HomeMy WebLinkAbout2006 02 15 Tuscawilla lighting and Beautification District Advisory Committee Regular Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCA WILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING FEBRUARY 15, 2006 CALL TO ORDER Chairman Gary Hillery called the Regular Meeting of the Tuscawilla Lighting and Beautification District Advisory Committee to order at 7:02 p.m., Wednesday, February 15, 2006 in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Gary Hillery, present Vice Chairman Rande Thompson, present Committee Member Helen Baker, arrived at 7:10 p.m. Committee Member Moti Khemlani, absent Committee Member Brantley Tillis, present A moment of silence was followed by the Pledge of Allegiance. PUBLIC INPUT No one spoke. AWARDS AND PRESENTATIONS AWARDS AND PRESENT A nONS 100. None PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 200. None CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - FEBRUARY 15,2006 PAGE20F6 REGULAR AGENDA REGULAR 300. Community Development Department - Urban Beautification Services Division Review Of Budget. Mr. Steven Richart, Urban Beautification Division Services Manager, Community Development Department presented this Agenda Item. Committee Member Helen Baker arrived at 7:10 p.m. Discussion. REGULAR 301. Community Development Department - Urban Beautification Services Division Maintenance Items And Progress Report. Mr. Richart introduced this Agenda Item. Chairman Gary Hillery said, "We had hurricane damage two (2) years ago and a tree came down on the control box on the north side as well as the railing. Steve [Richart, Urban Beautification Division Services Manager] and 1 beat the control box back into shape, so that is okay, but the railing, the little black aluminum railing that is about six (6') or eight (8') feet long. The broken fittings are still there. The fittings themselves that attach it to the brick are on all four (4) of them, on the north and the south side entrance, the corrosion has come through the paint." Mr. Richart said "They just need to be replaced." Futhermore, Mr. Richart added, "I will get it done." Chairman Hillery asked, "Does the South fountain float filter system work?" Mr. Richart said, "No. And 1 can't get that fixed. 1 have tried to get the companies out to do it. 1 have not found a company that will do that. The controls are antiquated for that. The original installing company and the manufacturer will not touch it. We are manually doing it by hand. Unless we go to another system and retro fit it, which we could do, 1 am having no luck with it." Mr. Richart added, "There are very few companies that want to come in and work on this. Two (2) of them will not even call me back now." Mr. Richart continued, "I am actively looking for another fountain company." Committee Member Helen Baker said, "I have two (2) fountain people that work on our retention pond fountains. They are very reliable and come out right away." Committee Member Baker added, "I would think that our fountain people would do that. They have cleaned ours. We have two (2) names. 1 will e-mail them to you." Discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - FEBRUARY 15,2006 PAGE30F6 REGULAR 302. Community Development Department - Urban Beautification Services Division Update On Street Lighting And Decorative Sign Project. Mr. Richart presented this Agenda Item and offered the Advisory Committee the schedule of implementation for this project. Discussion. Tape IISide B Vice Chairman Rande Thompson said, "Since we are going to do some Notification, hopefully through the Tuscawilla Today, is it possible to get some sort of a Timeline?" Mr. Richart stated that he will try to get some dates so that these dates can be published. Committee Member Brantley Tillis said, "Maybe there is a Website." Mr. Richart added, "What if we had it up on the Website like an adjustable schedule? That way we can adjust these Timelines." Mr. Richart continued, "I will get with the IT (Information Technology) Department and actually have a TLBD (Tuscawilla Lighting and Beautification District) page on our site that is just dedicated to TLBD (Tuscawilla Lighting and Beautification District). Let us just have on that page information about the project; numbers to call; important information; and a schedule that is subject to change. Every month, we will update the schedule. What we put in print, like in the Tuscawilla Today, can direct them to the Website." Mr. Richart continued, "We have a new person in IS [Information Services Department], [Mr.] Chris Edwards, I will go to him tomorrow and see if we can set this up." REGULAR 303. Community Development Department - Urban Beautification Services Division Discussion Regarding Colored Lenses For Lighting During The Holiday Season. Mr. Richart discussed this Agenda Item. Discussion. .:..:. AGENDA NOTE: THE FOLLOWING PRESENTATION WAS HEARD NEXT, AS DOCUMENTED, FOLLOWED BY THE REST OF THE AGENDA. .:..:. Mr. Richart provided a short Presentation regarding Dyson Drive Sidewalks and Circular Medians in the Roadways. Mr. Richart noted that Seminole County is offering to pay for and install the sidewalks and the circular medians if Tuscawilla Lighting and Beautification District Advisory Committee will take it over and maintain it. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCA WILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - FEBRUARY 15,2006 PAGE40F6 As Mr. Richart presented the Program, it was noted that sign posts would need to be installed. Mr. Richart said, "That would also have to be a condition for this to be done." Discussion. "I MAKE A MOTION TO ACCEPT SEMINOLE COUNTY'S OFFER TO INSTALL THE MEDIANS AND THE CIRCULAR SPEED MONUMENTS AT THE DESIGNATED INTERSECTIONS WITH THE UNDERSTANDING THAT WE WILL MAINTAIN THOSE MEDIANS IF THEY UPGRADE THE SIGNAGE TO MATCH OUR PLANNED ROADWAY SIGNAGE FOR PHASE II." MOTION BY VICE CHAIRMAN THOMPSON. SECONDED BY CHAIRMAN HILLERY. DISCUSSION. Mr. Richart stated that the next issue to discuss is regarding the flagpoles for the Tuscawilla Homeowners Association. Chairman Hillery read a letter (sent to Mr. Richart) into the Record from the Board of Directors ofthe Tuscawilla Homeowners Association which described this issue in detail. Discussion ensued as to where to place the flagpoles. Tape 2/Side A Mr. Richart said, "I think what we need to do is to make a decision that we do not want to go forward with that and write a letter from the TLBD (Tuscawilla Lighting and Beautification District Advisory Committee) appreciating the offer from the THOA (Tuscawilla Homeowners Association) showing our appreciation and offering to maybe pursue it in Trotwood [Park] and Sam Smith Park." Vice Chairman Thompson added, "So that it could be prominently displayed and could be viewed by the people of Tuscawilla." Mr. Richart further stated, "And the deal would still be that the THOA (Tuscawilla Homeowners Association) would pay to replace the flag as - needed. And, then 1 would have to take it to the City Manager because he would have to approve it." Chairman Hillery said, "Write a 'Letter of Appreciation' and the fact that the majority of the Board chose not to..." Mr. Richart said, "... We will word it very eloquently." CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - FEBRUARY 15,2006 PAGE50F6 "I MAKE A MOTION THAT WE DECLINE THEIR [TUSCA WILLA HOMEOWNERS ASSOCIATION] KIND OFFER; THAT WE THINK THAT THERE ARE BETTER PLACES IN THE TUSCAWILLA AREA FOR IT TO BE MORE PROMINENTLY DISPLAYED, SINGULARL Y, AND GOOD LUCK WITH THEIR PROJECT." MOTION BY COMMITTEE MEMBER BAKER. SECONDED BY VICE CHAIRMAN THOMPSON. DISCUSSION. VOTE: VICE CHAIRMAN THOMPSON : AYE CHAIRMAN HILLERY: AYE COMMITTEE MEMBER BAKER: AYE COMMITTEE MEMBER TILLIS: AYE MOTION CARRIED. Mr. Richart stated, "I will be glad to write that letter to them right away." Chairman Hillery said, "Okay, Steven [Richart] and I will carry it back to them." CONSENT AGENDA CONSENT 400. Office Of The City Clerk Approval Of The January 18, 2005 Regular Meeting Minutes. "I MAKE A MOTION THAT WE APPROVE THEM - JANUARY 18,2006 REGULAR MEETING MINUTES." MOTION BY CHAIRMAN HILLERY. SECONDED BY VICE CHAIRMAN THOMPSON. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. INFORMATIONAL AGENDA INFORMATIONAL 500. None 600. REPORTS Chairman Hillery said, "I want to get the loose ends on the maintenance of the fences." Mr. Richart said, "I will take care of that right away." CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - FEBRUARY 15,2006 PAGE60F6 Committee Member Brantley Tillis said, "Steven, we talked earlier about taking turns attending the Friday Meetings [with Progress-Energy], would you put some structure to that and let us know?" Mr. Richart said, "The way I see it, Gary [Hillery] will be at this Friday's Meeting and Helen [Committee Member Baker] would you like to be at the next one, a month from now? I will e-mail you the dates." Mr. Richart said, "There was something I wanted to bring up. If we have decided how many Meetings a Member could miss. We have a Member that has not been here quite a bit." Ms. Carol Lallathin [Assistant to the City Clerk] was asked to check on this and bring information back to the Advisory Committee. Discussion. City Manager Ronald W. McLemore spoke regarding compliments which have been given to this Advisory Committee and stated, "You have made a tremendous contribution to Tuscawilla and Winter Springs and to my accomplishments here working with you both as a Resident and as a City Manager of Winter Springs." Manager McLemore continued, "Congratulations; thank you for everything that you have done. And, it is really important to continue to invest and to reinvest in our Community and that is what we have done through District and again I applaud you for everything that you have done." Committee Member Baker said, "I just want to make one comment about the fact that there seem to be a lot of people that are not totally understanding about paying it in advance. They are not seeing the value in doing that. Is there going to be another Publication of any kind prior to the deadline?" Mr. Richart said, "We did in the prepayment distribution, we did tell them that they would save up to seventy percent (70%) by doing that. Also, what we have in place is 'Me' for them to call in and ask questions. I have had at least fifteen hundred (1,500) calls come to me over this time. Personally, I think - there are going to be people that will call in with questions, no matter what you write." Mr. Richart added, "Everybody that I have talked to understands it when we get off the phone. And that is our notification." Mr. Richart continued, "We have had information in the last four (4) or five (5) issues of the Tuscawilla Today." Further discussion.
