MINUTES
TVSCA WILLA LIGHTING AND BEAUTIFICATION
DISTRICT ADVISORY COMMITTEE
REGULAR MEETING
JULY 16, 2002
I. CALL TO ORDER
Chairman Donald A. Gilmore called the Regular Meeting to order at 7:00 p.m., Tuesday,
July 16, 2002 in the East Conference Room of the Municipal Building (City Hall, 1126
East State Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairman Donald A. Gilmore, present
Vice Chairman Gary Hillery, present
Committee Member Rande Thompson, present
Committee Member Linda Tillis, present
The Committee discussed the recent removal of a fellow Board Member due to
attendance requirements. With further discussion, the Committee requested from the
Office of the City Clerk, a detailed list of the Committee's attendance.
II. CONSENT

A. Approval Of The June 18,2002 Regular Meeting Minutes.
CONSENT
B. Approval Of The July 2, 2002 Special Meeting Minutes.
MOTION BY COMMITTEE MEMBER TILLIS. "I MOVE TO APPROVE THE
CONSENT AGENDA ITEMS." SECONDED BY COMMITTEE MEMBER
THOMPSON. WITH CONSENSUS OF THE COMMITTEE, THE MOTION
WAS APPROVED.
MOTION CARRIED.
III. REGULAR
REGULAR
A. Construction Schedule.
The Winter Springs Boulevard west entrance fountains and cascades were discussed, with
the consensus of the Committee being that they are pleased with the outcome.

Mr. George Edwards, Capital Projects Coordinator, Public Works Department updated
the Committee on the status of the construction project.
Vice Chairman Hillery informed Staff and Committee Members of water leaks within the
mortar at the north side of the south side pond. Mr. Edwards stated that Starmer Ranaldi
Planning and Architecture, Inc. is "Looking into it."

D. Maintenance Issues.
Discussion developed regarding median landscaping; the LandscapelHardscape
Maintenance Contractor's responsibilities; and the intent of the Committee in relation to
how often the Landscape/Hardscape Maintenance Coordinator should review Tuscawilla.
The Committee questioned the whereabouts of Ms. Karina Veaudry,
Landscape/Hardscape Maintenance Coordinator, and Mr. Alan Hill, Superintendent,
Public Works Department, and reported that both were supposed to attend this Meeting to
discuss "What needed to be done" and to "Bring all the reports as well".

Discussion developed on the entryways, with emphasis on Seneca Boulevard and Citrus
Road. Because of a Committee concern for the very dry sod installed on the Fuentes
property on Shetland Road, Mr. Edwards agreed to contact Mr. Fuentes.
The Committee questioned the whereabouts of Ms. Kangee Graham, Landscape
Management Consultant.

C. Secondary Entrances.
Mr. Edwards updated the Committee on the installation of the pavers on Dyson Drive,
Deer Run, and Howell Creek Drive.

Discussion ensued on the time extension allotted to Cathcart Contracting Company for
the construction of the secondary entrances; assessing liquidated damages; lighting
systems at the secondary entrances; and the installation of directional signs.
Vice Chairman Hillery stated, "I would like to see a piece of paper that says we have a
contract with this company, to do this job, their phone numbers - I would like to see a
listing of those things and tasks that we haven't covered yet. One of the tasks that I see
that we haven't discussed is the maintenance of the ponds." Chairman Gilmore asked,
"Who's responsible for writing up the maintenance requirements?" Mr. Edwards
answered, "Kangee [Graham] was going to take care of that. She was going to contact
one of the pool maintenance contractors that she knew, and get the specs from him."
Discussion developed, resulting in the directive for Mr. Edwards to develop
specifications for the Maintenance Contract.
Mr. Mervin Warner, 673 Keuka Court, Winter Springs, Florida: requested the City
review the current design of the eastside Seneca Boulevard wall to determine if it has
been constructed to "The original drawings".
The Committee discussed their Meeting schedule and requested the consultants be
contacted and informed of the Meeting dates.

Further discussion developed in regards to the attendance requirements of the Committee
Members and the numerous Meetings this particular Committee holds. Chairman
Gilmore requested further clarification from the Office of the City Clerk.

With consensus of the Committee, Chairman Gilmore adjourned the Meeting at 8:36 p.m.
