TUSCA WILLA LIGHTING AND BEAUTIFICATION
DISTRICT ADVISORY COMMITTEE
SPECIAL MEETING
SEPTEMBER 6, 2001
I. CALL TO ORDER
Committee Member Linda Tillis called the Special Meeting to order at 5: 18 p.m.,
Thursday, September 6, 2001 in the East Conference Room of the Municipal Building
(City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).
Roll Call
Chairman Donald A. Gilmore, arrived at 5:54 p.m.
Vice Chairman Gary Hillery, absent
Committee Member Lee Jensen, present
Committee Member Moti Khemlani, present
Committee Member Linda Tillis, present

II. REGULAR
REGULAR
B. Maintenance Of The Stamped Asphalt Pavers.
Mr. George Edwards, P.E., LL.B., Capital Projects Coordinator, informed the Committee
that the Maintenance Agreement will be going before the Commission at the September
10th, 2001 Regular Meeting for approval. Discussion.
REGULAR
C. Discussion Of Easements.
The Committee discussed the status of the Trotwood Boulevard, Tuscora Drive, and
Vistawilla Drive Easements.
In regards to the unincorporated area of Seminole County on Citrus Avenue, Committee
Member Moti Khemlani stated to Mr. Edwards, "I would like for you to talk with the
County people, especially in light of all this money that's now available for street walks.
Because there is a street walk there, and there's a school there. And it would behoove the
County to add a little bit of - donate some of the money right now to help out, make that

entrance coordinated other than look like a pig pen on the County side." Committee
Member Khemlani also suggested they provide more lighting in that area.
REGULAR
A. Seneca Boulevard Entrance.
The Committee viewed three (3) Master Plan Designs for the Winter Springs Boulevard
West, and the Seneca Boulevard Entrances. Discussion followed.
City Manager Ronald W McLemore arrived at 5:32 p.m.
The Committee discussed the cost differentials of the three (3) designs.
City Manager McLemore departed at 5:35 p.m.
Commissioner Michael S. Blake arrived at 5:52 p.m.
Chairman Donald A. Gilmore arrived at 5:54 p.m.
Commissioner Blake departed at 6:00 p.m.

MOTION BY COMMITTEE MEMBER KHEMLANI. "I MOVE THAT WE -
APPROVE MASTER PLAN A WITH AN ADDITIONAL HEIGHTENING OF
THE SENECA SIDE WALL AND A BETTER COORDINA TION - OF
LANDSCAPING SO AS TO FILL IN THIS AREA SO THAT WE DON'T - MAKE
THIS WALL LOOK LIKE AN AFTERTHOUGHT." SECONDED BY
COMMITTEE MEMBER TILLIS. DISCUSSION.
VOTE:
COMMITTEE MEMBER TILLIS: AYE
COMMITTEE MEMBER KHEMLANI: AYE
COMMITTEE MEMBER JENSEN: AYE
CHAIRMAN GILMORE: AYE
MOTION CARRIED.
The Committee agreed adjustments to Master Plan "A" would be at the Architect's
discretion.
Committee Member Tillis departed at 6:45 p.m.

Chairman Gilmore called the Meeting back to order 7:02 p. m.
Mr. William Starmer, President, Starmer Ranaldi Planning and Architecture, Inc. (sri)
presented to the Committee two (2) different shades of Pavers. Discussion followed.
MOTION BY COMMITTEE MEMBER JENSEN. "I MAKE A MOTION THAT
THE COLOR OF THE PAVERS - WE ACCEPT THE COLOR OF THE PAVERS
AS - RED, THE REDDISH, THE RED SIDE. - THE RED SIDE." SECONDED
BY COMMITTEE MEMBER KHEMLANI. DISCUSSION.
VOTE:
COMMITTEE MEMBER KHEMLANI: AYE
COMMITTEE MEMBER JENSEN : AYE
CHAIRMAN GILMORE: AYE
MOTION CARRIED.
The Board viewed different shades of Column Caps.
III. ADJOURNMENT
With consensus of the Committee, Chairman Gilmore adjourned the Meeting at 7:25 p.m.
