REGULAR MEETING
MAY 28, 2003

I. CALL TO ORDER
Chairman Donald A. Gilmore called the Regular Meeting to order at 7:00 p.m.,
Wednesday, May 28, 2003 (Postponed from May 20th and May 2ih 2003) in the
Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434,
Winter Springs, Florida 32708).

II. CONSENT
CONSENT
A. Approval Of The April 22, 2003 Regular Meeting Minutes.
"I MOVE TO APPROVE THOSE MINUTES AS WRITTEN." MOTION BY
COMMITTEE MEMBER THOMPSON.
MOTION DIES FOR A LACK OF A SECOND.
Committee Member Moti Khemlani arrived at 7:06 p.m.
With discussion regarding Page 2, Paragraph 4, of the April 22, 2003 Meeting Minutes,
the Committee agreed to "Revist" them at the next Regular Meeting.
III. REGULAR
REGULAR
A. Maintenance Update.
Mr. Alan Hill, Superintendent, Public Works Department reviewed this topic with
Members of the Committee.

Discussion developed regarding "Junction boxes". Chairman Gilmore suggested Mr.
Hill, "Go back to the Contractor" and request warranty claim information for those items.
Mr. Hill stated, "I will be glad to do this."
Mr. Hill introduced Mr. Steven Richart, Urban Beautification Coordinator, Public Works
Department.
Discussion.
The Committee and Staff discussed the Trotwood Boulevard and Citrus Road entrances;
re-evaluating the irrigation systems; and the demise of Pine Trees along the Winter
Springs Boulevard medians.
Referring to the unhealthy Pine Trees on Island number two (2), Mr. Hill stated, "I will
speak with the owner of the company [P & L Lawn Maintenance, Inc.]" and address this
issue with them.

Discussion.
Chairman Gilmore asked for an update on the Landscape Contract for the three (3)
entrances. Mr. Hill responded, "I will check with Mr. [Bill] Starmer [Starmer Ranaldi
Planning And Architecture, Inc.] and see where it is at."
Mr. Hill suggested emailing the information he distributes at Meetings to Committee
Members, then stated, "Let me check with the City Clerk and see if that's something that
we can do."
Board Member Moti Khemlani presented photographs of the Shetland Drive entrance and
stated he would email those photographs to the Office of the City Clerk.
Discussion developed regarding the spotlight at Trotwood Boulevard; speeding vehicles
on Citrus Road; and an accident that occurred at the Citrus Road entranceway, which
caused numerous damage. In regards to speeding vehicles, Mr. Hill informed the
Committee, "I will make a call to Seminole County Traffic Control - and let them know
of this accident.
Board Member Khemlani said that, "I will call [Seminole County] Commissioner Grant
Maloy, and let him know, as it is in his District."

B. Enhancements To Existing Facilities.
Discussion on lighting developed.
REGULAR
C. Members Of The Committee Will Be Now Leaving City Hall And Performing
On-Site Inspections At Each Of The Following Four (4) Locations, In The Order As
Follows:
1) On-Site Inspection Of The Winter Springs BoulevardlTuskawilla Road
Entranceway Lighting.
2) On-Site Inspection Of The Shetland Drive/Citrus Road Entranceway
Lighting.
3) On-Site Inspection Of The Winter Springs Boulevard/Seneca Drive
Entranceway Lighting.
4) On-Site Inspection Of The Vistawilla Drive Entranceway Lighting.
Members o/the Committee departed City Hall at 8:30 p.m.
The following suggestions were made:
Winter Springs Boulevard West Entrance:
. Screws missing on right light box
. Install a light to illuminate the left side of wall and another behind the front of the
wall
. Light out in South fountain
. Brighten dark spot on left side of entrance
. Replace Oak Tree with twenty-five foot (25') tree
Trotwood Boulevard Entrance:
. Test for low voltage lighting
. Lighting not even
. Transfer floodlight to column or post on the north side entrance
Shetland Drive Entrance:
. Install small individual floodlights
Winter Springs Boulevard East Entrance:
. Move middle light back

Seneca Boulevard Entrance:
. Tree blocking streetlight, which creates dark area behind wall.
Mr. Hill advised Members of the Committee that he would address this issue with Mr.
Michael Mingea, City Forester/Environmental Inspector, Community Development
Department.
Vistawilla Drive Entrance:
. Spotlight shakes.
The Committee Members all agreed that the lighting at the Howell Creek Drive, Dyson
Drive, and Deer Run entrances should resemble the lighting at the Tuska Bay subdivision
on Tuscawilla Road.
Members of the Committee returned to City Hall at 10:30 p.m.

D. Construction Of Secondary Entrance (Back In Commission Chambers Of City
Hall).
This Agenda Item was not discussed.
