I. CALL TO ORDER
Chairman Donald A. Gilmore called the Regular Meeting of the Tuscawilla Lighting and
Beautification District Advisory Committee to order at 7:00 p.m., Thursday, November
20, 2003 (Postponed from November 18, 2003) in the Commission Chambers of the
Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).
Roll Call:
Chairman Donald A. Gilmore, present
Vice Chairman Gary Hillery, present
Committee Member Moti Khemlani, absent
Committee Member Rande Thompson, present
Committee Member Linda Tillis, present
The Pledge of Allegiance was led by Chairman Gilmore.
II. CONSENT AGENDA
CONSENT
A. Approval Of The October 23, 2003 Regular Meeting Minutes.
"I MOVE TO APPROVE THE MINUTES AS WRITTEN." MOTION BY
COMMITTEE MEMBER THOMPSON. SECONDED BY COMMITTEE
MEMBER TILLIS. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE,
THE MOTION WAS APPROVED.

III. REGULAR AGENDA
REGULAR
A. Maintenance Items And Progress Report.
Mr. Steven Richart discussed the Tuscawilla Lighting and Beautification District
Advisory Budget.
Mr. Richart stated, "It had been asked at the last meeting about the reimbursement from
the insurance company about the accident at Shetland and that was credited on 9/18 for
Five Thousand Three Hundred And Eighty-Seven Dollars And Thirty-Six Cents
($5,387.36) back to our maintenance account."
Discussion ensued regarding expenses.
Mr. Richart indicated, "I will - print everything out related to TLBD (Tuscawilla Lighting
and Beautification District) and bring it." Chairman Gilmore asked for the Committee's
preference, "Because we do not want to put Steve [Richart] to a lot of senseless work that
nobody wants." Vice Chairman Gary Hillery added, "The chances are, we will talk
about it the next time and will never open it again." Chairman Gilmore stated, "Just bring
a summary of the original bond." Mr. Richart replied, "Okay."
Committee Member Linda Tillis indicated, "I - like having the Transaction Report too.
That should answer a lot of questions about where the money came from." Mr. Richart
replied, "I will continue to provide that." Chairman Gilmore stated, "It would be very
nice if we get this mailed a week or so before [the meeting] so that we have an
opportunity to read it - if you can." Mr. Richart asked, "How about a few days? I like it
to be pretty current. If you went out a week, it may not be." Chairman Gilmore
indicated, "Personally, I would rather have it a week ahead." The Committee requested
Mr. Richart to include the report [Transportation Report] in the packet. Mr. Richart
replied, "I could do that." Chairman Gilmore added to Mr. Richart, "You are doing a
great job."
Discussion.
Mr. Richart, Urban Beautification Coordinator, Public Works Department presented the
"Monthly Report ".
A discussion ensued regarding the cost(s) for irrigation repairs. Mr. Richart indicated, "I
have set a control on it [irrigation repair charges] that they can not go over an amount
without me knowing it and seeing what it is they are repairing." Chairman Gilmore
asked, "You [Mr. Richart] are going to be available so that there is no hold ups -?" Mr.
Richart replied, "I am available, all the time - I am on call all of the time."

C. Street Lighting Project.
Mr. Richart discussed the "Tuscawilla Globe Lighting Study" that Florida Power
[Progress Energy] is presenting at City Hall.
Discussion.
Chairman Gilmore asked the Committee Members, "Have any of you had any feedback
from anybody on this at all?" Committee Member Rande Thompson responded, "I
mentioned it to our HOA (Homeowner's Association) and we are actually looking at
upgrading some things in our neighborhood as well and they thought it was a great idea;
they thought it would blend in real nice." Chairman Gilmore directed a question to Mr.
Mervin Warner [673 Keuka Court, Winter Springs, Florida), "Has the THOA
(Tuscawilla Homeowner's Association) had any discussions about this lighting in any
respect?" Mr. Warner replied, "No."
A brief discussion continued regarding the feedback from the community and
enhancements from the "Tuscawilla Globe Lighting Study".
REGULAR
B. Lighting Conversion.
Mr. Richart briefly discussed this Agenda Item.
Mr. Richart requested from the Committee that he would like, "To have annuals at pretty
much every entrance." Committee Member Tillis replied, "I think it is a great idea, if we
can afford to maintain it, and it seems like we can." Chairman Gilmore asked, "You are
supporting as much as he can do?" Committee Member Tillis replied, "Absolutely."
Discussion fol~owed whether there were any problems with this matter.
Chairman Gilmore said to Mr. Richart, "Go with it."
Discussion ensued regarding the maintenance of plants.

Brief discussion on lightning protection on pumps. Mr. Richart indicated, "We need to
do a combination package." Chairman Gilmore replied, "That is my opinion. That is
what I would do."
Discussion.
Chairman Gilmore indicated, "Call me and I will be happy to meet with you and them
[ contractor]." Mr. Richart replied, "Let us do that."
A brief discussion took place regarding test wells. Mr. Richart indicated he will request
more data regarding pollution. Discussion.
Brief discussion ensued on the coordination of hanging Christmas Decorations.
Mr. Steve Richart recommended, "Why don't Gary and I - on my behalf, it is volunteer -,
let us put them up this year; find out what it is actually going to take; how long it will
take to do it; and then - bring the costs back to the Board and discuss what it is going to
cost for next year."
Mr. Richart also suggested, "What if we could go to - the landscaper and see if we could
contract with them to do it. Maybe we make it part of the landscaping contract - even
handle wreaths, maybe they handle the poinsettias every year and what not. Decide if
you want to make a motion to have someone else and put that into place now. Or, we can
hang them this year and make the motion later." Vice Chairman Hillery requested, "If
we could impose upon the City." Mr. Richart replied, "I will be more than happy to ask."
