SPECIAL MEETING
MAY 7, 2002
I. CALL TO ORDER
Chairman Donald A. Gilmore called the Special Meeting to order at 7:07 p.m., Tuesday,
May 7, 2002 in the Commission Chambers of the Municipal Building (City Hall, 1126
East State Road 434, Winter Springs, Florida 32708).

A. Construction Review.
Committee Member Moti Khemlani arrived at 7:09 p.m.
Mr. Bill Starmer, President, Starmer Ranaldi Planning and Architecture Inc. (sri), 890
Northern Way, Winter Springs, Florida: distributed a document addressing the
"Entryway Enhancement Project" on Dyson Drive, Deer Run, and Howell Creek Drive.
With discussion, the homeowner's at 1 063 Deer Run and 1111 Gator Lane agreed to
provide an easement to the City of Winter Springs for the construction of the entryways.
Discussion.
Mr. Arturo Simmonds, 1146 Howell Creek Drive, Winter Springs, Florida: stated
discontent with not being advised of the construction of the minor entryways sooner and
mentioned his opposition to the construction on his property.

Mr. Mike Carter, 1150 Howell Creek Drive, Winter Springs, Florida: expressed concerns
with not being notified earlier in regards to the construction of a minor entranceway
feature on his property.
Committee Member Moti Khemlani stated, "At the last Meeting I - was worried about
this very thing happening. And I requested the City Manager and George [Edwards,
Capital Projects Coordinator, Public Works/Utility Department] to make sure a telephone
call was made immediately, with the notification that there'd be a letter in the mail. Did
that happen?" Mr. Edwards stated, "Yes it did." Mr. Carter stated, "We received a letter
Friday afternoon, postmarked May 2nd. We received no phone call. By the time we
were able to contact anybody was yesterday." Discussion.
MOTION BY COMMITTEE MEMBER KHEMLANI. "I'D LIKE TO MAKE A
MOTION THAT WE FOLLOW THE SAME PROCESS AS WE HAVE IN THE
PAST WHERE THE CONTRACTOR BE AUTHORIZED TO CONNECT WITH
THE ASSOCIATED HOMEOWNER'S AT THESE ENTRANCES, AND - GET A
RESOLUTION FOR A COMPROMISE OF LOCATION." CHAIRMAN
GILMORE SAID, "YOU SAID THE CONTRACTOR, YOU MEAN BILL
STARMER." COMMITTEE MEMBER KHEMLANI ADDED, "BILL
STARMER, SRI (STARMER RANALDI PLANNING AND ARCHITECTURE,
INC.)."

MOTION CARRIED.
Discussion developed regarding construction issues at the Winter Springs Boulevard
West entrance. In regards to the faux marble signage background, the consensus of the
Committee was to leave the background "As is".
Commissioner David W. McLeod requested Mr. Starmer state his opll1lOn on the
installation of the signage. In doing so, Mr. Starmer advised, "There are several punch
list items on all the signs, in terms of how close they're mounted to the wall, whether the
letters are square. Those I can not say I am perfectly comfortable with. We will go back
again and inspect all those signs. If there are issues we will get them solved."

Commissioner McLeod suggested "Those SIgnS be properly anchored and properly
sealed."
Mr. John Cathcart, Cathcart Construction Inc., 1757 West Broadway Street, Oviedo,
Florida: informed the Committee, "Whatever punch list items, whether there is a chipped
brick or a sign that's not bolted properly, or whatever that comes up and winds up on
lists, and concerns from the Board, or from the Architect, or from the City, we're going to
stand behind it and correct any problems."
With discussion, Mr. Cathcart reiterated, "We've taken out any work that is unacceptable,
we've replaced it, and we'll continue to do so."
The Committee next addressed the pond at the Winter Springs Boulevard West entrance.

Mayor Paul P. Partyka arrived at 9:01 p.m.
Commissioner McLeod spoke of not seeing "Weep holes" in the planters and asked Mr.
Starmer, "Do you feel Bill that these planters are going to drain?" Mr. Starmer advised,
"If you are talking about the round planters, they specifically have holes in them. If you
are talking about the terraced planters, we were supposed to knock out holes in the brick
every so often. I know that some of it's been done, I don't know that it all has. We can
check that." Mr. Starmer also advised the Committee that the holes are below ground
and that they "Have pictures of them."
Discussion developed further regarding the pond.

The possibility of refinishing the shotcrete surface of the pond was discussed. Committee
Member Khemlani stated, "I think there is reason for City Manager Ron McLemore to go
back and look at the cost of this. It seems like we think we feel very comfortable with
just shoving everything into maintenance. We don't realize maintenance can be a very
expensive thing - so I would like to know from a City Manager's viewpoint, a financial
analysis of how much it is going to cost." Chairman Gilmore suggested, "I would like to
see some more options given to us. My personal opinion is we aren't ready to fill the
pond and put it into production." After further discussion, Chairman Gilmore advised
Mr. Starmer, "Your charge - is to bring some experts."
Committee Member Khemlani spoke of the signage lighting at the Citrus Road
entranceway. Mr. Starmer agreed to review the placement of the lighting.
Commissioner McLeod departed the Meeting at 9:48 p.m.
City Manager McLemore departed the Meeting at 9:49 p.m.

Mr. Starmer requested clarification from the Committee in regards to the pond surface.
Chairman Gilmore stated, "I would like to know what could be done to give us a
smoother finish. I think the feeling of the Board is the finish - it is just entirely too rough
- it needs to be looked at. So we need several options and the cost of those options.
Secondly, I do believe that inevitably we are into chemical treatment. Though we
avoided that initially, I think we need to have somebody corne back and say - it's going to
cost you this for chemical treatment. Whether we go to filtration or not, I don't know.
We can always add filtration." Mr. Starmer said in regards to chemical treatment and
filtration, "We can bring that to you."

MOTION BY COMMITTEE MEMBER TILLIS. "I MOVE TO APPROVE THE
MINUTES OF APRIL 16TH." SECONDED BY VICE CHAIRMAN HILLERY.
DISCUSSION.
