CALL TO ORDER Chairman Donald A. Gilmore called the Regular Meeting to order at 7:05 p.m., Tuesday, November 13, 2001 in the East Conference Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Donald A. Gilmore, present Vice Chairman Gary Hillery, present Committee Member Rande Thompson, present Committee Member Moti Khemlani, present Committee Member Linda Tillis, present II. CONSENT CONSENT A. Approval Of The October 16,2001 Regular Meeting Minutes. MOTION BY COMMITTEE MEMBER TILLIS. "I MOVE THAT WE APPROVE THE MINUTES OF OCTOBER 16TH." SECONDED BY COMMITTEE MEMBER KHEMLANI. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. .:..:. AGENDA NOTE: THE FOLLOWING AGENDA ITEMS ARE DOCUMENTED IN THE ORDER DISCUSSED. .:. .:. III. REGULAR REGULAR B. Status Of The Winter Springs Boulevard East Entrance. Mr. George Edwards P.E., Capital Projects Coordinator distributed Agenda Item "B" from the November 12,2001 City Commission Regular Meeting to Committee members. Mr. Edwards then informed the Committee that the additional funds for the Winter Springs Boulevard East Entrance and Seneca Boulevard Entrance have been approved by the City Commission. Committee Member Rande Thompson requested updated construction plans, which Mr. Bill Starmer, President, Starmer Ranaldi Planning and Architecture Inc. (sri) agreed to provide them. Discussion ensued regarding the inlets and drainage problems at the Winter Springs Boulevard West Entrance. Due to technical difficulties the first tvventy-two (22) minutes of the Meeting are inaudible. Tape two (2) was inserted. Tape 2/Side A Further discussion. Mr. Starmer stated, "What I am suggesting is that the TLBD give George [Edwards], who is a City Representative, direction to put Bergeron on notice that they have a problem. Their current fix is not acceptable. We recommend an alternative and we'd like to see their response." Discussion. Mr. Starmer stated further, "I think there's three (3) points. One (1) is the current construction does not comply with... specs. They made an error. Does everybody agree with that? And so they need to fix their error. You recognize that a pervious fix of a similar error is not acceptable. The City has a recommended fix, would they consider it? I wouldn't say revisit it, I wouldn't say redo, I'd say they made a mistake that they have to correct. We have a suggestion for the correction, will you consider it?" MOTION BY VICE CHAIRMAN HILLERY. "I MAKE A MOTION THAT WE FOLLOW THROUGH WITH MR. STARMER'S SUGGESTION ON THE PROCESS OF REEVALUATING, THAT THE COUNTY MADE AN ERROR IN THE DESIGN AND THE CURRENT FIXES THAT THEY HAVE DONE IS UNACCEPTABLE. AND THE THIRD PART AND THE LAST POINT IS TO MOVE THE DRAINAGE TO AN ACCEPTABLE LOCATION FOR DRAINAGE AND SLOPE AND GRADE. AN ERROR HAS SHOWN..." SECONDED BY COMMITTEE MEMBER KHEMLANI. DISCUSSION. VICE CHAIRMAN HILLARY STATED, "I WITHDRA\V MY MOTION." COMMITTEE MEMBER KHEMLANI ST A TED, "I'LL WITHDRAW MY SECOND." CITY OF WINTER SPRINGS MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - NOVEMBER 13,2001 PAGE 3 OF6 MOTION BY VICE CHAIRMAN HILLERY. "I MAKE A MOTION THAT WE FOLLOW THROUGH WITH MR. ST ARMER'S SUGGESTION ON THE DRAINAGE - TWO (2) DRAIN." CHAIRMAN GILMORE STATED, "STOP RIGHT THERE. ST ARMER WHA T IS YOUR SUGGESTION?" MR. STARMER STATED, "THAT THE TLBD GIVE DIRECTION TO GEORGE EDWARDS REPRESENTING THE CITY, TO MAKE THE COUNTY AWARE THA T THERE WAS AN ERROR IN CONSTRUCTION FOR THE DRAINAGE STRUCTURES AT WINTER SPRINGS BOULEVARD. AND THAT THE CONTRACTOR'S PROPOSED FIX IS NOT ACCEPTABLE, AND YOU WOULD LIKE THE COUNTY TO CONSIDER THE CITY'S RECOMMENDATION TO SOL VE THE PROBLEM." SECONDED BY COMMITTEE MEMBER KHEMLANI. DISCUSSION. VOTE: COMMITTEE MEMBER TILLIS: AYE COMMITTEE MEMBER KHEMLANI: AYE COMMITTEE MEMBER THOMPSON: AYE VICE CHAIRMAN HILLERY: AYE CHAIRMAN GILMORE: AYE MOTION CARRIED. The Committee discussed the potential problems with the large tree on the north side of the Winter Springs Boulevard West Entrance. Mr. Starmer stated, "I'll take a look at it knowing that you're concerned." The Committee discussed the Trotwood COlmector wall and the wall, parallel to Tuskawilla Road. REGULAR E. Update On Lighting. Discussion. Mr. Edwards advised the Committee in regards to Florida Power, "The last time I called Monday, yesterday, they said next week they will get a power company crew out there. They are getting released from another job and they would then come to our project." C. Update On Tuscora Entrance. Mr. Edwards advised the Committee that the Easements have been obtained. Mr. Edwards distributed to the Committee Members a letter he received from the Chestnut Ridge Homeowner's Association. Discussion on Winter Springs Boulevard median landscaping followed. REGULAR A. Authorize A Representative To Oversee Maintenance And Operations Contract. Chairman Gilmore said, "Kangee [Graham, Landscape Management Consultant] was to come back to us with a job description and Kip [Lockcuff, Public Works Department Director]... talked to me about he was going to put something together. ... Last night I thought that subject might come up and I was going to tell the Commission last night that it was the wish of this group here that there was a Maintenance Overseer who was devoted to this job and really was our eyes and ears. Am I speaking right.. . from everybody?" The Committee agreed. Chairman Gilmore further stated, "In view of that, let Kip and me proceed along that line. We know what the end of the tunnel is and let Kip and I handle it at this point unless anybody has any concerns." Discussion. In reference to the Maintenance Contracts Ms. Graham is crafting, Mr. Edwards stated, "... she was going to get back to me with...." Mr. Starmer spoke of the Trotwood Boulevard Wall on the south side being too high and advised, "I am going to have another professional Engineer take a look at it from that standpoint. " Discussion developed regarding St. Stephen's Catholic Church constructing a wrought iron railing along their propeliy on Tuskawilla Road. Mr. Stamler stated, "I need some kind of written approval or deni'al from this Board to allow us to put an aluminum railing site fence up on their property." Chairman Gilmore asked, "May I hear a Motion that we.. . have the City write a letter that the TLBD has no objection to the wrought iron?" MOTION BY COMMITTEE MEMBER TILLIS. "I MOVE THAT WE NOTIFY THE CITY THAT THE BOARD HAS NO OBJECTION TO THE PLANNED SIMULATED WROUGHT IRON FENCE AT THE CATHOLIC CHURCH." SECONDED BY COMMITTEE MEMBER KHEMLANI. DISCUSSION. CITY OF WINTER SPRINGS MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - NOVEMBER 13,2001 PAGE 5 OF6 VOTE: COMMITTEE MEMBER KHEMLANI: ABSTAIN COMMITTEE MEMBER THOMPSON: NAY VICE CHAIRMAN HILLERY: AYE CHAIRMAN GILMORE: AYE COMMITTEE MEMBER TILLIS: AYE MOTION CARRIED. The Committee discussed the Seneca Boulevard Entrance signage. With consensus of the Committee, the signage will remain as is. The Committee agreed that the December 18, 2001 Regular Meeting would be moved forward to December 11, 2001. Tape 3/Side A In regards to the City Commission Agenda Item "B", from the November 12, 2001 Regular Meeting, Committee Member Khemlani pointed out an error in the Monthly Status Report from Starmer Ranaldi Planning and Architecture Inc. IV. FUTURE AGENDA ITEMS · Authorize A Representative To Oversee The Maintenance And Operations Contract. . Construction Progress . Update On Lighting v. REPORTS None. VI.
