HomeMy WebLinkAbout2005 03 16 Tuscawilla lighting and Beautification District Advisory Committee Regular Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING MARCH 16, 2005 CALL TO ORDER Chairman Gary Hillery called the Regular Meeting of the Tuscawilla Lighting and Beautification District Advisory Committee to order at 7:02 p.m., Wednesday, March 16, 2005 in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Gary Hillery, present Vice Chairman Rande Thompson, present Committee Member Moti Khemlani, arrived at 7:12 p.m. Committee Member Helen Baker, absent Committee Member Brantley Tillis, present Chairman Gary Hillery led the Pledge of Allegiance. PUBLIC INPUT No one spoke. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The January 19, 2005 Regular Meeting Minutes. "I MOVE TO APPROVE THE MINUTES AS WRITTEN FOR JANUARY 19, [2005]." MOTION BY VICE CHAIRMAN THOMPSON. SECONDED BY COMMITTEE MEMBER TILLIS. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE THE MOTION WAS APPROVED. MOTION CARRIED. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCA WILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - MARCH 16, 2005 PAGE 2 OF 5 REGULAR REGULAR 500. Public Works Department - Urban Beautification Division Budget. Mr. Richart, Urban Beautification Coordinator, Public Works Department presented this Agenda Item. Mr. Richart stated, "The Commission Voted to let us spend the thirteen thousand [dollars] ($13,000.00) to start our project as far as researching the numbers with the Consultants; getting ready to go out to Advisory Referendum." REGULAR 501. Public Works Department - Urban Beautification Division Maintenance Items And Progress Report. Mr. Richart discussed this Agenda Item. Mr. Richart said, "We did have our Pre-Bid meeting today [Wednesday, March 16,2005] for the Maintenance Contract. We had at least twenty (20) bidders today that came in. We went through the whole Contract with them. We will receive the Bids on March 30th [2005] at 3:00 p.m. It is a one (1) year Agreement." Mr. Richart added, "I will get you a copy of that Rande [Vice Chairman Thompson]. Actually, it is on our Website. You can download it very easily. It is a PDF file. I can email you the Link and you can click on it. " Committee Member Mati Khemlani arrived at 7: 12 p. m. Discussion. Mr. Richart stated, "We have found that we do not have a 'Pressure Washer' at this time so, we need to talk about the TLBD [Tuscawilla Lighting and Beautification District Advisory Committee] potentially purchasing one (1) for the Maintenance - to be able to use to clean our walls. But, at this time, it is time for another cleaning at our entrances. So, I have asked Terra Clean [TerraServ Incorporated] to come and look at doing that." Mr. Richart added further, "We need to spend about a thousand dollars ($1,000.00) to get a Pressure Washer or we can rent one when it is time to do it." Discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCA WILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - MARCH 16,2005 PAGE 3 OF 5 Mr. Richart stated, "The best way to go economically would be to split the cost between the TLBD [Tuscawilla Lighting and Beautification District Advisory Committee] and the Town Center. Something to think about, we do not have to decide tonight." REGULAR 502. Public Works Department - Urban Beautification Division Update On Street Lighting And Decorative Sign Project. Mr. Richart presented this Agenda Item. Discussion. Regarding the proposed additional improvements which will result in an increase of the yearly Assessments, Mr. Richart stated, "They are going to give me a Critical Event Schedule. If I get it before the next Meeting, I will email it to you. That will tell you what dates everything has to be done by. But, we are looking at trying to mail this out in June with a Straw Ballot which is called an 'Advisory Referendum'. That will give the people of Tuscawilla, the opportunity to Vote if they are for this or against it - it will be a simple 'Yes' or 'No'. In the meantime, we are crunching numbers, we are meeting deadlines. The only thing is, we are not going to be able to do this project this year. But, we can send out the Vote, we can do all the leg work so that it can start next year." Mr. Richart continued, "The biggest thing here is notifying the residents properly; making sure that they understand; invite them to a TLBD [Tuscawilla Lighting and Beautification District Advisory Committee] Meeting; talk about it before a decision is made." Tape IISide B Discussion. Mr. Richart stated, "If you would review this and email me any thoughts." REGULAR 503. Public Works Department - Urban Beautification Division Update On Landscaping At Tuscawilla Road Main Entrance. Mr. Richart discussed this Agenda Item and then said, "If you want me to bring another picture [of the Sylvester Palm Trees] to the next Meeting, which I will be glad to do with the Proposals, we can look at the whole thing again." Committee Member Khemlani said, "Or you can just email it to us." Mr. Richart said, "I can email it to you." Discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCA WILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEET[NG - MARCH [6,2005 PAGE 4 OF 5 REGULAR 504. Public Works Department - Urban Beautification Division Update On The 2005 Landscaping Maintenance Contract. Mr. Richart stated, "We did have the Pre-Bid today and we had about twenty (20) people coming to Bid. We will be receiving that [Bids] on March 30th [2005] at 3:00 p.m." Mr. Richart added, "I will bring that Contract back to you and we will decide where we are." .:..:. AGENDA NOTE: THE FOLLOWING INFORMA TION WAS DISCUSSED NEXT, AS DOCUMENTED. .:..:. Mr. Richart reviewed the tentative Tuscawilla Lighting and Beautification District Advisory Committee (Final) Budget for Fiscal Year 2005-2006. Furthermore, Mr. Richart said, "If you want to review it, we still have time if you have any changes you want to see made in it. We can bring it up at the next Meeting." Discussion. Tape 2/Side A 600. REPORTS Chairman Hillery said, "I have two (2) Items. One of them, I would like to get with you Steven [Richart] and we go look at a pressure cleaner and then I want you to show me where we would store it." Mr. Richart said, "Okay." Chairman Hillery continued, "Six (6) months ago a Road Contractor did some work down the street. Then he smeared tar all the way up Winter Springs Boulevard across the white paint. He said that they had cleaned it up as much as they could. First of all, if they really wanted to do a decent job they should have painted the paint with paint over the white where the black went over the white. That would clean it up a lot." Chairman Hillery added, "I want to be sure that Kip [Lockcuff, P.E., Director Utility IPublic Works Department] gets another note on this one." Vice Chairman Thompson said, "Has anybody addressed the repaving of Winter Springs Boulevard? It is becoming full of potholes." Mr. Richart said, "Yes, they are going to do it. I just don't know when." Discussion. Committee Member Tillis said, "If we need conduits going to the islands for whatever future project you have in mind, now is the time to do it." Mr. Richart stated, "That's true. I will look into that and see what our schedule is."
