Roll Call: Chairman Gary Hillery, present Vice Chairman Rande Thompson, present Committee Member Moti Khem1ani, present Committee Member Helen Baker, present Committee Member Brantley Tillis, absent Chairman Hillery led the Pledge of Allegiance. Mr. Steven Richart, Urban Beautification Manager, Community Development Department, stated, "[Agenda Item] '300', is going to be pulled from the Agenda." PUBLIC INPUT No one spoke. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The September 21, 2005 Regular Meeting Minutes. "I MAKE A MOTION TO APPROVE THE MINUTES AS WRITTEN FROM SEPTEMBER 21 [2005] MEETING." MOTION BY VICE CHAIRMAN THOMPSON. SECONDED BY COMMITTEE MEMBER BAKER. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. Office Of The City Attorney Review Of Parliamentary Procedures For Advisory Boards. As noted earlier in the Meeting, this Agenda Item was pulled. In other City business, discussion ensued regarding a letter campaign from residents regarding a wall on Tuskawilla Road. "I SUGGEST THAT WE TABLE THIS DISCUSSION." MOTION BY BOARD MEMBER KHEMLANI. CHAIRMAN HILLERY STATED, "LET US WAIT UNTIL WE HEAR FROM RON [McLEMORE, CITY MANAGER]. WE DO NOT KNOW WHAT HE IS GOING TO SAY. WE CAN COME BACK WITH A RESPONSE." SECONDED BY CHAIRMAN HILLERY. DISCUSSION. NO VOTE WAS TAKEN. Tape lISide B REGULAR AGENDA REGULAR 500. Community Development Department - Urban Beautification Division Review Of Budget. Mr. Richart presented this Agenda Item. REGULAR 501. Community Development Department - Urban Beautification Division Maintenance Items And Progress Report. Mr. Richart discussed this Agenda Item. Vice Chairman Rande Thompson asked, "Could you have them look at look at Seneca [Boulevard] and Winter Springs [Boulevard] as you come into Seneca [Boulevard]. I think that there are some lights out there." Mr. Richart said, "I will look into that." CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - OCTOBER 19,2005 PAGE30F4 Mr. Richart stated, "One thing that I did discuss at the last Meeting, is that we do need to be planning on redoing our signs as some point." REGULAR 502. Community Development Department - Urban Beautification Division Update On Street Lighting And Decorative Sign Project. Mr. Richart presented this Agenda Item and spoke on the returned Ballots. Mr. Richart added that the City Commission on October 10 [2005], approved a maximum assessment cap of sixty five dollars ($65.00). Mr. Richart stated, "I have a lot of documents in your packet that identifies what we are doing. We have a 'Notice of Hearing' that will run on October 20 [2005] in the Orlando Sentinel and basically it just notices that the people are having a hearing and has a map of the District and tells everyone the details. On October 21st, 28th, and November 11 [2005] we are running the 'Notice of Intent' and that basically explains our intent and all the details." Mr. Richart further discussed the financing for the project and said, "We have been trying to decide what will work better, if we go with a fifteen (15) or twenty (20) year Amortization. " Discussion. REGULAR 503. Community Development Department - Urban Beautification Division Update On Palm Tree Installation At Main Entrance. Mr. Richart discussed this Agenda Item. 600.
