I. CALL TO ORDER Chairman Donald A. Gilmore called the Regular Meeting to order at 7:07 p.m., Tuesday, April 22, 2003 (Postponed from April 15, 2003) in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Donald A. Gilmore, present Vice Chairman Gary Hillery, present Committee Member Moti Khemlani, present Committee Member Rande Thompson, present Committee Member Linda Tillis, present II. CONSENT CONSENT A. Approval Of The March 4, 2003 Special Meeting Minutes. "I MOVE TO APPROVE THE MARCH 4TH MINUTES AS WRITTEN." MOTION BY COMMITTEE MEMBER THOMPSON. SECONDED. DISCUSSION. COMMITTEE MEMBER KHEMLANI MADE THE SUGGESTION TO REMOVE THE THIRD PARAGRAPH ON PAGE 2, UNDER REGULAR AGENDA ITEM "A". CHAIRPERSON GILMORE CLARIFIED, "IT HAS BEEN MOVED AND SECONDED THAT WE ACCEPT THE MINUTES OF MARCH 4TH- THAT WE ELIMA TE THE ST A TEMENT OF MR. KIP LOCKCUFF [PUBLIC WORKSIUTILITY DEPARTMENT DIRECTOR]." WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. Approval Of The March 18, 2003 Regular Meeting Minutes. "I MOVE THAT WE APPROVE THE MINUTES OF MARCH 18TH." MOTION BY COMMITTEE MEMBER KHEMLANI. SECONDED BY COMMITTEE MEMBER TILLIS. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. III. REGULAR REGULAR A. Maintenance Update. Ms. Kangee Graham, Interim Landscape/Hardscape Maintenance Coordinator distributed and discussed her "Tuscawilla Lighting And Beautification District Monthly Report". Discussion. Chairman Gilmore stated to Ms. Graham, "What I would like in the future is a concise written report from you that defines all this." Ms. Graham responded, "Yes sir." Mr. Alan Hill, Superintendent, Public Works Department added that he would like to see "Those items that pertain to the TLBD [Tuscawilla Lighting and Beautification District] exclusively rather than Oak Forest, the City's Rights of Ways, and that kind of stuff separated out". Mr. Hill also requested a "Summary Sheet". Mr. Hill distributed price quotes for Contractors that specialize in landscape lighting. Tape 1/ Side B REGULAR B. Enhancements To Existing Facilities. Discussion developed on lighting at the entranceways. Committee Member Rande Thompson asked, "Is it possible to get some kind of a layout of where the current light fixtures are and where they are pointing?" Ms. Graham responded, "Yes." After much discussion, the Committee agreed to visit all entranceways at their next Regular Meeting. PAGE 3 OF 4 Chairperson Gilmore asked Ms. Graham, "Why do we have lighting problems at the Main Entrance?" Ms. Graham responded, "Well we had some problems with some breakers up there - I will have them check it tomorrow to see if it has something to do with the breaker. " Chairperson Gilmore asked Ms. Graham for a plant report. Ms. Graham requested direction from the Committee on whether they desire the "The electrical separated or not" at the Winter Springs Boulevard/Seneca Boulevard entry. Mr. Hill advised Ms. Graham to "Get a firm price" before bringing that information to the Committee. Ms. Graham distributed a cost estimate proposal for irrigation from P & L Lawn Maintenance. Discussion developed. "I - MOVE THAT WE PROCEED WITH THIS PROPOSAL AS SUBMITTED." MOTION BY COMMITTEE MEMBER KHEMLANI. SECONDED BY COMMITTEE MEMBER THOMPSON. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. Tape 2/ Side A Discussion. Mr. Hill distributed proposals for work to be completed on the Minor Entrances and asked for direction from the Committee. Discussion. "I MAKE A MOTION THAT WE UTILIZE THE SENTRY FENCE ALONG WITH THE MEURETT SIGN [COMPANY] - PORTION OF THE PROJECT ON THOSE ENTRANCES." MOTION BY COMMITTEE MEMBER THOMPSON. SECONDED BY COMMITTEE MEMBER TILLIS. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. REPORTS After brief discussion the Committee stated their preference in rescheduling their Regular Meetings to the fourth (4th) Tuesday of every month. VI.
