CALL TO ORDER Chairman Donald A. Gilmore called the Special Meeting to order at 7:07 p.m., Thursday, August 2, 2001 in the East Training Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call Chairman Donald A. Gilmore, present Vice Chairman Gary Hillery, present Committee Member Lee Jensen, absent Committee Member Moti Khemlani, present Committee Member Linda Tillis, present .:. .:. AGENDA NOTE: THE FOLLOWING AGENDA ITEMS ARE DOCUMENTED IN THE ORDER DISCUSSED. .:. .:. II. REGULAR REGULAR A. Pilaster Caps. Tape 3/Side A (Tape 3 was activated for the outside portion of the Meeting.) The Committee moved the Meeting to the back parking lot. The Committee viewed two (2) different colors of Pilaster Caps, one being "Off-white," the other "Cream". The preference of the Committee was the "Cream" colored cap for the entrances. REGULAR C. Entrance Signage. Discussion. The Committee Members stated their agreement of the "shiny" brass letters. Note: Tape 3 was stopped. The Special Meeting reconvened in the Training Room with Tape 1. Mr. Michael Pillow, 714 Canadice Lane, Winter Springs, Florida: stated his support for the improvements and is concerned that the Chelsea Woods Subdivision will not appear to be part of the Tuscawilla Community. Mr. John Masterson, 229 Blue Creek Drive, Winter Springs, Florida: stated his concerns with the safety of the children walking on Winter Springs Boulevard to their bus stop during construction; the sign position impeding drivers vision while turning north out of Chestnut Estates; and the lack of irrigation to Chestnut Estates' plants during construction. Discussion ensued. Mr. James McClain, 1747 Seneca Boulevard., Winter Springs, Florida: spoke of the Vistawilla Entrance. Discussion followed. Mr. William Starmer, President, Starmer Ranaldi Planning and Architecture, Inc. (sri): distributed a drawing of the Seneca Boulevard Entrance to all attendees and Members. Mr. Starmer addressed the attendees' concerns with the safety of that intersection. Discussion. Tape I/Side B Chairman Gilmore requested that Ms. Kangee Graham, Landscape Management Consultant meet with the Chestnut Estates residents to show the elevation of the Secondary Entrance on Winter Springs Boulevard. Discussion followed regarding what kind of entrance should be constructed at the Seneca Boulevard Entrance. Mr. Starmer suggested having Seneca Boulevard, north of Winter Springs Boulevard surveyed to know how much space there is to work with. Discussion. Tape 2/Side A Note: Due to technical difficulties, the first forty-five (45) minutes of Tape 2 were incomprehensible. "I'D LIKE TO MOVE THAT WE PROCEED ACCORDING TO THIS REVISED PLAN OF AUGUST 2ND; THA T WE TRY AND KEEP THIS. - THE WINTER SPRINGS BOULEVARD ENTRANCE WHERE IT IS, THAT WE INVESTIGATE - WHAT WE CAN PUT HERE AT SENECA AND REALIZE THAT THERE HAS TO BE SOMETHING THERE. THERE HAS TO BE A FEATURE LIKE THIS. NOW THE SCALE OF IT WE ARE NOT GOING TO KNOW UNTIL WE GET THERE, BUT WE NEED TO INVESTIGATE THAT AND I THINK WE NEED TO MOVE FORWARD ON THAT RIGHT AWAY." SECONDED BY VICE CHAIRMAN HILLERY. DISCUSSION. COMMITTEE MEMBER TILLIS ADDED, "THE MOTION IS TO PROCEED ACCORDING TO THIS PLAN FOR THE SENECA - THAT IS DATED AUGUST 2NI). THAT MEANS KEEPING THIS ENTRANCE AND ITS' LOCATION NEAR BLUE CREEK DRIVE, WE WILL INVESTIGATE THE SIGHT LINES AND MAKE SURE THAT IT STILL FITS WITHIN THE GUIDELINES. WE NEED TO TAKE OUR SURVEY OF SENECA BOULEVARD LOOKING TOWARD A GOAL OF PUTTING AN ENTRANCE FEATURE OF SUCH AS Dlli\WN HERE. THIS SHOULD - I AM SAYING WE SHOULD GO FORWARD AS THIS IS OUR GOAL, IF WE CAN'T MEET THAT THEN WE NEED TO COME BACK AND DISCUSS IT AGAIN." CHAIRMAN GILMORE ASKED FOR COMMITTEE MEMBER TILLIS TO RESTATE HER MOTION. COMMITTEE MEMBER TILLIS STATED, "THE MOTION I HAVE ON THE TABLE IS TO PROCEED ACCORDING TO THIS PLAN, AS IT IS DRAWN, PRESENTED AUGUST 2ND. THIS WOULD BE THE WINTER SPRINGS BOULEVARD ENTRANCE AT SENECA BOULVARD. IT IS SHOWING A LARGE ENTRANCE FEATURE WITH A MEDIAN FEATURE AT BLUE CREEK NEAR BLUE CREEK DRIVE AND AN ADDITIONAL ENTRY FEATURE AT SENECA BOULEVARD." DISCUSSION. VOTE: BOARD MEMBER TILLIS: AYE BOARD MEMBER KHEMLANI: AYE VICE CHAIRMAN HILLERY: AYE CHAIRMAN GILMORE: NAY MOTION CARRIED. CITY OF WINTER SPRINGS MINUTES TUSCAWILLA L1GUTING AND BEAUTIFICATION I)ISTRICT AI)VISORY COMMITTEE SPECIAL MEETING - AUGUST 2, 2001 PAGE 4 OF 5 At the August 21, 2001 Tuscawilla Lighting and Beautification District Advisory Committee Regular Meeting, Chairman Gilmore stated, "1 would like it stated in there that, it's not written, that 1 voted nay to that because 1 felt that the issue of construction of the East Entrance and the Seneca Street Entrance, that that be into two (2) different motions rather than in one vote. That 1 was not opposed to the project going forward, only that 1 wanted it in two (2) votes rather than one (1) vote. " Committee Member Moti Khemlani stated, "I would very much like to, as soon as possible, from the City or from Bill (Starmer), the moment we find out the right-of-way line, I am sure just from the survey right-of-way line you can make a statement, that yes, you know we can do certain things in here. I want them to hear it as soon as possible; cause I think that is very important." Mr. Starmer added, "George will get a hold of the surveyor tomorrow. We will get that process started." REGULAR B. Easements. Mr. Edwards updated the Committee on the status of the Tuscora Drive and Trotwood Boulevard Easements. The Committee discussed the Fuentes property construction estimate submitted by Cathcart Construction in the amount of$14,000.00. Tape 2/Side B MOTION BY COMMITTEE MEMBER KHEMLANI. "I MOVE THAT WE PROCEED." SECONDED BY COMMITTEE MEMBER TILLIS. DISCUSSION. CHAIRMAN GILMORE STATED, "IT HAS BEEN MOVED AND SECONDED THA T WE ACCEPT THE CONTRACTORS PRICE TO PROCEED WITH THE FUENTES DRIVEWAY." MR. EDWARDS STATED THE FUENTES EASEMENT WOULD BE SUBMITTED TO THE COMMISSION ON AUGUST 13,2001 FOR APPROVAL. VOTE: BOARD MEMBER TILLIS: AYE BOARD MEMBER KHEMLANI: AYE VICE CHAIRMAN HILLERY: AYE CHAIRMAN GILMORE: AYE MOTION CARRIED.
