one [dollars] fourteen [cents] ($101.14). And then we are going to increase which represents the Phase I side twenty six dollars and eighty six cents ($26.86), giving us a combined total of a hundred twenty eight dollars { $128.00) for the Maintenance Assessment per year. Now that will be the max (maximum)." Mr. Richart continued, "Now, the improvements, Phase I currently forty [dollars] twenty two [cents] ($40.22), that will not be combined, it will stay Phase I improvements which is our debt payments. We want to raise it to forty three dollars ($43.00)." Furthermore, Mr. Richart commented, "Phase II is showing seventeen [dollars] ($17.00) and that won't change. Actually we have a recommendation, we could lower it to fourteen [dollaxs] ($14.00); we did so good that we could lower it three dollars ($3.00). Now we don't want to do that and that is what I am here to tell you because we want to retire the debt early obviously." Mr. Richart stated, "We are going to do this every five (5) years. But, we're calculating and we are definitely locked in for five (5) years -but with our calculations and us carrying over the current Fund Balance we are hoping to achieve seven (7) years on the Maintenance before we have to do any adjustments." Discussion. Committee Member Brenda Hayes Brown arrived at 7:11 p. m. Advisory Committee Member Brook asked, "And the Hearing is on May 29 [2007] - at 5:15 [p.m.]?" Mr. Richart said, "Yes." Advisory Committee Member Brown said, "Regular Commission time?" You guys need to attend. At least the Chair and at least one other Member; I'd like for you all to do it; just to speak in support of it if needed; I doubt will need be." Discussion. Mr. Richart said, "There is a supplement here that I gave you separately and this gives you some more stuff to look at. It is going to be the form that goes out to the Homeowners as a Notice and it is pretty detailed - on page 2 of it -Phase I capital prior rate, forty two [dollars] eighteen [cents] ($42.18); new rate forty three dollars ($43.00)." Mr. Richart then noted, "That is supposed to be forty [dollars] twenty-two [cents] ($40.22) prior rate." Mr. Richart continued, "I have got to call Michelle (Greco, Director, Finance Department)." Discussion. Chairman Thompson asked, "Will anybody have a problem making that Meeting?" Vice Chairman Tillis said, "Possibly." With further discussion, Mr. Richart explained, "If we did nothing and - like I said, if we didn't-raise it all, we would have to really cut services." Advisory Committee Member Brown stated, "I think that is the big key thing though; is how it is communicated out. I think that you can eliminate quite a bit depending on how it is communicated out." Mr. Richart said, "And you are right, but no matter how we communicate, I am going to hear from the retirees." Discussion continued. Chairman Thompson stated, "I think we need to probably take a Vote." Discussion. Note: There were technical difftculttes with the audio tape and the following Motion is not a direct quote. I MAKE A MOTION TO COMBINE PHASE I AND PHASE II MAINTENANCE BUDGETS AND THEN WITH THE INCREASE ON IMPROVEMENTS FOR PHASE I TO BE FROM FORTY DOLLARS AND TWENTY TWO CENTS ($40.22) TO A MAXIMUM OF FORTY THREE DOLLARS ($43.00). PHASE II TO REMAIN AT A MAXIMUM OF SEVENTEEN DOLLARS ($17.00) AND THE COMBINED MAXIMUM FOR MAINTENANCE TO BE AT ONE HUNDRED TWENTY EIGHT DOLLARS ($128.00) FOR A TOTAL MAXIMUM ASSESSMENT OF ONE HUNDRED EIGHTY EIGHT DOLLARS ($188.00)." SECONDED BY ADVISORY COMMITTEE MEMBER BROOK. DISCUSSION. VOTE: VICE CHAIRMAN TILLIS: AYE COMMITTEE MEMBER BROWN: AYE COMMITTEE MEMBER BROOK: AYE CHAIRMAN THOMPSON: AYE MOTION CARRIED. Mr. Richart stated, "If you guys do have any questions, you need to read through that when you have a minute and get back to me. You will see the logic in all this when you really get into the yearly breakdown -this carries us through 2012. We should have enough in there to cover anything - we anticipated; most everything we could in other words." Mr. Richart added, "We probably want to keep around one hundred and sixty thousand [dollars] ($160,000.00) in Fund Balance." Discussion. REGULAR 601. Community Development Department -Urban Beautification Services Division Review Of Budget. Mr. Richart introduced this Agenda Item for discussion. REGULAR 602. Community Development Department -Urban Beautification Services Division Maintenance Items And Progress Report. Mr. Richart presented this Agenda Item and discussion ensued. Tape 1/Side B REGULAR 603. Community Development Department -Urban Beautification Services Division Update On Street Lighting And Decorative Sign Project. Mr. Richart presented this Agenda Item. Next, discussion followed on the suggested flagpoles. Carol [Lallathin] and the City Staff just did a phenomenal job." Committee Member Brown added, "I was there." Chairman Thompson said, "It was a great show; just a great location and it is wonderful to see the City -give thanks back to the folks that give to them."
