CALL TO ORDER Chairman Donald A. Gilmore called the Regular Meeting of the Tuscawilla Lighting and Beautification District Advisory Committee to order at 7:03 p.m., Wednesday, March 17, 2004 in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Donald A. Gilmore, Present Vice Chairman Gary Hillery, Present Committee Member Moti Khemlani, Absent Committee Member Rande Thompson, Present Committee Member Linda Tillis, Absent Chairman Gilmore stated for the record for the Clerk [Joan Brown, Assistant to the City Clerk] to interrupt if she needs clarification during the Meeting from the Committee Members. II. CONSENT AGENDA CONSENT A. Approval Of The February 10,2004 Regular Meeting Minutes. Chairman Gilmore said, "We can not approve these [Minutes]. I was not here; therefore I can not participate as a person to approve. We need three (3) to approve something." Chairman Gilmore led the Pledge of Allegiance. Committee Member Rande Thompson stated, "Okay, so we will have to approve those [Minutes] next Meeting." Chairman Gilmore replied, "However, I think it fair that we talk about those [Minutes] and if there - [are] any amendments we want in them - we should do that now." In reply to Chairman Gilmore's comments, Committee Member Thompson indicated, "I have no problems." AGENDA NOTE: THE FOLLOWING REGULAR AGENDA ITEMS ARE DOCUMENTED IN THE ORDER THEY WERE PRESENTED. .:. .:. III. REGULAR AGENDA REGULAR B. Maintenance Items And Progress Report. Mr. Steven Richart, Urban Beautification Coordinator, Public Works Department, discussed acid cleaning on the brick walls. Discussion. Vice Chairman Gary Hillery commented that the walls have white deposits after being cleaned. Mr. Richart explained, "It is a chalking and the only way to take care of it is with acid. Furthermore, Mr. Richart stated, "We can address that - [as] a separate issue, but it is important. I have a concern about putting an acid on the walls - very often. That could harm it long term." Chairman Gilmore stated, "We need to know what that material is." In reply, Mr. Richart stated, "What I can do is find out an answer and bring that either to the next Meeting or I can even email you - [Committee Members] before hand." Mr. Richart stated, "My goal for this - was to get an automated program. So, if this is something we need in that program to have it automatically done for us every year, then we need to figure it out and include it." Chairman Gilmore asked, "You will bring that up in the future, is that correct?" Mr. Richart said, "Right." Chairman Gilmore replied, "Okay." Mr. Richart stated, "I will call Ray [Mueller] over at TerraClean and see what - it is going to take, what it is going to cost." Discussion ensued regarding cleaning the brick on all entrances. Chairman Gilmore stated, "We are paying Fifty Nine Eighty Four [dollars] ($5,984.00) each time to clean the brick on all entrances. The only entrance that needs the cleaning of the white deposits, that is just the main entrance or on the others too?" Mr. Richart replied, "As far as I can tell, it is just the main entrance - now that could change." Chairman Gilmore asked, "Do you have a price?" Mr. Richart said, "No, because it just - came up now. So, I will find out what that is." Vice Chairman Hillery spoke regarding the South fountain and asked Mr. Richart, "I wish you would make a note, Steven [Richart]. The South fountain and waterfall is lagging the North fountain on turn on at night by about a half hour." Mr. Richart responded, "I just reset that a week ago. Is it still doing that?" Vice Chairman Hillery said, "Yes. I would say I have seen it within the last week." Mr. Richart said, "I will check the times." Chairman Gilmore said, "I have got to compliment you. Your featured plant that exists in each one of the centers is very nice. It looks very nice in my opinion." Committee Member Thompson also stated, "I had the President of the Homeowner's Association call me and tell me the same thing." Mr. Richart said, "Thank you." Mr. Richart presented the Budget for the Maintenance Fund. Discussion. Mr. Richart said, "If we need to get into that early, which we will not, we could always go to the [City] Commission and ask for those funds." Mr. Richart also stated, "I do not know if or how much we are required to keep in our fund balance. I can find that out." Discussion. Chairman Gilmore commented that he is glad that Mr. Richart is here to do all the improvement work. Mr. Richart said, "Thank you very much." Referring to the Budget, Chairman Gilmore asked Mr. Richart, "What does electrical power run?" Mr. Richart stated, "They [Finance] are billing Progress Energy. They are billing power in 'R&M' (Repair and Maintenance) Landscape." Mr. Richart added, "Looks like it is running Two Grand ($2,000.00) a month. You know, I am going to have to talk to them about this because it is in the wrong - it is in 'Repair and Maintenance'." Mr. Richart stated, "Okay, I need to check into that." Discussion. REGULAR B. Maintenance Items And Progress Report. Mr. Richart stated, "We got a letter from Mervin Warner of the Tuscawilla Homeowners Association, and he is requesting reimbursement of One Thousand Dollars ($1,000.00) from the TLB (Tuscawilla Lighting and Beautification District Advisory Committee) Improvement Fund for Attorney's fees for an easement that was done." Mr. Richart added, "From my understanding, this was approved May 29, 2001 and was actually supposed to be reimbursed to the Tuscawilla Homeowners Association - I guess it was never done. We cannot find any record of it and this Board [Committee] has voted to do it. I just want to run it by you - again and make sure this is - to go ahead and issue the check now three (3) years later." Chairman Gilmore stated, "My recollection is, we did approve it and assumed it was paid," Mr. Richart said, "It was not." Furthermore, Mr. Richart stated, "Kip [Lockcuff, P.E., Public WorkslUtility Department Director] wanted me to bring it to you (Committee Members) make sure you were okay with it before we did it." Discussion. CITY OF WfNTER SPRINGS MfNUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - MARCH 17,2004 PAGE40F6 With discussion on TerraClean, Chairman Gilmore asked Mr. Richart, "Is it - your wish that we proceed - budget of Fifty Nine Eighty Four [Dollars] ($5,984.00) twice a year?" Mr. Richart added, "What I would like to do - go back to them (TerraClean) see what - that acid washing would cost - get it into one contract - then we have one (1) contract to approve. If this goes over Twelve [Thousand] Five [Hundred Dollars] ($12,500.00) - we have to go to [City] Commission with it." Committee Member Hillery said, "I would like to know about what it is going to take to get rid of that white - how long have we been spraying those walls - two (2) years?" Mr. Richart said, "With the reclaimed water? Yes, a couple of years." Committee Member Hillery then said, "Just to see if you can get it off and then we can make a decision. Call them [TerraClean] and they will do it when we see that it is building up again." Mr. Richart said, "We will see what they say, they are a good company. We will see where we are with it." Discussion. Discussion ensued regarding P & L Lawn Maintenance, Inc. and the completion of the installation of the new plants at the five (5) entrances. Lastly under this Agenda Item, Mr. Richart discussed the upcoming repair of the suction leak at the North fountain by Wesco Fountains, Inc. REGULAR C. Street Lighting Project. Mr. Richart stated that he met with Mr. Gil Defreitas of Progress Energy. Mr. Defreitas indicated that he will be completing his analysis within the next two (2) weeks. Discussion. Tape I 1 Side B Regarding Mr. Defreitas, Mr. Richart said, "I would actually like for him to come to a Meeting." Chairman Gilmore stated, "I believe that [a] presentation should be made." Mr. Richart added, "What we could do is - put it out - we will have it here and invite the public to come and hear the presentation at a TLBD (Tuscawilla Lighting and Beautification District] meeting." Chairman Gilmore stated, "Let us review it ourselves - and see where we go. Then we can go for a second meeting. Because I think it is going to be so big that we have got to let the community know through coming here, the HOA [Homeowner's Association] newsletter." Discussion. REGULAR D. Surge Protection For Tuskawilla Road Fountains. Mr. Richart discussed the surge protection for the entrance fountains at Tuskawilla Road. Chairman Gilmore stated, "I think we had a price - HPS at Four Hundred and Ninety CITY OF WfNTER SPRlNGS MINUTES TUSCA WILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETfNG - MARCH 17,2004 PAGE 5 OF 6 Five Dollars ($495.00) is our cost for the HPSI20. His [Ken Anderson] recommendation - my recommendation - we go with the HPS Series." Vice Chairman Hillery said, "I concur." Mr. Richart said, "Would we be wise in buying two (2) HPS120 - putting them at the control box?" Chairman Gilmore replied, "Oh, yes that is what you want to do. Need two (2) of them." Mr. Richart stated, "How would we handle installation?" Chairman Gilmore stated, "I would suggest that - an amendment with your contractor." Mr. Richart said, "I would recommend we allow Twelve Hundred Dollars ($1,200.00) for two (2) HPS 120 units to be installed at the control box locations." "I MAKE A MOTION FOR - TO APPROPRIATE TWEL VE HUNDRED DOLLARS ($1,200.00) TO PUT IN THE HPS120 SURGE PROTECTORS FOR EACH OF THE - CONTROL PANELS." MOTION BY COMMITTEE MEMBER THOMPSON. SECONDED BY VICE CHAIRMAN HILLERY. DISCUSSION. CHAIRMAN GILMORE RESTATED THE MOTION AS, "WE PROCEED TO APPROPRIATE - TWELVE HUNDRED DOLLARS ($1,200.00) TO SUPPLY HPS - SURGE PROTECTORS ON EACH OF THE FOUNTAIN'S CONTROL PANELS." WITH CONSENSUS OF THE COMMITTEE THE MOTION WAS APPROVED. MOTION CARRIED. Discussion. Committee Member Thompson then spoke about street sign lighting and stated, "One of things that I would like to propose, or least look into it, if we are doing the lighting, I would like to see the street signs that we will be doing in conjunction with that, stop signs, intersection - speed limits, just as we did down Winter Springs Boulevard. If we are going in and do the lights section, I think we should do street signs as well." With discussion, Committee Member Thompson added, "If we did these feeder streets first then went back and did all of Northern Way - I think - we might be able to budget for that further down the road." Vice Chairman Hillery stated, "How late can we alter our Budget for next year?" Mr. Richart replied, "It has not gone to [City] Commission yet, so we could look at it." Vice Chairman Hillery suggested, "We should have some numbers that we - could modify the Budget." Mr. Richart stated, "What I could do tomorrow is pull the pricing sheet and try to get it - and - call for updated pricing." Committee Member Thompson stated, "I am going to be making some inquiries that we might be able to get these out of state, Kentucky and some other places where the cost may be a little more reasonable like about half." Mr. Richart replied, "Okay, that would be great." With further discussion on the Budget, Mr. Richart stated, "There is a chance I can make some changes (Budget). I will have to verify that."
