FEBRUARY 21,2007
CALL TO ORDER
The Tuscawilla Lighting and Beautification District Advisory Committee Regular
Meeting of Wednesday, February 21, 2006 was called to Order by Chairman Rande
Thompson at 7:15 p.m. in the Commission Chambers of the Municipal Building (City
Hall, 1126 East State Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairman Rande Thompson, present
Vice Chairperson Helen Baker, absent
Committee Member Mary Brook, present
Committee Member Brenda Hayes Brown, arrived at 7: 18 pm
Committee Member Brantley Tillis, present
A moment of silence was followed by the Pledge of Allegiance.

300. Community Development Department - Urban Beautification Services Division
Review Of Budget.
Chairman Thompson said to Mr. Steven Richart, Urban Beautification Services Division
Manager, Community Development Department, "We really appreciate everything you
do for us."
Prior to presenting the Review of the Budget, Mr. Richart handed out a Flyer/Survey
from the Parks and Recreation Department and stated, "It is about the Parks system and
what you think about it, and if you could return that to me at some point, at your
convenience. "
Mr. Richart presented this Agenda Item.
Discussion ensued and Mr. Richart commented on the "Phase II Maintenance Budget"
and noted, "I don't know why the Progress Energy billing did not reduce on '185' [line
item '185' on the Budget]. I will check into that." Chairman Thompson asked, "Instead
of waiting until the next Meeting, you will just send a note out to us?" Mr. Richart
responded, "Yes."

301. Community Development Department - Urban Beautification Services Division
Maintenance Items And Progress Report.
Mr. Richart introduced this Agenda Item and discussion followed regarding the fountain
on the North Side which is losing water daily. Mr. Richart stated that all areas have been
checked around and in the fountain and no leaks have been found.
Mr. Richart said, "I have got a Utility bill. We did a history on the fountains; they were
running about five hundred dollars ($500.00) a month in water to refill them. I think that
is kind of expensive. But - we have drained them twice and we have worked on them a
couple times this last period and it shot up to a thousand [dollars] ($1,000.00). It
doubled. I expected that because we drained them each twice and cleaned them, and
patched them and did all that. But one thing that I would like to think about doing; I
noticed that this is on Potable water; this is the water that you would normally drink that
would go to your house. I was thinking about putting them on Reclaimed water; we get a
much cheaper rate."

With discussion, Chairman Thompson asked the Advisory Committee Members their
opinion of using Reclaimed water. Advisory Committee Member Brantley Tillis stated,
"I am not opposed to it. 1 am not sure if we have all the answers - 1 am not opposed to
letting Steven [Richart] look at it further." Advisory Committee Member Mary Brook
remarked, "I am not opposed to looking into it further, but 1 do think we need to post
signs." Mr. Richart added, "I believe Orlando is doing it and 1 could make a call out to
them and see what their experiences are with theirs, ifthere's any maintenance increases
_ because of it. 1 think it is the responsible thing to do."
Advisory Committee Member Brenda Hayes Brown said, "I would agree. 1 think that
Signs obviously need to be put out. That would be my only concern. And, 1 would like
to see - just like a little bit more information. 1 agree with Brantley (Tillis) - to see some
more case studies - where it has been used locally."
Advisory Committee Member Brook commented, "They use Reclaimed water on Citrus
Groves." Mr. Richart requested that the Committee advise him of the consensus is
regarding what information that they would like him to bring back to them.
Chairman Thompson stated, "We need to look at placing sign age; costs involved - the
case study I think, let's look at - the City of Orlando or somewhere else, maybe two (2)
other places that have used it and maybe with like surfaces of our ponds. And we add
chlorination to it anyway. So, just costs, signage, any potential problems to pumps -
that could be found through researching from another City. "
Mr. Richart stated, "So, I see sign age, costs, and then other cases where it's being used
in like circumstances and maybe - as a subsection of costs, maybe other maintenance
issues that could arise, and bring that back to you." Committee Member Tillis added,
''And to correspond with the cost, the expected savings. "

Chairman Thompson stated, "Steve [Richart] again - I know you all know how tirelessly
Steve [Richart] works. He does a great job for us and we need to make sure we mention
that every opportunity we get. Carol (Lallathin) you as well."
Mr. Richart mentioned that "The renovation of the entrance signs, we're still working on
the pricing for that to bring you. You had asked me last Meeting to bring you pricing on
the renovation - re-doing what we have. We're still working on that." Mr. Richart
added, "I will bring that..." Chairman Thompson inquired, ".. .Next Meeting?" Mr.
Richart added, "As soon as Sign King and some of the others get back to me, and can
meet and -we have the quotes."
Discussion ensued on possible participation in a Grant program; the Flagpole; and
completing the Survey.
