TUSCA WILLA LIGHTING AND BEAUTIFICATION
DISTRICT ADVISORY COMMITTEE
REGULAR MEETING
JANUARY 21,2003
I. CALL TO ORDER
Chairman Donald A. Gilmore called the Regular Meeting to order at 7:03 p.m., Tuesday,
January 21, 2003 in the East Conference Room of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).

II. CONSENT
CONSENT
A. Approval Of The December 17, 2002 Regular Meeting Minutes.
"I VOTE TO APPROVE THE MINUTES OF DECEMBER 17th." MOTION BY
COMMITTEE MEMBER THOMPSON. SECONDED BY COMMITTEE
MEMBER TILLIS. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE,
THE MOTION WAS APPROVED.
MOTION CARRIED.
III. REGULAR
REGULAR
A. Discussion With Ms. Karina Veaudry, Landscape/Hardscape Maintenance
Coordinator.
Discussion developed with Mr. Alan Hill, Superintendent, Public Works Department,
regarding the performance of the Landscape/Hardscape Maintenance Coordinator and the
termination of that contract.

B. Construction Status With Mr. Bill Starmer, Starmer Ranaldi Planning And
Architecture (sri).
Mr. John Nesmith, Starmer Ranaldi Planning and Architecture, Inc. (sri), 890 Northern
Way, Winter Springs, Florida: informed the Committee, that "The lighting is complete" _
"All lights have been raised that we noted when we walked through," and the "Contractor
responsibility is completed".
In regards to lighting, the Committee spoke of "Missing receptacles" as well as
insufficiencies and improper placement.
Mr. Nesmith informed the Committee he would be receiving quotes for the alternate
entranceway construction; updated the Committee on the status of the "Close Out"
documents that he will be forwarding to Mr. Hill; the laying of the brick pavers at the
fountains; and the installation of rain sensors.

A. Discussion With Ms. Karina V eaudry, Landscape/Hardscape Maintenance
Coordinator.
Mr. Anthony Marasco, 1311 Deer Run Drive, Winter Springs, Florida: made a complaint
that bridges within Tuscawilla need to be cleaned, and the Pine Trees along Winter
Springs Boulevard need to be "Restaked".
Ms. Karina Veaudry, Landscape/Hardscape Maintenance Coordinator, advised the
Committee she would be completing a "Survey of Conditions Report" and that Report
will be turned into the City and emailed to the Committee.
Ms. Veaudry distributed a Monthly Summary Report; a Sago Scale Problem information
document; and proposed replacement recommendations for the Sago Palms that will be
removed. Committee Member Rande Thompson asked, "What is the cost" for the
replacement. Ms. Veaudry replied, "I am getting price quotes."

After discussion, the consensus of the Committee was to replace the Sago Palms with
Shillers Delight Viburnum.
In regards to entrance signage, Committee Member Thompson asked, "Can we get a hold
of the signage company and find out what is the best way to clean it [Signage]?" Mr. Hill
stated, "Okay."

· Project Closeout With Mr. John Nesmith, Starmer Ranaldi Planning And
Architecture, Inc. (sri).

With consensus of the Committee, Chairman Gilmore adjourned the Meeting at 8:54 p.m.
