CALL TO ORDER Chairman Donald A. Gilmore called the Regular Meeting to order at 7:04 p.m., Tuesday, January 15, 2002 in the East Conference Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Donald A. Gilmore, present Vice Chairman Gary I-Iillery, present Committee Member Rande Thompson, present Committee Member Moti Khemlani, arrived at 7:24 p.m. Committee Member Linda Tillis, present II. CONSENT CONSENT A. Approval Of The December 11, 2001 Regular Meeting Minutes. MOTION BY COMMITTEE MEMBER TILLIS. "I MOVE TO APPROVE THE MINUTES OF DECEMBER UTI'." SECONDED BY COMMITTEE MEMBER THOMPSON. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. Chairman Gilmore spoke on voting procedures. .:. .:. Mr. Anthony Marasco, 1311 Deer Run, Winter Springs, Florida: spoke in favor of the beautification; suggested that the bridges in Tuscawilla should be sprayed with mildew CITY OF WINTER SPRINGS MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - JANUARY 15,2002 PAGE 2 OF 4 proof paint; and spoke in reference to a large oak tree dead at the west entrance. Mr. Marasco also spoke about the mulch in the medians falling into the streets, extending the sidewalk on Winter Springs Boulevard all the way down to the telmis courts, street lighting, and trimming the trees along Winter Springs Boulevard. Mr. Bill Starmer, President, Starmer Ranaldi Planning and Architecture Inc. ('Jri), 890 Northern Way, Winter Springs, Florida 32708, arrived at 7:11 p.m. In reference to painting the bridges in Tuscawilla, Mr. George Edwards, P.E., Capital Projects Coordinator said that he would take Mr. Marasco's request to Mr. Alan Hill, Public Works Department Superintendent. Committee Member Moti Khemlani arrived at 7:24 p.m. Discussion commenced on street lighting and the Florida Power Corporation. In regards to installation, Chairman Gilmore advised the attendees that he would speak to .the City Manager on this matter. REGULAR A. Review Construction Progress. The Committee requested an updated construction schedule from Mr. Edwards. At the request oj Mr. Starmer, the Committee Members moved the Meeting into the lobby oj City Hall. The Committee viewed a mock up of the slgnage to be placed at the entrances to Tuscawilla. Discussion followed. Commissioner Cindy Gennell arrived at 8:24 p.m. With consensus of the Committee, it was decided that the letters should be 1 Yz" thick, flat against the sign, and the faux marble background should have approximately ten percent (l0%) less grading. Commissioner Gennell departed the Meeting at 8:30 p.m. The Committee Members reconvened the Meeting in the East Conference Room oj City Hall. Tape I/Side B The Committee discussed dips in the pavers at various entrances. Mr. Starmer advised, "1' II go look at Seneca." (sri). Discussion. REGULAR B. Authorize A Representative To Oversee Maintenance And Operations Contract. Mr. Edwards distributed draft specifications for the Landscape and Maintenance Coordi nator. Discussion developed on the employment of the overseer. Chairman Gilmore stated, "I would like to see something in here - was a person monitoring this. But that person monitoring this was very strongly beholding to this Board and not necessarily to the City." Discussion. Chairman Gilmore stated further, "I would like to see in the Preamble to this thing here that this person here is working at the request of this Board, or of this group here. I would like to see more of a tie, that this representative has got stronger ties to this group." Further, Chairman Gilmore added, "We want this person to be this Board's representative on that."
