TUSCA WILLA LIGHTING AND BEAUTIFICATION
DISTRICT ADVISORY COMMITTEE
REGULAR MEETING
SEPTEMBER 22, 2004
I. CALL TO ORDER
Chairman Gary Hillery called the Regular Meeting of the Tuscawilla Lighting and
Beautification District Advisory Committee to order at 7:00 p.m., Wednesday, September
22, 2004 in the Commission Chambers of the Municipal Building (City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairman Gary Hillery, present
Vice Chairnlan Rande Thompson, present
Committee Member Moti Khemlani, present
Committee Member Helen Baker, present
Committee Member Brantley Tillis, present
Chairnlan Hillery led the Pledge of Allegiance.
Chairman Hillery welcomed the new Committee Members and discussed the various
projects to date.

III. CONSENT AGENDA

A. Resubmit For Approval Of The June 16,2004 Regular Meeting Minutes.
"I MOVE TO APPROVE THE MINUTES OF JUNE 16TH [2004] WITH THE
RESUBMISSION." MOTION BY VICE CHAIRMAN THOMPSON. SECONDED

Mr. Steven Richart, Urban Beautification Coordinator, Public Works Department
presented this Agenda Item.

On the cleanup from the Hurricane in Tuscawilla, Mr. Richart stated, "Public Works
Department did a great job." Mr. Richart said, "Just a massive effort. Grubbs and FEMA
(Federal Emergency Management Agency) have been great. From what I'm told from a
FEMA (Federal Emergency Management Agency) representative, we were one of the
most prepared cities. And we are actually further along than most of the cities in Florida
in the cleanup process. So, we got some commendations from FEMA (Federal
Emergency Management Agency) Staff on that. Very proud of what the guys have done
in Public Works and in the City of Winter Springs. It really shows - where our dollars are
being spent and the planning that the City Manager and our Directors have done for
emergencies. "
With further discussion about the cleanup, Mr. Richart said, "I want to thank Gary
[Chairman Hillery) for helping out. He has continued to help Tuscawilla."

C. Hurricane Update.
Mr. Richart discussed this Agenda Item.
Mr. Richart said, "Let's vary our tree - species. Mr. Richart stated, "In fact, we are going
to quit planting Laurel Oaks. The Laurel Oaks are most of what we saw blow down in
the rights-of-way. And the problem we found - the root system is about that deep.
That's two (2) feet for the record."
With discussion on the Budget, Mr. Richart stated, "I've got at least eighty thousand
dollars ($80,000.00) to spend on upgrades this next Budget which is what we [Committee
Members] talked about. And I'll bring the plans to you - and tell you what we are
looking at and see if you like it and you can tell me where you want to head with it."
Committee Member Brantley Tillis asked, "When you are talking about these upgrades or
enhancements, do you normally - historically - have pictures of before and after?" Mr.
Richart responded, "Sometimes I can do - an enhancement - of what it will look like after,
but normally I bring the Board [Committee] an example of - but, specifically on the
entrance I thought I may go ahead and do some conceptuals." Mr. Richart stated to
Committee Member Helen Baker and Committee Member Tillis, "We did a - Showcase.
In fact, I could give it to you on disk." Mr. Richart added, "We did a - Showcase a
couple of - three (3), four (4) months ago, about where Tuscawilla was, where we're
going. And I can give you that - both of you." Mr. Richart said, "I would like if we could
meet individually and I can bring you both up to speed and show you these things."

Discussion ensued regarding the City's Insurance. Mr. Richart indicated that, "The
Premium on that is four thousand nine hundred sixty two dollars ($4,962.00) a year. The
deductible is twenty five thousand dollars ($25,000.00) - it's under the City's Master
Property Damage Policy. Mr. Richart stated, "Our - portion is two million [dollars]
($2,000,000.00) for Tuscawilla." Mr. Richart said, "Do we want to lower that coverage
to one million [dollars] ($1,000,000.00) - and lower our premium, or do we want to keep
it where it is?"
Committee Member Baker asked, "Is it two million [dollars] ($2,000,000.00) per
occurrence?" Mr. Richart said, "That's a good question. I believe it's per occurrence.
I'll have to ask Tim (Fire ChiefLallathin)."

Mr. Richart said, "You need to have the current replacement value." Committee Member
Moti Khemlani asked, "Can you [Mr. Richart] find that out?" Committee Member Baker
asked, "Can we see the policy?"
Chairman Hillery asked, "When do we need to make a decision on this?" Mr. Richart
stated, "Let me email each of you - I need your new email addresses. Then you can be
prepared to decide next Meeting based upon the information I give you." Vice Chairman
Thompson asked, "Can we have him (Chief Lallathin) assess this for us as well and get
his opinion?" Mr. Richart said, "I can do that." Discussion.
Mr. Richart stated, "I'll get with Chief Tim (Lallathin, Fire Chief) and just see where he
thinks it should be. We can not tell you to do a million [dollars] ($1,000.000.00) or to do
seven hundred and fifty thousand dollars ($750,000.00) - it's got to be your decision."
Committee Member Baker asked, "When you are doing the email, if you could include
information about the irrigation system, whether that is an 'Insmible' item." Mr. Richart
said, "I'll ask the question. But I don't see landscaping and irrigation being Insurable."
Mr. Richart informed the Committee Members that, "The Assessment Rolls and
Resolution 2004-31 passed for the Assessment for Tuscawilla. It did not change."

D. Update On Street Lighting And Decorative Sign Project.

Committee Member Khemlani stated, "It says here 'Wedgewood Tennis Villas
Homeowner's Association'. [Mr.] Edward Turner is 'Wedgewood Golf Villas'."
Committee Member Khemlani said, "We can go back and Amend."
Vice Chairman Thompson asked, "Can we just go back and Amend the Minutes for -
June 16th [2004]?"
"UNDER 'DISCUSSION', MR. EDWARD L. TURNER, PRESIDENT OF
WEDGEWOOD GOLF VILLAS VERSUS TENNIS VILLAS." MOTION BY
VICE CHAIRMAN THOMPSON. SECONDED BY COMMITTEE MEMBER
KHEMLANI. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE THE
MOTION WAS APPROVED.
MOTION CARRIED.
With further discussion on Signs, Vice Chairman Thompson said, "Steve that might be
something to email also so they have a copy of that." Mr. Richart discussed putting
together a packet for the new Committee Members.
For clarification on Insurance, Chairman Hillery stated, "Are you going to send us an
email?" Mr. Richart said, "I'll send you an email and answer the questions. The next
Meeting we will decide."

V. FUTURE AGENDA ITEMS
Committee Member Khemlani asked, "We were thinking about looking at your colored
lights." Committee Member Khemlani stated, "I just want to make sure that Ron
McLemore [Manager] gets a reminder that Florida Power owes us a quote so - he can get
involved in that." Committee Member Khemlani stated, "You were talking about the
color before Thanksgiving and you wanted us to take a look at it." Mr. Richart
responded, "Since that has come up, I have had a lot of 'No's'. So, 1 don't think the
people want colored lenses on the fountains. But, if we want to do a test site, we can."
Mr. Richart stated, "I think it's a dead issue." Chairman Hillery said, "Let's just drop it."
Further discussion ensued about the Holiday Poinsettia. Mr. Richart said, "Instead of the
THOA (Tuscawilla Homeowner's Association) paying for our Poinsettias, we are going
to pay for it. Weare going to do the Poinsettias this year as part of our color program.
We appreciate the THOA (Tuscawilla Homeowner's Association) doing it last year.
Thank you."
Chairman Hillery asked about Agenda Items for the next Meeting. Mr. Richart stated, "I
was going to keep - what we normally have. If you have any to add. We do need to
come back and revisit the Reclaimed Water Study that we were doing previously."
VI. REPORTS

VII. ADJOURNMENT

SECONDED BY COMMITTEE MEMBER BAKER. DISCUSSION. WITH
CONSENSUS OF THE COMMITTEE THE MOTION WAS APPROVED.
