TUSCA WILLA LIGHTING AND BEAUTIFICATION
DISTRICT ADVISORY COMMITTEE
REGULAR MEETING
MARCH 19,2002
I. CALL TO ORDER
Chainnan Donald A. Gilmore called the Regular Meeting to order at 7:04 p.m., Tuesday,
March 19,2002 in the East Conference Room of the Municipal Building (City Hall, 1126
East State Road 434, Winter Springs, Florida 32708).

II. CONSENT
CONSENT
A. Approval Of The February U, 2002 Regular Meeting Minutes.
MOTION BY COMMITTEE MEMBER TILLIS. "I MOVE TO APPROVE THE
MINUTES OF FEBRUARY UTH." SECONDED BY COMMITTEE MEMBER
THOMPSON. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE
MOTION WAS APPROVED.
MOTION CARRIED.
Mr. Jim Martin, j j 02 Ermine Avenue, Winter Springs, Florida: inquired if it is possible
to obtain an agreement with Seminole County to construct only one (1) entranceway at
Tuskawilla Road and Dyson Drive instead of three (3) entranceways.
Mr. Anthony Marasco, 1311 Deer Run, Winter Springs, Florida: thanked the City for
cleaning the bridge on Winter Springs Boulevard; discussed the irrigation systems on the
medians; requested a street sweeper come more often along Winter Springs Boulevard;
have additional benches closer to the sidewalk in Sam Smith Park; and new street signs
and stop signs along Northern Way.
In regards to the request for additional benches, Mr. George Edwards, Capital Projects
Coordinator, Public Works Department, advised the Committee that he would forward
the request to the Parks and Recreation Department.

Chairman Gilmore advised Mr. Marasco that street signs and stop signs along Northern
Way are "Not in the original plan."
III. REGULAR

A. Report From Mr. Bill Starmer, President, Starmer Ranaldi Planning And
Architecture, Inc. (sri).
Mr. Edwards distributed a "Monthly Status Report" to Committee Members.
Mr. Bill Starmer, President, Starmer Ranaldi Planning and Architecture Inc. (sri), 890
Northern Way, Winter Springs, Florida: discussed current issues with the Committee.
Regarding lines of sight exiting Country Club Village, Chairman Gilmore asked, "What's
the law say?" Mr. Starmer advised that, "1' d have to check with Kip [Mr. Lockcuff,
Public Works/Utility Department Director]." Mr. Starmer stated further, "1 will check
the legality of it so we have a leg to stand on, then we can address it."
Chairman Gilmore spoke of a "Popped up" brick cap and Mr. Starmer agreed to "Take a
look at it."
Discussion developed on the pond located at the Winter Springs Boulevard west
entrance.

Ms. Kangee Graham, Landscape Management Consultant recommended that two (2)
trees, in the medians in front of the Tuscawilla Country Club be removed. Discussion
followed.
Mr. Edwards spoke of the request by a City Commissioner to replace plants with pavers
on the median at Seneca Boulevard. Mr. Starmer asked, "You can certainly do it. Do
you want me to get a price from the Contractor to do it?" Mr. Edwards replied, "Yes."
Conm1ittee Member Rande Thompson spoke of requests he has received from concerned
citizens to construct a railing along Vistawilla Drive where the sidewalk is in close
proximity to the roadway.

C. Discussion Regarding The Representative To Oversee The Maintenance And
Operations Contract.
Chairman Gilmore spoke of a suggestion from City Manager Ronald W. McLemore to
combine the Tuskawilla Road, Oak Forest Wall and Beautification District, and
Tuscawilla Lighting and Beautification District Landscape Maintenance contracts into
one. Discussion.
Mr. Edwards distributed to the Committee a copy of the "Landscape and Hardscape
Maintenance Coordinator." The Committee agreed to provide individual comments to
Mr. Edwards by Monday, March 25, 2002. Discllssion.
Mr. Mervin Warner, 673 Keuka Court, Winter Springs, Florida: stated his concern with
combining the three (3) individual Landscape Maintenance contracts.

After discussion, the Committee agreed that Vice Chairman Gary Hillery and Committee
Member Thompson would be referred to the Landscape and Hardscape Maintenance
Contractor Selection Committee.
IV. FUTURE AGENDA ITEMS
There was no discussion regarding this.
V. REPORTS
Mr. Edwards distributed to the Committee a "Year To Date Budget Report" which
pertains to the Tuscawilla Lighting and Beautification District Maintenance Fund.
VI. ADJOURNMENT
With consensus of the Committee, Chairman Gilmore adjourned the Meeting at 8:45 p.m.
