CALL TO ORDER Chairman Donald A. Gilmore called the Regular Meeting to order at 7:00 p.m., Tuesday, February 18, 2003 in the East Conference Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Donald A. Gilmore, present Vice Chairman Gary Hillery, present Committee Member Moti Khemlani, present Committee Member Rande Thompson, present Committee Member Linda Tillis, absent II. CONSENT CONSENT A. Approval Of The February 18, 2003 Regular Meeting Minutes. Chairman Gilmore asked for a Motion to approve the Minutes. "I MOVE THAT WE APPROVE THE MINUTES OF FEBRUARY 18, 2003". MOTION BY COMMITTEE MEMBER KHEMLANI. SECONDED BY VICE CHAIRMAN HILLERY. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. III. REGULAR REGULAR A. Maintenance. Discussion developed regarding the improvements on the medians and entrances. Ms. Kangee Graham, Interim Landscape/Hardscape Maintenance Coordinator distributed her TLBD Reports. Discussion developed on deteriorating plants due to missing mulch. CITY OF WINTER SPRINGS MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - MARCH 18,2003 PAGE 20F3 Ms. Graham explained that they are working "Toward the plant replacements and filling some of those holes and the mulching of the areas that need mulching". Discussion incurred on lighting issues. Mr. Alan Hill, Superintendent, Public Works Department, informed the Committee, "We will get them [Lighting] on." Chairman Gilmore suggested to Mr. Hill that he "Tell [Bill] Starmer, that when he does those three (3) new entrances, we want to see a different lighting program than we saw in the previous entrances, and the objective is to uniformly light the sign, and light the plants so that people can see it at night". Chairman Gilmore also requested that Mr. Hill "Bring that to us". Discussion incurred on irrigation and drainage problems within the entranceway walls. Tape II Side B Chairman Gilmore suggested, "Why don't we have Mr. [Bill] Starmer's organization look at the walls". Discussion. Mr. Hill informed the Committee that he will "Try his best to get everything covered under warranty". REGULAR B. Enhancements To Existing Facilities. The Committee discussed the signage at the Citrus Road entrance. Chairman Gilmore advised that the plants "Have to go" due to visibility. The Committee Members agreed. Enhancements to signage and lighting was discussed next. Tape 21 Side A After discussion, the Committee directed Mr. Hill to "Go ahead with lighting" improvements, and Chairman Gilmore advised that he would speak to someone on the outside regarding the signage. REGULAR C. Project Closeout with Mr. John Nesmith, Starmer Ranaldi Planning And Architecture, Inc. (sri). This Agenda Item was not discussed. FUTURE AGENDA ITEMS · Maintenance Update. · Enhancement to Existing Facilities. V. REPORTS The Committee agreed to postpone their next Regular Meeting until April 22, 2003 at 7:00 p.m. VI.
