REGULAR MEETING
DECEMBER 17, 2002
I. CALL TO ORDER
Vice Chairman Gary Hillary called the Regular Meeting to order at 7:10 p.m., Tuesday,
December 17, 2002 in the East Conference Room of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).

B. Landscaping Discussion With Ms. Karina Veaudry, Landscape/Hardscape
Maintenance Coordinator.
Several issues were discussed as Ms. Karina Veaudry, Landscape/Hardscape
Maintenance Coordinator distributed a Monthly Summary. Ms. Veaudry spoke of "Scale
infestation" on the Sago Palms and advised Members of the Committee that she would be
"Submitting a report" to the Committee Members.
In regards to street lighting, Vice Chairman Hillery stated, "One of the globes looked like
it was - about ready to fall off. It was right across from the County Club." Ms. Veaudry
stated she would "Take a look at that".
Brief discussion ensued regarding the removal of dead landscaping. Committee Member
Tillis inquired as to "When we can expect to at least pull out the dead ones". Mr. Alan
Hill, Superintendent, Public Works Department responded, "It has been directed to
Karina [Veaudry] to get that done. It has yet to happen."
Mr. Hill then informed the Committee that the "Entire Maintenance contract and HHI
[Herbert Halback, Inc.] - we have substantial improvements to be made". Committee
Member Rande Thompson asked, "Has a letter been sent to these other Contractors?"
Mr. Hill stated, "That is her [Ms. Veaudry] responsibility." Committee Member
Thompson asked, "When will that go out?" Ms. Veaudry advised, "Probably tomorrow."
Committee Member Thompson spoke of the need to make lighting adjustments at several
entrances. Vice Chairman Hillery said, "Once the lights are all operating, [Bill] Starmer
and I are going out at night and we are going to aim the lights."
The missing ironwork at the Seneca Boulevard entranceway was discussed, which
resulted in Mr. Hill stating; "I do not know where we stand on that. Hopefully, I can get
that information from him [Bill Starmer, Starmer Ranaldi Planning And Architecture (sri)
Inc.]. I will cal1."

A. Presentation With Government Services Group (GSG) Regarding The Annual
Special Assessment Process (Members Of The Oak Forest Wall And Beautification
District Advisory Committee Will Be In Attendance).
Ms. Laura McKinley, Project Manager, Government Services Group: distributed a
booklet introducing the consulting company and addressed the Board regarding the
annual Special Assessment process.
Discussion developed.
Ms. Louise Frangoul, Director, Finance Department informed both the Tuscawilla
Lighting and Beautification District Advisory Committee, and the Oak Forest Wall and
Beautification District Advisory Committee, that the City Commission desires the
Committees to "Get involved in setting the Maintenance Budgets along with Staff, and
has requested that one (1) individual from each of the Boards come to the Commission
Meeting to present your Budgets."
Chairperson Louise Allen, Oak Forest Wall and Beautification District Advisory
Committee asked, "We do not have as many houses as the Tuscawilla side does, why
would we be charged the same amount?" Ms. McKinley answered, "There is a base level
of service that does not really tie into the number of parcels. Basically once you get over
a certain amount regardless, it is always going to take a certain amount of administrative
services. I will always have to go back to the debt service schedules and coordinate with
the Property Appraisers, and always check in with the Tax Collectors, and transmit
electronically - so although the quantity on the Roll is - the level of work to keep them
and maintain them is the kicker."

Discussion.
Ms. Frangoul requested the Tuscawilla Lighting and Beautification District Advisory
Committee make a Motion of approval to enter into a contract with Government Services
Group, Inc., at a rate of $12,500.00. The Oak Forest Wall and Beautification District
Advisory Committee was advised to make their Motion for approval at their next Regular
Meeting.
MOTION BY COMMITTEE MEMBER THOMPSON. "I MAKE A MOTION TO
APPROVE THE SERVICES OF - TO TAKE THE RECOMMENDATION OF
SERVICES OF GSG [GOVERNMENT SERVICES GROUP, INC.] TO THE CITY
COMMISSION AT A RATE OF $12,500.00." SECONDED BY COMMITTEE
MEMBER TILLIS. DISCUSSION.

Ms. Frangoul distributed and reviewed the "TLBD Financial Statements As Of
12/17/2002" to the Committee Members.
The Committee discussed how to inform the residents of Tuscawilla that there is a
surplus in the Improvement Fund, resulting in the ability to "Pay down" the capitaL Ms.
Frangoul suggested the City Newsletter and stated, "I think we could easily say a few
sentences - about the fact that we had some excess monies."
